“We investigate complaints of building code violations and compel building owners to fix the violations.”
So boasts the website for the San Francisco Department of Building Inspection (DBI).
Yet DBI has long been outmaneuvered by predatory, law-breaking landlords.
And San Francisco renters—many of them elderly, poor and/or disabled—have been the victims of landlord greed, neglect and/or harassment.

Among the reforms that DBI should immediately enact:
- Hit slumlord violators with a fine—payable immediately—for at least $2,000 to $5,000 for each health/safety-code violation. The slumlord would be told he could reclaim 75-80% of the money only if he fully corrected the violation within 30 days. The remaining portion of the levied fine would go into the City coffers, to be shared among DBI and other City agencies.
- This would put the onus on the slumlord, not DBI. Appealing to his greed would ensure his willingness to comply with the ordered actions. As matters now stand, it is DBI who must repeatedly check with the slumlord to find out if its orders have been complied with.
- If the landlord failed to comply with the actions ordered within 30 days, the entire fine would go into the City’s coffers-–to be divided among DBI and other agencies charged with protecting San Francisco residents.
- In addition. he would be hit again with a fine at least twice the amount of the first one.
- Inspectors for DBI should be allowed to cite landlords for violations that fall under the jurisdiction of the Department of Public Health (DPH). They could then pass the information to DPH for its own investigation.
- If the DBI inspector later discovered that the landlord had not corrected the DPH violation within a designated time-period, DBI should be allowed to levy its own fine for his failure to do so.
- If DPH objects to this, DBI should propose that DPH’s own inspectors be armed with similar cross-jurisdictional authority. Each agency would thus have increased motivation for spotting and correcting health/safety violations that threaten the lives of San Francisco residents.

- This would instantly turn DBI and DPH into allies, not competitors. And it would mean that whether a citizen called DBI or DPH, s/he could be assured of getting the necessary assistance. As matters now stand, many residents are confused by the conflicting jurisdictions of both agencies.
- DBI should insist that its Inspectors Division be greatly expanded.DBI can attain this by arguing that reducing the number of Inspectors cuts (1) protection for San Francisco renters–and (2) monies that could go to the general City welfare.
- The Inspection Division should operate independently of DBI.Currently, too many high-ranking DBI officials tilt toward landlords because they are landlords themselves.
- DBI should create a Special Research Unit to compile records on the worst slumlord offenders. Thus, a slumlord with a repeat history of defying DBI Notices of Violation could be treated more harshly than a landlord who was a first-time offender.
- Turning DBI into a revenue-producing agency would enable the City to raise desperately-needed revenues—in a highly popular way. Fining delinquent slumlords would be as popular as raising taxes on tobacco companies. Only slumlords and their hired lackey allies would object.
- DBI should legally require landlords to rehabilitate a unit every time a new tenant moves in, or have it examined by a DBI inspector every two years. A tenant can occupy a unit for ten or more years, then die or move out, and the landlord immediately rents the unit to the first person who comes along, without making any repairs or upgrades whatsoever.
- Slumlords, unlike drug-dealers, can’t move their buildings from one street or city to another. If they want to make money in San Francisco, they will have to submit to the jurisdiction of landlord-regulating agencies.
- DBI should require landlords to post their Notices of Violation in public areas of their buildings—and levy severe fines for failing to do so. When DBI orders a slumlord to take corrective action, s/he is the only one who is notified. If that slumlord refuses to comply with that directive, s/he is the only one who knows it. Given the pressing demands on DBI, weeks or months will pass before the agency learns about this violation of its orders. Tenants have a right to know if their landlord is complying with the law—so they can promptly notify inform DBI if a violation is occurring.

- Landlords should be legally required to give each tenant a list of the major city agencies (such as DBI, the Rent Board and the Department of Public Health) that exist to help tenants solve problems with their housing.
- DBI should launch—and maintain—a citywide advertising campaign to alert residents about its services. Everyone knows the FBI pursues bank robbers. But too many San Franciscans don’t even know that DBI exists, let alone what laws it enforces. This should be an in-your-face campaign: “Do you have bedbugs in your apartment? Has your stove stopped working? Are you afraid to ride in your building elevator because it’s always malfunctioning? Have you complained to your landlord and gotten the runaround? Then call DBI at—- Or drop us an email at_____.”

Niccolo Machiavelli, the father of modern politics, warns in his masterwork, The Discourses:
All those who have written upon civil institutions demonstrate…that whoever desires to found a state and give it laws, must start with assuming that all men are bad and ever ready to display their vicious nature, whenever they may find occasion for it.
If their evil disposition remains concealed for a time, it must be attributed to some unknown reason; and we must assume that it lacked occasion to show itself. But time, which has been said to be the father of all truth, does not fail to bring it to light.
Where the crimes of corporate employers are concerned, Americans need not wait for their evil disposition to reveal itself. It has been fully revealed for decades.

