For President Donald Trump and Congressional Republicans, the single greatest achievement of their time in office was to drastically cut taxes on the wealthy (including themselves).
It’s a view that Niccolo Machiavelli would dispute.
In 1513, Machiavelli, the Florentine statesman who has been called the father of modern political science, published his best-known work: The Prince.

Among the issues he confronted was how to preserve liberty within a republic. And key to this was mediating the eternal struggle between the wealthy and the poor and middle class.
Machiavelli deeply distrusted the nobility because they stood above the law. He saw them as a major source of corruption because they could buy influence through patronage, favors or nepotism.
Successful political leaders must attain the support of the nobility or general populace. But since these groups have conflicting interests, the safest course is to choose the latter.
Writes Machiavelli:
….He who becomes prince by help of the [wealthy] has greater difficulty in maintaining his power than he who is raised by the populace. He is surrounded by those who think themselves his equals, and is thus unable to direct or command as he pleases.
But one who is raised to leadership by popular favor finds himself alone, and has no one, or very few, who are not ready to obey him. [And] it is impossible to satisfy the [wealthy] by fair dealing and without inflicting injury upon others, whereas it is very easy to satisfy the mass of the people in this way.
Machiavelli warns that the general populace is more honest than the nobility—i.e., wealthy. The wealthy seek to oppress, while the populace wants to simply avoid oppression.
A political leader cannot protect himself against a hostile population, owing to their numbers, but he can against the hostility of the great, as they are but few.
The worst that a prince has to expect from a hostile people is to be abandoned, but from hostile nobles he has to fear not only desertion but their active opposition. And as they are more far seeing and more cunning, they are always in time to save themselves and take sides with the one who they expect will conquer.
The prince is, moreover, obliged to live always with the same people, but he can easily do without the same nobility, being able to make and unmake them at any time, and improve their position or deprive them of it as he pleases.
Unfortunately, political leaders throughout the world—including the United States–have ignored this sage advice.
In 2012, Tax Justice Network, which campaigns to abolish tax havens, commissioned a study of their effect on the world’s economy.
The study was entitled, “The Price of Offshore Revisited: New Estimates for ‘Missing’ Global Private Wealth, Income, Inequality and Lost Taxes.”

The research was carried out by James Henry, former chief economist at consultants McKinsey & Co. Among its findings:
Summing up this situation, the report noted: “We are up against one of society’s most well-entrenched interest groups. After all, there’s no interest group more rich and powerful than the rich and powerful.”
Fortunately, Machiavelli has supplied timeless remedies to this increasingly dangerous situation:
- Assume evil among men—and most especially among those who possess the greatest concentration of wealth and power.
- Carefully monitor their activities—the way the FBI now regularly monitors those of the Mafia and major terrorist groups.
- Ruthlessly prosecute the treasonous crimes of the rich and powerful—and, upon their conviction, impose severe punishment.

On April 14, 2021, President Joseph Biden said that America would withdraw its armed forces from Afghanistan by September 11, thus ending the nearly 20-year war.
“How many more, how many more thousands of American daughters and sons are you willing to risk?” Biden said to those calling for the United States to extend the military operation.
Apparently, for Republicans, there is no limit to the number of Americans deserving to be killed on behalf of a barbaric people.
Rep. Jim Banks (R-IN) said: “No one has ever been held accountable” for the haphazard removal of American troops from Afghanistan.
The truth is: Republicans have two constituencies:
- The 1% richest, who can be satisfied only with tax cuts and government subsidies; and
- Poor and middle-class Fascists, who can be fobbed off with appeals to their hatred and prejudice.
Attacking Biden for not continuing to waste American lives and treasure on a barbarous “country” is aimed at appeasing the second group.
House Republicans are expected to zero in on the chaotic withdrawal of American forces from Afghanistan.
“Why did it go so badly? Why were Americans left behind? Why were Afghan partners we promised to protect, 100,000 of them, left to the Taliban?” Michael McCaul (R-TX) demanded.

To answer his questions:
- If Americans were left behind, they had four months—May to September—to clear out.
- Afghans were content to let Americans fight—and die—for them.
- When the Taliban launched its final offensive on May 1, 2021, tens of thousands of cowardly Afghan “soldiers” fled to Kabul Airport—to seek asylum in the United States.
- They left behind their wives, girlfriends, mothers and sisters to face slavery and brutality.
- Withdrawals during a war usually prove chaotic, if not disastrous.
To put the consequences of America’s losses in human terms:
On December 21, 2015, a suicide-bomber rammed an explosives-laden motorcycle into a joint NATO-Afghan patrol. Six American troops and an Afghan were killed.
One of the dead was Joseph Lemm, 45, a detective and 15-year veteran of the New York Police Department. A technical sergeant in the New York Air National Guard, he had been deployed three times—once to Iraq and twice to Afghanistan.

Lemm left behind a daughter, Brook, 16, a son, Ryan, four, and his wife, Christine.
“He was just everything for our family. He was always my rock,” said his widow.
New York Governor Andrew M. Cuomo ordered that flags on all state government buildings be flown at half-staff on December 23 in Lemm’s honor.
“Staff Sergeant Joe Lemm served this nation with the selflessness and bravery that embodies the U.S. Armed Forces and the NYPD,” Cuomo said in a statement.
Lemm’s death was a double tragedy—that of a dedicated man who should not have died so needlessly.
A total of 2,456 American military personnel in Afghanistan died and 20,752 were wounded since 2001. The cost of military operations is put at $2 trillion.
The history of American conflict in Afghanistan began on September 11, 2001.
Nineteen Islamic hijackers slammed two jetliners into the World Trade Center in New York and one into the Pentagon in Washington, D.C.
The mastermind of the attacks was Osama bin Laden, a Saudi millionaire then living in Afghanistan, under protection by its ruling thugocracy, the Taliban.
President George W. Bush demanded his immediate surrender to American justice.
The Taliban refused.
So, on October 7, 2011, American bombers began pounding Taliban positions.
In December, 2001, Bin Laden holed up in the mountains of Tora Bora—and then escaped into Pakistan.
Thus, there was no longer any point in pressuring the Taliban to surrender Bin Laden. Nor to stay in Afghanistan.