Niccolo Machiavelli
Increased media attention to “income inequality” has led some Democratic lawmakers to press for a long-overdue reform: Raising the stock threshold to 50%, making it harder for firms to abandon their country.
Yet a more comprehensive reform package would include legislation that mandates:
- American companies that move their headquarters abroad would be officially declared “agents of a foreign power engaged in hostile activity against the United States.”
- Those “foreign-owned” companies would be forbidden to sell products within the United States.
- Their assets would be subject to seizure by the Internal Revenue Service.
- The citizenship of those Americans engaged in such activity would be revoked and they would be ordered to leave the United States or face criminal prosecution for treason—and face trial for this if they returned.
Public Campaign is a non-profit, non-partisan organization dedicated to eliminating special interest money in American politics by securing publicly-funded elections at local, state and federal levels.
According to Public Campaign: “Twenty-five profitable Fortune 500 companies, some with a history of tax dodging, spent more on lobbying than they paid in federal taxes between 2008 and 2012….
“Over the past five years, these 25 corporations generated nearly $170 billion in combined profits and received $8.7 billion in tax rebates while paying their lobbyists over half a billion ($543 million), an average of nearly $300,000 a day.
“Based on newly released data by Citizens for Tax Justice, these 25 companies actually received tax refunds over all those five years.
“So most individual American families and small businesses have bigger tax bills than these corporate giants. Unfortunately, most American families and businesses do not have the lobbying operation and access these 25 companies enjoy.”
Several companies on this list are well-known—and spend millions of dollars on self-glorifying ads every year to convince consumers how wonderful they are. Among these:
- General Electric
- PG&E Corp
- Verizon Communications
- Boeing
- Consolidated Edison
- MetroPCS Communications
Republicans—and some Democrats—have tirelessly defended the greed of the richest and most privileged in America. For example, they have dubbed the estate tax—-which affects only a tiny, rich minority—“the death tax.”
This makes it appear to affect everyone. So millions of poor and middle-class Americans who will never have to pay a cent in estate taxes vigorously oppose it.
It’s time to recognize that a country can be betrayed for other than political reasons. It can be sold out for economic ones, too.

The United States desperately needs a new definition of treason—one that takes into account the following:
- Employers who set up offshore accounts to claim their American companies are foreign-owned—and thus exempt from taxes—-are traitors.
- Employers who enrich themselves by firing American workers and moving their plants to other countries—are traitors.
- Employers who systematically violate Federal immigration laws—to hire illegal aliens at cut-rate wages—-instead of American workers—are traitors.
For thousands of years, otherwise highly intelligent men and women believed that kings ruled by divine right. That kings held absolute power, levied extortionate taxes and sent countless millions of men off to war—all because God wanted it that way.
That lunacy was dealt a deadly blow in 1776 when American Revolutionaries threw off the despotic rule of King George III of England.
But today, millions of Americans remain imprisoned by an equally outrageous and dangerous theory: The Theory of the Divine Right of Employers.
America can no longer afford such a dangerous fallacy as the Theory of the Divine Right of Employers.
The solution lies in remembering that the powerful never voluntarily surrender their privileges. Americans did not win their freedom from Great Britain—and its enslaving doctrine of the “divine right of kings”—by begging for their rights.
Americans will not win their freedom from their corporate masters—and the equally enslaving doctrine of “the divine right of employers”—by begging for the right to work and support themselves and their families.
And they will most certainly never win such freedom by supporting Right-wing political candidates whose first and only allegiance is to the corporate interests who bankroll their campaigns.
Corporations can—and do—spend millions of dollars on TV ads, selling lies—such as if the wealthy are forced to pay their fair share of taxes, jobs will inevitably disappear.
But Americans can choose to reject those lies—and demand that employers behave like patriots instead of predators.

The British offered Revolutionary War General Benedict Arnold £20,000 for betraying West Point to the Crown.

Benedict Arnold
But Arnold was a piker compared to companies that are raking in literally billions of untaxed dollars by betraying the United States in its time of economic trial.
To avoid paying their legitimate share of taxes, they move their headquarters overseas to countries with reduced tax rates. In tax parlance, this is called an “inversion.”
For almost 20 years, tax-avoiding corporations fled to Caribbean countries such as Bermuda and the Cayman Islands. But in 2004, Congress ruled that American companies could relocate overseas if foreign shareholders owned 20% of their stock.
According to statistics compiled by the Congressional Research Service (CRS) in 2014:
“Forty-seven U.S. corporations have reincorporated overseas through corporate inversions in the last 10 years, far more than during the previous 20 years combined.
“In total, 75 U.S. corporations have inverted since 1994 – with one other inversion occurring in 1983. What’s more, there are a dozen prospective inversion deals involving U.S. corporations looking to reincorporate overseas, according to CRS
“The new data underscores the significant increase in the number of U.S. corporations that have or are seeking to lower their U.S. taxes by reincorporating overseas.
“It also adds urgency to a legislative solution. Ways and Means Committee Ranking Member Sander Levin in May introduced legislation that would tighten rules to limit inversions.
“The Joint Committee on Taxation estimates that the legislation would save $19.5 billion over 10 years. Companion legislation was introduced in the Senate by Sen. Carl Levin.
“‘Barely a week seems to pass without news that another corporation plans to move its address overseas simply to avoid paying its fair share of U.S. taxes,’” said Ranking Member Levin.
“These corporate inversions are costing the U.S. billions of dollars and undermining vital domestic interests.
“‘We can and should address this problem immediately through legislation to tighten rules to limit the ability of corporations to simply change their address and ship U.S. tax dollars overseas.’”

On May 13, 2012, Forbes magazine ran an Op-Ed piece under the headline: “For De-Friending The U.S., Facebook’s Eduardo Saverin Is an American Hero.”
Democratic Senator Chuck Schumer of New York angrily disagreed.