Still, the United States continued to commit forces to Afghanistan—to turn a primitive, warlord-ruled country into a modern-day democracy.
Despite the Taliban’s horrific atrocities, the United States was not obligated to squander its citizens and treasure
In pursuing that goal, the Bush and Obama administrations repeatedly overlooked the following realities:
- Hamid Karzai, the “president” of Afghanistan (2001-2014) didn’t believe in democracy—despite American claims to support his efforts to bring this to Afghanistan.
- His authority didn’t extend beyond Kabul, and he was viewed by most Afghans as an illegitimate ruler, imposed by America.
- Ditto for his successor, Mohammad Ashraf Ghani.
- American soldiers in Afghanistan felt surrounded by enemies and hamstrung by unrealistic orders to win “hearts and minds” at the risk of their own lives.
- The Taliban poses no threat to the United States.
- Americans entered Afghanistan without an exit strategy.
All these truths applied to America’s failed misadventure in Vietnam.
American “grunts” felt about their so-called South Vietnamese allies as American troops felt about their Afghan “allies.”
According to Dr. Dennis Greenbaum, a former army medic:
“The highest [priority for medical treatment] was any U.S. person. The second highest was a U.S. dog from the canine corps. The third was NVA [North Vietnamese Army].
“The fourth was VC [Viet Cong]. And the fifth was ARVIN [Army of the Republic of South Vietnam], because they had no particular value. The only thing below them was the civilians,” said Greenbaum.
When you despise the “ally” you’re spending lives and treasure to defend, it’s time to pack up.

On December 8, the United States and Russia swapped convicted criminals.
The Americans were holding—and gave up—Victor Bout, a notorious Russian international arms dealer known as “The Merchant of Death.”
The Russians were holding—and gave up—Britney Griner, an American professional basketball player for the Women’s National Basketball Association.
Bout had been arrested in Bangkok, Thailand, on March 6, 2008, and extradited to the United States. The Justice Department charged Bout with:
- Conspiracy to provide material support or resources to a designated foreign terrorist organization;
- Conspiring to kill Americans;
- Conspiring to kill American officers or employees; and
- Conspiring to acquire and use an anti-aircraft missile.

Bout was convicted on November 2, 2011, and sentenced to 25 years’ imprisonment
Griner was arrested on February 17 for possession of vaporizer cartridges containing hash oil. Although legal in In Arizona, “medicinal” cannabis is illegal in Russia.
On July 7, Griner pleaded guilty but said she had not intended to break the law. On August 4, the court found Griner guilty and sentenced her to nine years in prison.
The December 8 prisoner exchange was widely attacked by Right-wing Americans, who argued that freeing Bout would lead terrorists to take countless more American hostages.
There are three methods for securing the release of hostages.
The first is to meet the ransom demands of the hostage-taker.
That was the method chosen in the above case. The Biden administration didn’t want to give up Bout, but the Russians–i.e., Russian president Vladimir Putin—refused to exchange Griner for anyone else.
The second is to wear down the hostage-taker(s) with patient negotiation.
During the late 1960s and early 1970s, American law enforcement agencies began creating Special Weapons and Tactics (SWAT) teams. These units were armed with automatic weapons and trained to enter barricaded buildings. They were also given special training in hostage negotiation.
Their men came from the most physically and mentally fit officers of those departments. And the police departments whose SWAT teams were universally recognized as the best were the LAPD and NYPD.

The third method might be called, “The KGB Method.”
This was not available to the Biden administration against a superpower armed with nuclear missiles. But against non-state terrorist groups it can reap powerful results.
The KGB served as a combination secret police/paramilitary force throughout the 74-year life of the Soviet Union. Its name (“Committee for State Security”) has changed several times since its birth in 1917: Cheka, NKVD, MGB, KGB.
After the collapse of the Soviet Union in 1991 and the establishment of the Russian Federation, its name was officially changed to the FSB (Federal Security Service).
By any name, this is an agency known for its brutality and ruthlessness. The numbers of its victims literally run into the millions.
On September 30, 1985, four attaches from the Soviet Embassy in Beirut, Lebanon, were kidnapped by men linked to Hizbollah (“Party of God”), the Iranian-supported terrorist group.
The kidnappers sent photos of the four men to Western news agencies. Each captive was shown with an automatic pistol pressed to his head.
The militants demanded that Moscow pressure pro-Syrian militiamen to stop shelling the pro-Iranian militia in Lebanon’s northern port city of Tripoli.
And they threatened to execute the four Soviet captives, one by one, unless this demand was met.
The Soviet Union began negotiations with the kidnappers, but could not secure a halt to the shelling of Tripoli.
Only two days after the kidnappings, the body of Arkady Katov, a 30-year-old consular secretary, was found in a Beirut trash dump. He had been shot through the head.
That was when the KGB took over negotiations.