Chuck Shumer
“It is scary. It is a scary, absurd place where even a tax dodger who renounces America for his own 30 pieces of silver is celebrated as a patriot and an American hero.
“It is perverse. I am appalled by making heroic a man who renounces citizenship to escape a tax rate of capital gains of 15%.
“No one gets rich in America on their own,” Schumer said. “And when people do well in America, they should do well by America. I believe the vast majority of Americans believe this, too.”
From that Op-Ed piece:
“Saverin’s flight from the U.S. is yet another reminder of the superiority of a national consumption tax that in a perfect world would be implemented in concert with the abolition of the I.R.S.”
It’s tempting to imagine a world without an agency to collect taxes. But it’s nightmarish to contemplate a world where there were no taxes to pay for
- A powerful military to protect us;
- An FBI to combat terrorism and organized crime;
- An FAA to safely regulate airline traffic;
- Agencies to repair roads;
- Agencies to erect public buildings (such as schools, courts and libraries) and
- Agencies (such as the EPA and FDA) to protect us from predatory businessmen.
The Op-Ed piece further asserts that “you cannot limit the power of the Federal Government if its officials hold the power to tax incomes.”
Every nation in history—whether a democracy or a dictatorship, whether capitalist, socialist or communist—has understood the absolute necessity for collecting public revenues. And it has created means by which to do so.
“When individuals resist governmental hubris, we should exalt their actions.”
We should, in short, celebrate those who come to the United States to make fortunes they could not make anywhere else—and then, when they do, turn their backs on their adopted country.
We should rejoice that they have stuffed billions of dollars more into their already-fat pockets and left their supposed fellow countrymen to shift for themselves.
“In an ideal world the Federal Government should implement a consumption tax. And if, as a result, poor people suffer because they’re taxed at the same level as rich ones, fine.
“Everyone should know how much it costs to run the government.”
Of course we should have a “regressive” tax that “hits low incomes at the same percentage as high ones.”
Of course, those who are barely able to feed their families or can’t afford medical care should pay as much in taxes as a rich parasite who, like Mitt Romney, throws out $10,000 bets like so many dimes.
“If the Federal Government can’t fund all its programs because rich people like Saverin refuse to pay taxes, then U.S. taxpayers generally will have to make good for the missing taxes. It’s the fault of Congress that it cannot put an end to any program.”
For billionaires like Saverin and the well-heeled types who subscribe to Forbes, it doesn’t matter whether “the Federal Government can’t fund all its programs.”

San Simeon, estate of William Randolph Hearst
Greed-obsessed “swells” like Saverin:
- Don’t depend on Medicare—they can easily afford the best doctors money can buy;
- Don’t have to depend on Social Security to see them through old age;
- Don’t have to worry about standing in food bank lines;
- Don’t need to rely on police departments—if they’re threatened, they can easily afford round-the-clock bodyguards;
- Don’t need consumer protection agencies; if they’re victimized by unscrupulous businessmen, they can hire platoons of lawyers and private detectives.
A contemporary writer who warned of America’s abandonment by its privileged classes was Christopher Lasch. In his posthumously published last book, The Revolt of the Elites and the Betrayal of Democracy [2005] he wrote:
“There has always been a privileged class, even in America. But it has never been so dangerously isolated from its surroundings.
“George Bush’s [the president who served from 1989 to 1992] wonderment, when he saw for the first time an electronic scanning device at a supermarket checkout counter, revealed…the chasm that divides the privileged classes from the rest of the nation.”
Until recently, wrote Lasch, American cultural and economic elites willingly shouldered civic responsibilities. But in post-modern capitalism, a professional elite defines itself as entirely separate from civic concerns.
The new elites flourish through enterprises that operate across international borders. The rich in America have more in common with their fellows in Europe or Asia than with the vast majority of their fellow Americans who don’t share their comfortable surroundings.
Thus, the privileged class in America—the top 1%—has separated itself from the crumbling public services and industrial cities that are used and lived in by the rest of the country’s citizens.
Even worse, our society has condoned their exalted status. The dust jacket blurb for James Patterson’s crime-thriller, NYPD Red, says it best:
“NYPD Red is a special task force charged with protecting the interests of Manhattan’s wealthiest and most powerful citizens.”
It’s time to protect the 99% of America’s citizens against the predators of its 1% wealthiest.

Americans need to realize that a country can be betrayed for other than political reasons. It can also be sold out for economic ones.
On May 15, 2012, Facebook co-founder Eduardo Saverin renounced his U.S. citizenship.
Born in Brazil, the then-30-year-old Saverin became a U.S. citizen in 1998 but had lived in Singapore since 2009.

Eduardo Saverin
Giving up his citizenship allowed him to avoid paying taxes on billions of dollars on capital gains when Facebook launched its IPO on May 18, 2012. Singapore does not have a capital gains tax.
And America’s extreme Right couldn’t have been happier.
Take Rush Limbaugh, the Right-wing talk-show host. The Rush Limbaugh Show aired throughout the U.S. on over 400 stations and was the highest-rated talk-radio program in the United States.
When Limbaugh spoke, his “dittohead” audience listened—and acted as he decreed.