They kidnapped a man known to be a close relative of a prominent Hizbollah leader. Then they castrated him, stuffed his testicles in his mouth, shot him in the head, and sent the body back to Hizbollah.
With the body went a note: We know the names of other close relatives of yours, and the same will happen to them if our diplomats are not released immediately.
Soon afterward, the remaining three Soviet attaches were released only 150 yards from the Soviet Embassy.
Hizbollah telephoned a statement to news agencies claiming that the release was a gesture of “goodwill.”
In his 1987 bestseller, Veil: The Secret Wars of the CIA, Washington Post reporter Bob Woodward wrote that then-CIA Director William Casey “decided that the Soviets knew the language of Hizbollah.”
Both the United States and Israel—the two nations most commonly targeted for terrorist kidnappings—have elite Special Forces units.
Military hostage-rescue units operate differently from civilian ones. They don’t care about taking alive hostage-takers for later trials. The result is usually a pile of dead hostage-takers.
These Special Forces could be ordered to similarly kidnap the relatives of whichever terrorist leaders are responsible for the latest outrages.
Ordering such action would instantly send an unmistakable message to terrorist groups: Screw with us at your own immediate peril. And at the peril of those you most hold dear.
In the United States, such elite units as the U.S. Navy SEALS, Green Berets and Delta Force stand ready. They require only the orders.

This December 2 will mark the 21st anniversary of the collapse of Enron Corporation.
Based in Houston, Texas, Enron had employed 22,000 staffers and was one of the world’s leading electricity, natural gas, communications and paper companies.
In 2000, it claimed revenues of nearly $101 billion. Fortune had named Enron “America’s Most Innovative Company” for six consecutive years.
But then the truth emerged in 2001: Enron’s reported profitability was based not on brilliance and innovation but on systematic and creative accounting fraud.
And, on December 2, 2001, Enron filed for bankruptcy under Chapter 11 of the United States Bankruptcy Code.
Enron’s $63.4 billion in assets made it the largest corporate bankruptcy in U.S. history—until WorldCom’s bankruptcy in 2002.
The California electricity crisis (2000-2001) was caused by market manipulations and illegal shutdowns of pipelines by Texas energy companies.
The state suffered from multiple large-scale blackouts. Pacific Gas & Electric, one of the state’s largest energy companies, collapsed, and the economic fall-out greatly harmed Governor Gray Davis’ standing.
The crisis was made possible by Governor Pete Wilson, who had forced the passage of partial de-regulation legislation in 1996.
Enron seized its opportunity to inflate prices and manipulate energy output in California’s spot markets. The crisis cost the state $40 to $45 billion.
The true scandal of Enron was not that it was eventually destroyed by its own greed.
The true scandal was that its leaders were never Federally prosecuted for almost driving California—and the entire Western United States—into bankruptcy.
And it happened during the “liberal” administration of President Bill Clinton.
Once the news broke that Enron had filed for bankruptcy, commentators almost universally oozed compassion for its thousands of employees who would lose their salaries and pensions.
No one, however, condemned the “profits at any cost” dedication of those same employees for pushing California to the brink of ruin.
To put this in historical perspective:
- Imagine a historian writing about the destruction of Hitler’s Schutzstaffel (Guard Detachment), or SS, as a human interest tragedy.
- Imagine its Reichsfuhrer, Heinrich Himmler, being blamed for failing to prevent its collapse—as CEO Kenneth Lay was blamed for Enron’s demise.
- Imagine that same historian completely ignoring the horrific role the SS had played throughout Nazi-occupied countries—and its primary role in slaughtering six million Jews in the Holocaust.
Nor did the media urge the United States Department of Justice to end the extortion via RICO—the Federal Racketeer Influenced Corrupt Organizations Act.
Passed by Congress in 1970, this was originally aimed at the kingpins of the Mafia. Since the mid-1980s, however, RICO has been successfully applied against both terrorist groups and legitimate businesses engaged in criminal activity.
Under RICO, people financially injured by a pattern of criminal activity can bring a claim in State or Federal court, and obtain damages at three times the amount of their actual claim, plus reimbursement for their attorneys’ fees and costs.
Such prosecutions would have pitted energy-extortionists against the full investigative might of the FBI and the sweeping legal authority of the Justice Department.
Consider this selection from the opening of the Act:
(1) “racketeering activity” means (A) any act or threat involving…extortion; (B) any act which is indictable under any of the following provisions of title 18, United States Code: sections 891-894 (relating to extortionate credit transactions), section 1343 (relating to wire fraud)Section 1344 (relating to financial institution fraud), section 1951 (relating to interference with commerce, robbery, or extortion), section 1952 (relating to racketeering)….
Today, two powerful social media companies—Facebook and Twitter—play pivotal and potentially dangerous roles in the lives of millions of men, women and children.
Facebook has invaded its users’ privacy (such as via the Cambridge Analytica data scandal), manipulated elections (such as the 2016 Presidential one) and subjected its users to mass surveillance.
Twitter has allowed trolls to abuse its followers and spread dangerous lies to millions. For five years, its chief troll was Donald Trump, who libeled hundreds while falsely claiming that COVID-19 was a hoax and that he won re-election in 2020 but was cheated by fraud.
Such lies resulted in the deaths of tens of thousands of Americans from COVID—and poisoned the American electoral system for future races.
Yet in both cases, the Federal Government has stood by and allowed such abuses to continue unpunished. Yet it commands a wide range of agencies capable of addressing such abuses—such as the Federal Trade Commission, the Federal Communications Commission and—not least importantly, the Justice Department.
Powerful, life-altering companies require powerful oversight—through the prism of the warning given by Niccolo Machiavelli more than 500 years ago:
All those who have written upon civil institutions demonstrate…that whoever desires to found a state and give it laws, must start with assuming that all men are bad and ever ready to display their vicious nature, whenever they may find occasion for it.
If their evil disposition remains concealed for a time, it must be attributed to some unknown reason; and we must assume that it lacked occasion to show itself. But time, which has been said to be the father of all truth, does not fail to bring it to light.

As climate change heats up the world, more mass migrations will occur. Millions of people will retreat from undeveloped countries and try to enter—legally and illegally—the United States and Europe.
This is entirely predictable.
What is also entirely predictable is this: Those who have a decent life will want to hold onto it—and not be overwhelmed by millions who don’t share their same race, values, education and religion.
In the 1975 classic, Three Days of the Condor, Higgins, the deputy director of the CIA’s New York Division, confronts Joe Turner, an idealistic CIA employee on the realities of espionage.
Higgins (played by Cliff Robertson): “It’s simple economics. Today it’s oil, right? In 10 or 15 years, food. Plutonium. Maybe even sooner. Now, what do you think the people are gonna want us to do then?”
Joe Turner (played by Robert Redford): “Ask them.”
Higgins: “Not now—then! Ask ’em when they’re running out. Ask ’em when there’s no heat in their homes and they’re cold. Ask ’em when their engines stop. Ask ’em when people who have never known hunger start going hungry. You wanna know something? They won’t want us to ask ’em. They’ll just want us to get it for ’em!”
That day has come for millions of desperate people in Central and Latin America. And it is coming for all of us in the foreseeable future.
On October 13, 2018, a caravan of at least 5,000 men, women and children from El Salvador, Guatemala and Honduras set out for the United States. Many of them claimed they had been threatened by street gangs such as MS-13 or by government officials.
On October 18, President Donald Trump threatened to deploy the United States military and close the U.S.-Mexico border to keep the caravan from entering the country.
And then Trump did just that.
By November 19, migrants had begun piling up in Tijuana, which borders San Diego.
In August, 2021, the Supreme Court upheld the “Remain in Mexico” policy, which had been challenged by the Biden administration. Asylum seekers must wait in Mexico while they await hearings on their requests for entry to the United States.
And that’s when Tijuana residents began carrying signs reading “No illegals,” “No to the invasion” and “Mexico First.” And marching in the streets wearing Mexico’s red, white and green national soccer jersey and vigorously waving Mexican flags.
“We want the caravan to go; they are invading us,” said Patricia Reyes, a 62-year-old protester. “They should have come into Mexico correctly, legally, but they came in like animals.”
And the situation will only worsen in the months ahead.
Trump had ordered Immigration and Customs Enforcement (ICE) to draft new rules to limit the number of asylum-seekers.
As increasing numbers of migrants pour into Tijuana, access to housing, schools, hospitals and other social services will become increasingly strained. Violent clashes between Tijuana’s 1.6 million residents and its thousands of uninvited arrivals have been the result.
Tijuana’s mayor, Juan Manuel Gastélum, said the city couldn’t afford to continue supporting the migrants. He requested support from Mexico’s federal authorities.
For decades, the Mexican Government didn’t try to stop millions of its own citizens from routinely violating America’s immigration laws.
The reason: Mexicans still remember the bloody upheaval known as the Mexican Revolution (1910-1920) which slaughtered one to two million men, women and children. Massacres were common on all sides, with men shot by the hundreds in bullrings or hung by the dozen on trees.

As a result, every successive Mexican government has lived in the shadow of another such wholesale bloodletting. These officials have thus quietly turned the United States border into a safety valve.
If potential revolutionaries leave Mexico to find a better life in the United States, the Government doesn’t have to fear the rise of another Francisco “Pancho” Villa.
Suddenly, with the escape route to “El Norte” shut off, Mexicans have discovered that “illegal alien” is no longer a dirty phrase.
More than 500 years ago, Niccolo Machiavelli outlined the reason for such conflicts. In The Discourses, his masterwork on preserving liberty within a republic, he writes:

It was a saying of ancient writers, that men afflict themselves in evil, and become weary of the good, and that both these dispositions produce the same effects.
For when men are no longer obliged to fight from necessity, they fight from ambition, which passion is so powerful in the hearts of men that it never leaves them, no matter to what height they may rise.
The reason for this is that nature has created men so that they desire everything, but are unable to attain it. Desire being thus always greater than the faculty of acquiring, discontent with what they have and dissatisfaction with themselves result from it.
This causes the changes in their fortunes—for as some men desire to have more, while others fear to lose what they have, enmities and war are the consequences. And this brings about the ruin of one province and the elevation of another.
Those who want the United States to allow unchecked immigration are ignorant of such truths—or deliberately ignore them.

On May 20, 2010, Mexico’s then-President Felipe Calderon addressed a joint session of the United States Congress—and attacked a recently-enacted Arizona law that allowed law enforcement officials to detain anyone suspected of being in the country illegally.
According to Calderon, the law “introduces a terrible idea: using racial profiling as a basis for law enforcement.
“I have said that Mexico does not stop at its border, that wherever there is a Mexican, there is Mexico.”
The hypocrisy of Calderon’s words was staggering. He was condemning the United States for doing what Mexico itself has long done: Strictly enforcing control of its own borders.

Mexico has a single, streamlined law that ensures that foreign visitors and immigrants are:
- In the country legally;
- Have the means to sustain themselves economically;
- Not destined to be burdens on society;
- Of economic and social benefit to society;
- Of good character and have no criminal records; and
- Contribute to the general well-being of the nation.
The law also ensures that:
- Immigration authorities have a record of each foreign visitor;
- Foreign visitors do not violate their visa status;
- Foreign visitors are banned from interfering in the country’s internal politics;
- Foreign visitors who enter under false pretenses are imprisoned or deported;
- Foreign visitors violating the terms of their entry are imprisoned or deported;
- Those who aid in illegal immigration are sent to prison.
Only eight years after Calderon demanded that Americans repeal their immigration laws, Mexicans suddenly discovered that “illegal alien” was no longer a dirty phrase.