Rush Limbaugh
“So if it’s a more favorable tax haven that you can find elsewhere and you go there,” asked Limbaugh, “why is it automatically that you are unpatriotic?
“Why is it automatically that you are a coward, that you are not paying your fair share? It’s this whole class envy thing rearing its head again.”
For Limbaugh, the villain wasn’t a billionaire who turned his back on the country that gave him the opportunity to become one. No, the villain lay in those who believe that even wealthy businessmen should behave like patriots—instead of parasites.
“But [Barack Obama is] out there demonizing successful people every day,” said Limbaugh, “targeting successful people every day, running a presidential campaign based on class warfare, trying to get the 99% of the country who are not in the top 1% to hate the 1%, to literally despise ’em.”
Consider the implications of this:
On November 1, 2011, Forbes magazine reported that, in 2007, the then-richest 1% of the American population owned 34.6% of the country’s total wealth, and the next 19% owned 50.5%.
Thus, the top 20% of Americans owned 85% of the country’s wealth and the bottom 80% of the population owned 15%.
According to Limbaugh’s philosophy, the bottom 80% of the population owning 15% of the country’s wealth should pay homage to the top 20% of Americans who own 85% of the country’s wealth.
In short, they should “know their place” and not expect the moneyed few to pay their fair share of taxes.
Of course, this was to be expected of Limbaugh—whose own wealth made him a multi-millionaire.
In 2001, U.S. News & World Report noted that Limbaugh had an eight-year contract, with Clear Channel Communications, for $31.25 million a year.
And according to a July 2, 2008, Matt Drudge column, Limbaugh had signed a contract extension through 2016 that was worth over $400 million.
And Limbaugh wasn’t alone in his praise for Saverin.
Another right-winger who defended those who run out on their country was anti-tax activist Grover Norquist.
On May 7, 2012, two Democratic Senators—Chuck Schumer of New York and Bob Casey of Pennsylvania—introduced legislation designed to tax expatriates even after they have left the country.
Their “Ex-PATRIOT Act” would have imposed a mandatory 30% tax on American investments for those who renounce their citizenship and would also prohibit individuals like Saverin from re-entering the country.
But the bill died in committee.
In 2013, Schumer and two other Senators added similar provisions to a major immigration reform bill. But their amendment was not included in the version of the bill that passed the Senate.
“Saverin has turned his back from the country that welcomed him, kept him safe, educated him and helped him become a billionaire,” Schumer said at a press conference. He added that it was time to “de-friend” the Facebook co-founder.
Norquist, the president of Americans for Tax Reform (ATF) said that targeting people who turn in their passports reminded him of regimes that had driven people out of the country, only to confiscate their wealth at the door.

Grover Norquist
“I think Schumer can probably find the legislation to do this,” said Norquist. “It existed in Germany in the 1930s and Rhodesia in the ’70s and in South Africa as well. He probably just plagiarized it and translated it from the original German.”
On the floor of the Senate, Schumer denounced Norquist in return:
“I know a thing or two about what the Nazis did. Some of my relatives were killed by them.
“Saying that a person who made their fortune specifically because of the positive elements in American society, in turn, has a responsibility to do right by America is not even on the same planet as comparing to what Nazis did to Jews.”

Chuck Schumer
Schumer added that he found it troubling that conservatives would lionize someone like Saverin, who was called “an American hero” by Forbes magazine.
On May 13, 2012, Forbes—which describes itself as “The Capitalist Tool”—had run an Op-Ed piece under the headline: “For De-Friending The U.S., Facebook’s Eduardo Saverin Is an American Hero.”
“Can you believe it?” asked Schumer. “An American hero? Renouncing your citizenship now qualifies as heroic for the hard Right-wing?”
“This has gone so far, this idolatry they have taken to such an extreme end, they make Eduardo Saverin into their patron saint. In the name of low taxes for the wealthy, they have lionized an inherently unpatriotic person.”

American Presidents—like politicians everywhere—strive to be loved. There are two primary reasons for this.
First, even the vilest dictators want to believe they are good people—and that their goodness is rewarded by the love of their subjects.
Second, it’s universally recognized that a leader who’s beloved has greater clout than one who isn’t. In the United States, a Presidential candidate who wins by a landslide is presumed to have a mandate to pursue his agenda—at least, for the first two years of his administration.
But those—like Barack Obama—who strive to avoid conflict often get treated with contempt and hostility by their adversaries.

Barack Obama
In Renegade: The Making of a President, Richard Wolffe chronicled Obama’s successful 2008 bid for the White House. Among his revelations:
Obama, a believer in rationality and decency, felt more comfortable in responding to attacks on his character than in attacking the character of his enemies.
A graduate of Columbia University and Harvard Law School, Obama was one of the most academically gifted Presidents in United States history.
Yet he failed to grasp and apply this fundamental lesson taught by Niccolo Machiavelli, the father of modern political science:
A man who wishes to make a profession of goodness in everything must inevitably come to grief among so many who are not good. And therefore it is necessary for a prince, who wishes to maintain himself, to learn how not to be good, and to use this knowledge and not use it, according to the necessity of the case.
This explains why Obama found most of his legislative agenda stymied by Republicans.
In 2014, Senator Rand Paul (R-Ky.) sought to block David Barron, Obama’s nominee to the First Circuit Court of Appeals.

Rand Paul
Paul objected to Barron’s authoring memos that justified the killing of an American citizen by a drone in Yemen on September 30, 2011.
The target was Anwar al-Awlaki, a radical Muslim cleric notorious on the Internet for encouraging Muslims to attack the United States.
Paul demanded that the Justice Department release the memos Barron crafted justifying the drone policy.