The El Paso Times noted the resentment of many Mexicans toward the increasing numbers of Cuban illegal aliens in Juarez, which lies across from El Paso.
“They don’t get along with Mexican people,” said a burrito seller. “They get in a little group by themselves. A lot of people don’t like them here.”
And a business consultant complained, “There are people who are coming looking for a handout, who want us to help them, when they could also look for work.”
Over the weekend of October 12-13, 2019, a National Guard commander addressed his platoon before confronting the latest caravan: “No one will come to trample our country, our land!”
In the past, Mexicans comprised the largest group of illegal aliens entering the United States. But the Mexican economy has grown and developed to the point where fewer people see the need to emigrate.
So most illegals are mostly from Guatemala, Honduras, and El Salvador. And there are growing numbers from Haiti, Cuba, various African countries, and even the Middle East.
During the first eight months of 2019, the number of asylum applications submitted to Mexico’s refugee agency (COMAR) more than tripled, compared to the same period in 2018. As a result, the refugee agency has removed the how-to-apply video it once hosted on its website.
In the past, the Mexican Government refused to halt illegal immigration to the United States.
It remembered the bloody upheaval known as the Mexican Revolution. This lasted 10 years (1910-1920) and wiped out an estimated one to two million men, women and children.
Massacres were common on all sides, with men shot by the hundreds in bullrings or hung by the dozen on trees.

All of the major leaders of the Revolution—Francisco Madero, Emiliano Zapata, Venustiano Carranza, Francisco “Pancho” Villa, Alvaro Obregon—died in a hail of bullets.

As a result, every successive Mexican Government lived in the shadow of another such wholesale bloodletting. These officials quietly decided to turn the United States border into a safety valve.

Who says that everyone who wants to live in the United States has the right to do so?
No other nation has ever allowed itself to become a dumping ground for the world’s unwanteds. And no law—religious or secular—obligates the United States to do so.
An “open door” policy proved essential 200 years ago, when most of America was unsettled and largely unpopulated.
But the United States is no longer a largely unpopulated, agricultural country. Most of its population lives in coastal cities—which is where most illegal aliens tend to settle as well.
Space is limited in schools, hospitals and housing, and the more people who cram into limited spaces, the more frictions they inevitably create.
As native-born Mexicans are angrily finding out.

Niccolo Machiavelli, the father of modern political science, wrote that there are three periods of danger in a conspiracy:
- Dangers in organizing the plot
- Dangers in executing the conspiracy
- Dangers following the execution of the plot.
The first two were covered in Part Two of this series. Now, as to the third:
Dangers following the Execution of the Conspiracy: There is really but one—someone is left who will avenge the murdered prince. These can be brothers, sons or other relatives, who have been spared by negligence or for other reasons.
But of all the perils that follow the execution of a conspiracy, the most certain and fearful is the attachment of the people to the murdered prince. There is no remedy against this, for the conspirators can never secure themselves against a whole people.
An example of this occurred in the case of Julius Caesar, who, being beloved by the people, was avenged by them.

Machiavelli closes his chapter “Of Conspiracies” with advice to rulers on how they should act when they find a conspiracy has been formed against them.
If they discover that a conspiracy exists against them, they must, before punishing its authors, strive to learn its nature and extent. And they must measure the danger posed by the conspirators against their own strength.
And if they find it powerful and alarming, they must not expose it until they have amassed sufficient force to crush it. Otherwise, they will only speed their own destruction.
The foregoing was taken from Machiavelli’s masterwork, The Discourses on Livy, which was published posthumously in 1531. But elsewhere in this volume, he notes how important it is for rulers to make themselves loved–or at least respected—by their fellow citizens:

Note how much more praise those Emperors merited who, after Rome became an empire, conformed to her laws like good princes, than those who took the opposite course.
Titus, Nerva, Trajan, Hadrian, Antoninus and Marcus Auelius did not require the Praetorians nor the multitudinous legions to defend them, because they were protected by their own good conduct, the good will of the people, and by the love of the Senate.
On the other hand, neither the Eastern nor the Western armies saved Caligula, Nero, Vitellius and so many other wicked Emperors from the enemies which their bad conduct and evil lives had raised up against them.
In his better-known work, The Prince, he warns rulers who—like Donald Trump—are inclined to rule by fear:
A prince should make himself feared in such a way that if he does not gain love, he at any rate avoids hatred: for fear and the absence of hatred may well go together.