Anwar al-Awlaki
Republicans would have attacked any Democratic—or Republican—Senator who did the same with a Republican President as a traitor who supported terrorists.
But Obama did nothing of the kind.
(On May 22, 2014, the Senate voted 53–45 to confirm Barron to the First Circuit Court of Appeals.)
But Presidents who seek to rule primarily by fear can encounter their own limitations. Which immediately brings to mind Donald Trump.
As a Presidential candidate and President, Trump repeatedly used Twitter to attack hundreds of real and imagined enemies in politics, journalism, TV and films.
From June 15, 2015, when he launched his Presidential campaign, until October 24, 2016, Trump fired almost 4,000 angry, insulting tweets at 281 people and institutions that had somehow offended him.

Donald Trump
The New York Times needed two full pages of its print edition to showcase them.
As a Presidential candidate and President, he displayed outright hatred for President Obama. For five years, he slandered Obama as a Kenyan-born alien who had no right to hold the Presidency.
Then, on March 4, 2017, in a series of unhinged tweets, Trump falsely accused Obama of committing an impeachable offense: Tapping his Trump Tower phones prior to the election.
Trump refused to reach beyond the narrow base of white, racist, ignorant, hate-filled, largely rural voters who elected him.
And he bullied and insulted even White House officials and his own handpicked Cabinet officers:
- Trump waged a Twitter-laced feud against Jeff Sessions, his Attorney General. Sessions’ “crime”? Recusing himself from investigations into well-established ties between Russian Intelligence agents and members of Trump’s Presidential campaign.
- Trump repeatedly humiliated Chief of Staff, Reince Priebus—at one point ordering him to kill a fly that was buzzing about. On July 28, 2017, Priebus resigned.
- Trump similarly tongue-lashed Priebus’ replacement, former Marine Corps General John Kelly. Trump has reportedly been angered by Kelly’s efforts to limit the number of advisers who have unrestricted access to him. Kelly told colleagues he had never been spoken to like that during 35 years of military service—and would not tolerate it again.
- After Trump gave sensitive Israeli intelligence to Russian ambassador Sergey Kislyak, his national security advisor, H.R. McMaster, denied this had happened. Trump then contradicted McMaster in a tweet: “As president, I wanted to share with Russia (at an openly scheduled WH meeting) which I have the absolute right to do, facts pertaining to terrorism and airline flight safety.”
If Trump ever read Niccolo Machiavelli’s The Prince, he’s clearly forgotten this passage:
Cruelties ill committed are those which, although at first few, increase rather than diminish with time….Whoever acts otherwise….is always obliged to stand with knife in hand, and can never depend on his subjects, because they, owing to continually fresh injuries, are unable to depend upon him.
And this one:
Still, a prince should make himself feared in such a way that if he does not gain love, he at any rate avoids hatred.
Or, as Cambridge Professor of Divinity William Ralph Inge put it: “A man may build himself a throne of bayonets, but he can’t sit on it.”

Is it better to be loved or feared?
That was the question Florentine statesman Niccolo Machiavelli raised more than 500 years ago.
Presidents have struggled to answer this question—and have come to different conclusions.
LOVE ME, FEAR MY BROTHER
Most people felt irresistibly drawn to John F. Kennedy—even his political foes. Henry Luce, the conservative publisher of Time, once said, “He makes me feel like a whore.”
But JFK could afford to bask in the love of others—because his younger brother, Robert, was the one who inspired fear.

Robert F. Kennedy and John F. Kennedy
He had done so as Chief Counsel for the Senate Rackets Committee (1957-59), grilling Mafia bosses and corrupt union officials—most notably Teamsters President James Hoffa.
Appointed Attorney General by JFK, he unleashed the FBI on the Mafia. When the steel companies colluded in an inflationary rise in the price of steel in 1962, Bobby sicced the FBI on them.
In 1963, JFK’s cavorting with Ellen Rometsch threatened to destroy his Presidency. Rometsch, a Washington, D.C. call girl, was suspected by the FBI of being an East German spy.
With Republican Senators preparing to investigate the rumors, Bobby ordered Rometsch deported immediately (to which, as a German citizen, she was subject).
He also ordered FBI Director J. Edgar Hoover to deliver a warning to the Majority and Minority leaders of the Senate: The Bureau was fully aware of the extramarital trysts of most of its members. And an investigation into the President’s sex life could easily lead into revelations of Senatorial sleaze.
Plans for a Senatorial investigation were shelved.
BEING LOVED AND FEARED
In the 1993 movie, A Bronx Tale, 17-year-old Calogero (Lillo Brancato) asks his idol, the local Mafia capo, Sonny (Chazz Palminteri): “Is it better to be loved or feared?”

Sonny gives advice to his adopted son, Calogero
Sonny says if he had to choose, he would rather be feared. But he adds a warning straight out of Machiavelli: “The trick is not being hated. That’s why I treat my men good, but not too good.
“I give too much, then they don’t need me. I give them just enough where they need me, but they don’t hate me.”
Machiavelli, writing in The Prince, went further:
“Still a Prince should make himself feared in such a way that if he does not gain love, he at any rate avoids hatred, for fear and the absence of hatred may well go together. And [this] will always be attained by one who abstains from interfering with the property of his citizens and subjects or with their women.”
Many who quote Machiavelli in defense of being feared overlook this vital point: It’s essential to avoid becoming hated.
To establish a fearful reputation, a leader must act decisively and ruthlessly when the interests of the organization are threatened. Punitive action must be taken promptly and confidently.
One or two harsh actions of this kind can make a leader more feared than a reign of terror.
In fact, it’s actually dangerous to constantly employ cruelties or punishments. Whoever does so, warns Machiavelli, “is always obliged to stand with knife in hand, and can never depend on his subjects, because they, owing to continually fresh injuries, are unable to depend upon him.”
The 20th century President who came closest to realizing Machiavelli’s “loved and feared” prince was Ronald Reagan.
Always smiling, quick with a one-liner (especially at press conferences), seemingly unflappable, he projected a constantly optimistic view of his country and its citizens.

Ronald Reagan
In his acceptance speech at the 1980 Republican National Convention he declared: “[The Democrats] say that the United States has had its days in the sun, that our nation has passed its zenith.… My fellow citizens, I utterly reject that view.”
And Americans enthusiastically responded to that view, twice electing him President (1980 and 1984).
But there was a steely, ruthless side to Reagan that appeared when he felt crossed.
On August 3, 1981, nearly 13,000 air traffic controllers walked out after contract talks with the Federal Aviation Administration collapsed. As a result, some 7,000 flights across the country were canceled on that day at the peak of the summer travel season.
Reagan branded the strike illegal. He threatened to fire any controller who failed to return to work within 48 hours.
On August 5, Reagan fired more than 11,000 air traffic controllers who hadn’t returned to work. The mass firing slowed commercial air travel, but it did not cripple the system as the strikers had forecast.
Reagan’s action stunned the American labor movement. Reagan was the only American President to have belonged to a union, the Screen Actors Guild. He had even been president of this—rom 1947 to 1954.
There were no more strikes by Federal workers during Reagan’s tenure in office.
Similarly, Libya’s dictator, Moammar Kadaffi, learned that Reagan was not a man to cross.
On April 5, 1986, Libyan agents bombed a nightclub in West Berlin, killing three people, one a U.S. serviceman. The United States quickly learned that Libyan agents in East Germany were behind the attack.
On April 15, acting on Reagan’s orders, U.S. Air Force, Navy and Marine Corps bombers struck at several sites in Tripoli and Benghazi. Reportedly, Kaddafi himself narrowly missed becoming a casualty.
There were no more acts of Libyan terrorism against Americans for the rest of Reagan’s term.

It’s probably the most-quoted passage of Niccolo Machiavelli’s infamous book, The Prince:
“From this arises the question whether it is better to be loved than feared, or feared more than loved. The reply is, that one ought to be both feared and loved, but as it is difficult for the two to go together, it is much safer to be feared than loved.
“For it may be said of men in general that they are ungrateful, voluble, dissemblers, anxious to avoid danger and covetous of gain. As long as you benefit them, they are entirely yours: they offer you their blood, their goods, their life and their children, when the necessity is remote, but when it approaches, they revolt.
“And the prince who has relied solely on their words, without making other preparations, is ruined. For the friendship which is gained by purchase and not through grandeur and nobility of spirit is bought but not secured, and at a pinch is not to be expended in your service.
“And men have less scruple in offending one who makes himself loved than one who makes himself feared. For love is held by a chain of obligations which, men being selfish, is broken whenever it serves their purpose. But fear is maintained by a dread of punishment which never fails.”

Niccolo Machiavelli
So—which is better: To be feared or loved?
In the 1993 film, A Bronx Tale, 17-year-old Calogero (Lillo Brancato) poses that question to his idol, the local Mafia capo, Sonny (Chazz Palminteri).
“That’s a good question,” Sonny replies. “It’s nice to be both, but it’s very difficult. But if I had my choice, I would rather be feared.
“Fear lasts longer than love. Friendships that are bought with money mean nothing. You see how it is around here. I make a joke, everybody laughs. I know I’m funny, but I’m not that funny. It’s fear that keeps them loyal to me.”
Presidents face the same dilemma as Mafia capos—and resolve it in their own ways.
LOVE ME BECAUSE I NEED TO BE LOVED
Bill Clinton believed that he could win over his self-appointed Republican enemies through his sheer charm.
Part of this lay in self-confidence: He had won the 1992 and 1996 elections by convincing voters that “I feel your pain.”

Bill Clinton
And part of it lay in his need to be loved. He once said that if he were in a room with 100 people and 99 of them liked him but one didn’t, he would spend all his time with that one person, trying to win him over.
But while he could charm voters, he could not bring himself to retaliate against his sworn Republican enemies.
On April 19, 1995, Right-wing terrorist Timothy McVeigh drove a truck—packed with 5,000 pounds of ammonium nitrate and nitromethane—to the front of the Alfred P. Murrah Federal Building in Oklahoma City.
The explosion killed 168 people, including 19 children in the day care center on the second floor, and injured 684 others.
Suddenly, Republicans were frightened. Since the end of World War II, they had vilified the very Federal Government they belonged to. They had even courted the Right-wing militia groups responsible for the bombing.
So Republicans feared Clinton would now turn their decades of hate against them.
They need not have worried. On April 23, Clinton presided over a memorial service for the victims of the bombing. He gave a moving eulogy—without condemning the hate-filled Republican rhetoric that had at least indirectly led to the slaughter.
Clinton further sought to endear himself to Republicans by:
- Adopting NAFTA—the Republican-sponsored North American Free Trade Act, which later proved so devastating to American workers;
- Siding with Republicans against poor Americans on welfare; and
- Championing the gutting of the Depression-era Glass-Steagall law, which barred investment banks from commercial banking activities.
In 1998, emboldened by Clinton’s refusal to stand up to them, House Republicans moved to impeach him over a sex scandal with White House intern Monica Lewinsky. But his Presidency survived when the Senate refused to convict.
LOVE ME BECAUSE I’LL HURT YOU IF YOU DON’T
Lyndon Johnson wanted desperately to be loved.
Once, he complained to Dean Acheson, the former Secretary of State under Harry S. Truman, about the ingratitude of American voters. He had passed far more legislation than his predecessor, John F. Kennedy, and yet Kennedy remained beloved, while he, Johnson, was not.
Why was that? Johnson demanded.
“You are not a very likable man,” said Acheson truthfully.