Most Presidents try to seem friendly and caring toward their fellow Americans.
This held true even for Richard M. Nixon, when, on May 9, 1970, he made an impromptu visit to the Lincoln Memorial and engaged in a rambling dialogue with Vietnam war protesters.
As both a Presidential candidate and President, Trump repeatedly used Twitter to attack hundreds of real and imagined enemies in politics, journalism, TV and films.
Among his infuriating acts as President, he
- Allowed a deadly virus to ravage the country, killing 400,000 Americans by the end of his term.
- Attacked medical experts and governors who urged Americans to wear masks and socially distance to protect themselves from COVID-19.
- Attacked the integrity of the FBI and CIA for determining that Russia interfered in the 2016 Presidential election on his behalf.
- Attacked and alienated America’s oldest allies, such as Canada and Great Britain.
- Shut down the United States Government, imperiling the lives of 800,000 Federal employees, to extort money from Congress for a worthless wall on the U.S.-Mexico border.
- Attacked the free press as “the enemy of the people.”
Even as an ex-President, he poses a mortal threat to American democracy. On September 1, President Joe Biden outlined those dangers:
“The Republican Party today is dominated, driven, and intimidated by Donald Trump and the MAGA Republicans, and that is a threat to this country.
“MAGA Republicans do not respect the Constitution. They do not believe in the rule of law. They do not recognize the will of the people.
“They refuse to accept the results of a free election. And they’re working right now, as I speak, in state after state to give power to decide elections in America to partisans and cronies, empowering election deniers to undermine democracy itself.
“MAGA forces are determined to take this country backwards—backwards to an America where there is no right to choose, no right to privacy, no right to contraception, no right to marry who you love.
“They promote authoritarian leaders, and they fan the flames of political violence that are a threat to our personal rights, to the pursuit of justice, to the rule of law, to the very soul of this country.”
By Machiavelli’s standards, Trump has made himself the perfect target for a conspiracy: “When a prince becomes universally hated, it is likely that he’s harmed some individuals—who thus seek revenge. This desire is increased by seeing that the prince is widely loathed.”

More than 500 years ago, Niccolo Machiavelli, the Florentine statesman, authored The Discourses on Livy, a work of political history and philosophy. In it, he outlined how citizens of a republic can maintain their freedoms.
One of the longest chapters—Book Three, Chapter Six—covers “Of Conspiracies.” In it, those who wish to conspire against a ruler will find highly useful advice.
And so will those who wish to foil such a conspiracy.

Writes Machiavelli:
For conspirators, there are three ways their efforts can be foiled:
- Discovery through denunciation;
- Discovery through incautiousness;
- Discovery through writings.
Discovery through Denunciation: This occurs through treachery or lack of prudence among one or more conspirators.
Treachery is so common that you can safely tell your plans to only your most trusted friends who are willing to risk their lives for your sake. You may find that you have only one or two of these.
But as you are bring more people into the conspiracy, the chances of discovery greatly increase. It’s impossible to find many who can be completely trusted: For their devotion to you must be greater than their sense of danger and fear of punishment.
Discovery through Carelessness: This happens when one of the conspirators speaks incautiously, so that a third person overhears it Or it may occur from thoughtlessness, when a conspirator tells the secret to his wife or child, or to some other indiscreet person.
When a conspiracy has more than three or four members, its discovery is almost certain, either through treason, imprudence or carelessness.
If more than one conspirator is arrested, the whole plot is discovered, for it will be impossible for any two to agree perfectly as to all their statements.
If only one is arrested, he may—through courage and stubbornness—be able to conceal the names of his accomplices. But then the others, to remain safe, must not panic and flee, since this is certain to be discovered.
If one of them becomes fearful—whether it’s the one who was arrested or is still at liberty—discovery of the conspiracy is certain.
The best way to avoid such detection is to confide your project to your intended fellow conspirators at the moment of execution–and not sooner.
A classic example of this occurred in ancient Persia: A group of nobles assembled to discuss overthrowing a usurper to the throne. The last one to arrive was Darius.
When one of the conspirators asked, “When should we strike?” Darius replied: “We must either go now at this very moment and carry it into execution, or I shall go and denounce you all. For I will not give any of you time to denounce me.”
At that, they went directly to the palace, assassinated the usurper and proclaimed Darius their new king.
Discovery through Writings: You may talk freely with anyone man about everything, for unless you have committed yourself in writing, the “Yes” of one man is worth as much as the “No” of another.
Thus, you should guard most carefully against writing, as against a dangerous rock, for nothing will convict you quicker than your own handwriting.
You may escape, then, from the accusation of a single individual, unless you are convicted by some writing or other pledge, which you should be careful never to give.
If you are denounced, there are means of escaping punishment:
- By denying the accusation and claiming that the person making it hates you; or
- Claiming that your accuser was tortured or coerced into giving false testimony against you.
But the most prudent course is to not tell your intentions to anyone, and to carry out the attempt yourself.
Even if you’re not discovered before you carry out your attack, there are still two dangers facing a conspirator:
Dangers in Execution: These result from:
- An unexpected change in the routine of the intended target;
- The lack of courage among the conspirators; or
- An error on their part, such as leaving some of those alive whom the conspirators intended to kill.
Adolf Hitler, who claimed to have a sixth-sense for danger, was famous for changing his routine at the last minute.

On November 9, 1939, this instinct saved his life. He had been scheduled to give a long speech at a Munich beer hall before the “Old Fighters” of his storm troopers.
But that evening he cut short his speech and left the beer hall. Forty-five minutes later, a bomb exploded inside a pillar—before which Hitler had been speaking.
Conspirators can also be doomed by their good intentions.
In 44 B.C., Gaius Cassius, Marcus Brutus and other Roman senators decided to assassinate Julius Caesar, whose dictatorial ambitions they feared.
Cassius also intended to murder Mark Anthony, Caesar’s strongest ally. But Brutus objected, fearing the plotters would look like butchers, not saviors. Even worse, he allowed Anthony to deliver a eulogy at Caesar’s funeral.
This proved so inflammatory that the mourners rioted, driving the conspirators out of Rome. Soon afterward, they were defeated in a battle with the legions of Anthony and Octavian Caesar–and forced to commit suicide to avoid capture and execution.

In the 1973 movie, “The Day of the Jackal,” a methodical assassin devises an ingenious plan to kill French President Charles de Gaulle.
Despite the best efforts of French security forces to entrap him, he eludes them time and again—and comes within an ace of assassinating de Gaulle.
“The Day of the Jackal” is fiction, based on a 1971 novel by Frederick Forsythe. In real life, most would-be political assassins lack the skills and sophistication of Forsythe’s anti-hero.
Take the case of the man who, on March 18, 2017, jumped over a bicycle rack outside the security perimeter of the White House. Within two minutes, agents of the U.S. Secret Service had tackled and arrested him.
Then, hours later, a motorist drove up to a White House checkpoint and claimed to have a bomb. Secret Service agents immediately arrested him and seized the stolen 2017 Chevrolet Impala. After a careful search, no explosives were found.
Even if they had been armed, President Donald J. Trump would not have faced any danger.
For the fifth time since taking office on January 20, 2017, he was in Florida, vacationing at his Mar-a-Lago resort.
That does not mean, of course, that future assassins will prove so inept.
More than 500 years ago, Niccolo Machiavelli, the father of modern political science, offered sound advice for would-be conspirators—and for rulers seeking to thwart conspiracies.

Niccolo Machiavelli: When a prince becomes universally hated, it is likely that he’s harmed some individuals—who thus seek revenge. This desire is increased by seeing the prince is widely loathed.
A prince, then, should avoid incurring such universal hatred….
By doing this, he protects himself from such vengeance-seekers. There are two reasons for this:
(1) Men rarely risk danger to avenge a wrong; and
(2) Even if they want to avenge a wrong, they know they will face almost universal condemnation because the prince is held in such high esteem.
So much for Machiavelli.
Now consider some of the tweets of “White House Staffer,” a self-proclaimed member of the Trump administration who claims 133,000 Twitter followers.
Beginning January 27, he blasted a series of short, information-crammed tweets about daily life in the Executive Mansion.
[NOTE: Although I can’t confirm the legitimacy of his status or his tweets, I believe they are real. They contain too many small, intimate secrets of life in a paranoia-laced White House to not be genuine.]
White House Staffer: March 16: Sean Hannity was asked to be Press Secretary last week. He turned it down because he didn’t want to take the pay cut. [Sean] Spicer survives.
March 13: POTUS [President of the United States] is thinking about suspending daily press briefings until the media “learn to be nice.” [Steve] Bannon [a top Trump adviser] is pushing for it.
March 1: Well the good times didn’t last long here. POTUS is back to flipping out on us.

Niccolo Machiavelli: He who is threatened, and decides to avenge himself on the prince, becomes a truly dangerous man.
Anger is most likely aroused by injury to a a man’s property or honor. A prince should carefully avoid injuring either, for such a victim will always desire vengeance.
White House Staffer: February 27: [Steve] Bannon is the scariest person here. He’s broken so much White House stuff by throwing it in anger. Plates, phones, chairs, etc.
February 27: It’s one thing to swear but [Steve] Bannon does it in front of the women here. C**t this, c**t that. He can’t finish a sentence without it.
February 25: The President keeps saying we’re a finely tuned machine. If that’s true why has he been fricking screaming at us all week? He’s losing it.
Machiavelli draws a distinction between plots and conspiracies. A plot may be formed by a single individual or by many. The first isn’t a conspiracy, since that would involve at least two participants.
A single plotter avoids the danger faced by two or more conspirators: Since no one knows his intention, he can’t be betrayed by an accomplice.
Anyone may form a plot, whether he is prominent or insignificant, because everyone is at some time allowed to speak to the prince. And he can use this opportunity to satisfy his desire for revenge.
On the other hand, says Machiavelli, the dangers of assassination by a trusted intimate are slight: Few people dare to assault a prince. Of those who do, few or none escapes being killed in the attempt, or immediately afterward. As a result, only a small number of people are willing to incur such certain death.
Those who take part in a conspiracy against a ruler are “the great men of the state, or those on terms of familiar intercourse with the prince.”
These are men who have access to him. Julius Caesar, for example, was stabbed to death by members of the Roman Senate, who feared his assuming dictatorial powers.
And Adolf Hitler was conspired against by colonels and generals of the German Army. He was in fact holding a war conference when a briefcase bomb exploded, killing three officers and a stenographer, but leaving Hitler only slightly injured.

There is a poignant scene in the middle of John Milius’ classic 1975 adventure film, The Wind and the Lion, that Americans would do well to remember.
The movie is set in 1904 America and Morocco. An American woman, Eden Pedicaris (Candice Bergen) and her two children have been kidnapped while vacationing in Tangier.
The kidnapper is a Berber brigand named Mulai Ahmed el Raisuli (Sean Connery—then successfully trying to shed his recent James Bond image).
To Raisuli, the Sultan and his uncle, the Pasha of Tangier, are corrupt and beholden to the European powers struggling to control Morocco.
Raisuli issues an outrageous ransom demand to provoke an international incident, embarrass the Sultan and start a civil war.
In the United States, President Theodore Roosevelt (Brian Keith) is running for re-election. He sees the crisis as a way to win votes and demonstrate America’s military strength as a new power.
So he issues a demand of his own: “Pedicarus alive—or Raisuli dead!”
While events rapidly spiral out of control in the Middle East, Roosevelt decides to vacation in Yellowstone National Park.
One night, a grizzly bear attacks the camp and is shot by Roosevelt and several other campers. The next morning, Roosevelt holds an imprumptu press conference for the reporters who have accompanied him.