Lyndon B. Johnson
Johnson tried to make his subordinates love him. He would humiliate a man, then give him an expensive gift—such a Cadillac. It was his way of binding the man to him.
He was on a first-name basis with J. Edgar Hoover, the longtime director of the FBI. He didn’t hesitate to request—and get–raw FBI files on his political opponents.
On at least one occasion, he told members of his Cabinet: No one would dare walk out on his administration–because if they did, two men would follow their ass to the end of the earth: Mr. J. Edgar Hoover and the head of the Internal Revenue Service.

Next to the American flag, Republicans have loudly pledged their loyalty to the nuclear family.
And Florida United States Senator Rick Scott, in his “11 Point Plan to Rescue America,” is no exception.
Point 8: We will protect, defend, and promote the American Family at all costs. The nuclear family is crucial to civilization, it is God’s design for humanity, and it must be protected and celebrated. To say otherwise is to deny science.
Scott claims that the nuclear family is “God’s design for humanity”—and that to disagree is to “deny science.”
Here are the facts:
First of all, there is no scientific proof for the existence of God. It is simply a belief.
Second, the nuclear family—a married couple and their dependent children under the age of 18—is a fast-disappearing species.

Nuclear family – 1955
Seattle Municipal Archives from Seattle, WA, CC BY 2.0 <https://creativecommons.org/licenses/by/2.0>, via Wikimedia Commons
There are currently just 23.1 million American homes with “nuclear families,’ which is the fewest since 1959. So much for “God’s design for humanity.”
Point 9: Men are men, women are women, and unborn babies are babies.
“Men are men, women are women”: Republicans seek to frighten voters into voting for them by appealing to the fear that “Gays and transgenders are coming for your children.”
Without offering proof, they slander their opponents as “groomers”—pedophiles who befriend children and build their trust, leading to their sexual abuse.
Actually, gays don’t prey on heterosexuals but seek out others of their own sexual persuasion. The same is true for transgenders.
Meanwhile, the Republican party has had its own share of closeted pedophiles.
Among them:
- Josh (“18 Kids and Counting”) Duggar, recently sentenced to 12 years’ imprisonment for possession of child pornography;
- Dennis Hastert, former Speaker of the House of Representatives, who sexually molested four young boys when he was their high school wrestling coach.

Josh Duggar
As for “Unborn babies are babies”: Those who have not yet been born are fetuses.
While Republicans have waged an almost 50-year war against legalized abortion, they have waged an equally aggressive war against Social Security, Medicare, the Affordable Care Act, food stamps, affordable housing, and aid to the blind and disabled.
In short: They oppose all those programs intended to help those who have already been born.
Point 10: Americans will be free to welcome God into all aspects of our lives, and we will stop all government efforts to deny our religious freedom and freedom of speech.
The Democratic party is not trying to “deny our religious freedom and freedom of speech.”
On the contrary: It’s Republicans who have crafted laws to turn claimed religious beliefs into a weapon of discrimination.
A classic example: On March 26, 2015, Indiana’s then-Governor Mike Pence signed into law the Religious Freedom Restoration Act.

Mike Pence
This allows any individual or corporation to cite its religious beliefs as a defense when sued by a private party.
Thus, a bakery that doesn’t want to make a cake to be used at a gay wedding or a restaurant that doesn’t want to serve lesbian patrons can legally refuse to do so.
Republicans have introduced similar “right-to-discriminate” legislation in other states as well—such as Kansas, Arizona and South Dakota. So far, all have failed to win passage.
Republicans claim they want to “get the government off the backs of the people.” But their fixation on regulating the sexual lives of Americans ensures government intrusions of the most intimate kind.
Point 11: We are Americans, not globalists. America will be dependent on NO other country. We will conduct no trade that takes away jobs or displaces American workers.
This would be laughable except for the bitter truth: Countless numbers of Americans have lost their jobs because their companies deserted the United States for Third World nations like China, Vietnam or Mexico.
Employers have done this for three reasons:
- To pay their employees far less than they would be paid in the United States;
- To avoid American health and safety restrictions on how employees can be treated; and
- To avoid enforcement of quality control regulations which ensure that products are safe and effective for use.
During Donald Trump’s Presidency, the Chinese government granted 18 trademarks to companies linked to him and his daughter, Ivanka, within two months.
In addition, Trump won approval to register three dozen trademarks in China covering everything from bars and hotels to child-care and massage services, raising further concerns over potential conflicts of interest.
From 2005 to 2017, Trump filed for 126 trademarks in China for his business empire.
As for Scott’s claim, “America will be dependent on NO other country”:
Despite Right-wing rhetoric, the United States can no longer separate itself from the rest of the world.
The ongoing war between Russia and Ukraine has badly affected American imports of grain products from Ukraine. And America’s continued reliance on fossil fuels forces it to depend on despotic Middle East oil kingdoms.
Finally, the Coronavirus pandemic has led to crucial shortages in goods America has long imported: Medicines, electronics, auto parts, solar panels, toys, air conditioners.
Thus, this provision—like the rest of Scott’s plan—runs head-on into the ugliness of sheer reality.

Florida’s Republican United States Senator Rick Scott’s has an “11 Point Plan to Rescue America”—and catapult himself into the White House.
Point 4: We will secure our border, finish building the wall, and name it after President Donald Trump.
The United States is surrounded by water on three sides—East, West and South. So anyone with a boat can smuggle illegal aliens into the country at any point along its 12,383 miles of coastline.
For those who get seasick, there’s a land route available—not across burning Mexican deserts but under them.
Over the years, officials have found at least 200 tunnels along the 2,000-mile-long U.S.-Mexico border, mostly in Arizona and California. They range from rudimentary crawlspaces to “super tunnels” that cost more than a million dollars and are equipped with elevators, ventilation shafts electric lights, and disguised exits and entrances.

Many of those who want to infiltrate the United States can simply fly in.
Wealthy and pregnant Chinese women often fly to the United States to “anchor” themselves via a baby born on American soil. The same is true for many Russian women.
And the Number One cause of illegal immigration: Foreigners’ overstaying their visas. In 2017, more than 600,000 foreigners who legally entered the United States overstayed their visas and remained in the country by the end of the year, according to the Department of Homeland Security.
So a wall is not going to solve America’s problem with illegal immigration.
Point 5: We will grow America’s economy, starve Washington’s economy, and stop Socialism.
When Republicans promise to “grow America’s economy,” they mean: Remove all government controls from business.
In real-world terms, this means corporations will be legally allowed to:
- Ignore existing laws protecting employees from unsafe working conditions;
- Ignore existing laws protecting the environment;
- Produce unsafe goods and fraudulent services;
- Pay their employees the lowest acceptable wages, in return for the “privilege” of working at these companies;
- Discriminate on the basis of race, sex, religion or sexual orientation; and/or
- Pay little or no business taxes, at the expense of communities who are required to make up for lost tax revenues.
Anyone who doubts this need only look at the living standards in “Red”, Republican-governed states such as Florida and Texas.
“Starve Washington’s economy” means: Eliminating programs that Republicans don’t like—starting with Social Security, Medicare and the Affordable Care Act. Anything that benefits ordinary Americans and not multi-billion dollar corporations will be slated for scrapping.
“Stopping socialism” is ludicrous: During his Presidency, Donald Trump’s best friends were Communist dictators: Vladimir Putin (Russia), Kim Jong-Un (North Korea) and Xi Jinping (China).
Trump actually bragged that, after an exchange of letters between himself and the murderous Kim Jong-Un, “We fell in love.”

Kim Jong-Un and Donald Trump
Had a Democratic President made a similar statement, Republicans would have screamed “Treason!” In Trump’s case, they said nothing.
Point 6: We will eliminate all federal programs that can be done locally, and enact term limits for federal bureaucrats and Congress.
As for “enacting term limits for federal bureaucrats and Congress”: This is the party that tried to illegally and treasonously overturn the results of a legitimate Presidential election so its candidate—Donald Trump—could remain in office as “President-for-Life” after losing the vote.
Point 7: We will protect the integrity of American Democracy and stop left-wing efforts to rig elections.
Scott’s platform is worth quoting in full on this issue:
Today’s Democrat Party is trying to rig elections and pack the courts because they have given up on Democracy. They don’t believe they can win based on their ideas, so they want to game the system and legalize voter fraud to stay in power. In true Orwellian fashion, Democrats refer to their election rigging plans as “voting rights”. We won’t allow the radical left to destroy our democracy by institutionalizing dishonesty and fraud.
Immediately after the verdict of the November 3, 2020 Presidential election was announced, President Donald Trump ordered his attorneys to file lawsuits overturning the results.

Donald Trump
- On November 13, nine cases meant to attack President-Elect Joe Biden’s win in key states were denied or dropped. A law firm challenging the vote count in Pennsylvania withdrew from the effort.
- In Michigan, Trump’s attorneys dropped their federal suit to block the certification of Detroit-area ballots.
- By November 21, more than 30 cases were withdrawn by Trump’s attorneys or dismissed by Federal judges—some of them appointed by Trump himself.
- Throughout November and December, 2020, cases were filed in Wisconsin, Arizona, Nevada, Michigan, Minnesota and Georgia challenging the election results. None were supported by evidence of fraud—as even Trump’s lawyers admitted when questioned by judges.
- On November 13, nine cases meant to attack President-Elect Joe Biden’s win in key states were denied or dropped. A law firm challenging the vote count in Pennsylvania withdrew from the effort.
Ultimately, from November 3 to December 14, 2020, Trump and his allies lost 59 times in court, either withdrawing cases or having them dismissed by Federal and state judges.
This is the party that, since November, 2020, has sold a lie to millions of Right-wing Americans that the election was “stolen” from Donald trump.
It is Republicans—not Democrats—who have stopped trying to win elections based on their ideas and are now trying to win them by massive voter suppression. It’s hardly a party to be entrusted with election security.

COMBATING SLUMLORDS: PART TWO (OF THREE)
In Bureaucracy, History, Law, Law Enforcement, Politics, Social commentary on July 12, 2023 at 12:10 am“We investigate complaints of building code violations and compel building owners to fix the violations.”