REPORTER: Did you take part in killing the grizzly, Mr. President?
ROOSEVELT: Yes, unfortunately.
REPORTER: Why do you say, ‘unfortunately,’ Mr. President?
ROOSEVELT: The American grizzly is a symbol of the American character: strength, intelligence, ferocity. Maybe a little blind and reckless at times, but courageous beyond all doubt. And one other trait that goes with all previous.
REPORTER: And that, Mr. President?
ROOSEVELT: Loneliness. The American grizzly lives out his life alone. Indomitable, unconquered—but always alone. He has no real allies, only enemies, but none of them as great as he.
REPORTER: And you feel this might be an American trait?
ROOSEVELT: Certainly. The world will never love us. They respect us—they might even grow to fear us. But they will never love us, for we have too much audacity! And, we’re a bit blind and reckless at times, too.
REPORTER: Are you perhaps referring to the situation in Morocco and the Panama Canal.
ROOSEVELT: If you say so. The American grizzly embodies the spirit of America. He should be our symbol! Not that ridiculous eagle—he’s nothing more than a dandified vulture.
When the Pasha of Tangier refuses to negotiate with Raisuli to secure the return of Pedecaris, the American Consul to Tangier, Samuel Gummere, decides on action. He confers with Admiral Chadwick, commanding the South Atlantic Squadron, and a Marine captain named Jerome.
Gummere then orders a company of Marines, supported by a small detachment of sailors, to seize the Pasha. But then he admits to the riskiness of the decision:
GUMMERE: You realize, of course, that if we fail in even the slightest way, we’ll all be killed.
CHADWICK: Yes, and the whole world will probably go to war.
JEROME: Gentlemen, if we fail and are killed, I certainly hope the world does go to war.
CHADWICK: A world ar war!
GUMMERE: A world war. Now that would be something to go out on.
In just ten years, they will get their hearts’ desire when World War 1 erupts.
The Marines quickly overwhelm the Pasha’s palace guard, take the Pasha hostage and force him to negotiate.
During the hostage exchange, Raisuli is betrayed and captured by German and Moroccan troops. His friend, the Sherif of Wazan, organizes the Berber tribe for an attack on the Europeans and their Moroccan lackeys.
Eden Pedecaris, who has grown to admire Raisuli, convinces a Marine captain and his men to rescue the Berber chieftain. She argues that President Roosevelt had promised that Raisuli would be unharmed if the Pedecarises were returned safely.
The Berbers and Marines team up to defeat the Germans and their Moroccan allies, rescuing Raisuli in the process.
Thirteen years later—in 1917—the United States will officially take on the Germans in World War 1. And in another 37 years—in 1941—America will again declare war on Germany.
The film ends with a confident Theodore Roosevelt expecting (accurately) to be re-elected—and telling reporters that “the fate of Morocco will be decided tomorrow by me.”
The Wind and the Lion is set in an era when
- Nuclear weapons did not exist;
- Russia and China were militarily insignificant nations;
- England was the world’s superpower;
- America, Germany and Japan were on the rise;
- Israel was still a distant dream in the eyes of European Jews;
- The “Great Powers”—Germany, France and Great Britain—were struggling to carve up the Middle East to exploit its massive oil reserves; and
- Americans did not feel threatened by Islamic radicals.
As complex and dangerous as that era often seemed to those living more than 100 years ago, it has been succeeded by one even more complex and dangerous.
In this new and even more lethal era, it is well to remember Theodore Roosevelt’s warning that “we’re a bit blind and reckless at times, too.”

MACHIAVELLI WAS RIGHT: DISTRUST THE RICH

It’s a view that Niccolo Machiavelli would dispute.
In 1513, Machiavelli, the Florentine statesman who has been called the father of modern political science, published his best-known work: The Prince.

Among the issues he confronted was how to preserve liberty within a republic. And key to this was mediating the eternal struggle between the wealthy and the poor and middle class.
Machiavelli deeply distrusted the nobility because they stood above the law. He saw them as a major source of corruption because they could buy influence through patronage, favors or nepotism.
Successful political leaders must attain the support of the nobility or general populace. But since these groups have conflicting interests, the safest course is to choose the latter.
Writes Machiavelli:
….He who becomes prince by help of the [wealthy] has greater difficulty in maintaining his power than he who is raised by the populace. He is surrounded by those who think themselves his equals, and is thus unable to direct or command as he pleases.
But one who is raised to leadership by popular favor finds himself alone, and has no one, or very few, who are not ready to obey him. [And] it is impossible to satisfy the [wealthy] by fair dealing and without inflicting injury upon others, whereas it is very easy to satisfy the mass of the people in this way.
Machiavelli warns that the general populace is more honest than the nobility—i.e., wealthy. The wealthy seek to oppress, while the populace wants to simply avoid oppression.
A political leader cannot protect himself against a hostile population, owing to their numbers, but he can against the hostility of the great, as they are but few.
The worst that a prince has to expect from a hostile people is to be abandoned, but from hostile nobles he has to fear not only desertion but their active opposition. And as they are more far seeing and more cunning, they are always in time to save themselves and take sides with the one who they expect will conquer.
The prince is, moreover, obliged to live always with the same people, but he can easily do without the same nobility, being able to make and unmake them at any time, and improve their position or deprive them of it as he pleases.
Unfortunately, political leaders throughout the world—including the United States–have ignored this sage advice.
In 2012, Tax Justice Network, which campaigns to abolish tax havens, commissioned a study of their effect on the world’s economy.
The study was entitled, “The Price of Offshore Revisited: New Estimates for ‘Missing’ Global Private Wealth, Income, Inequality and Lost Taxes.”

The research was carried out by James Henry, former chief economist at consultants McKinsey & Co. Among its findings:
Summing up this situation, the report noted: “We are up against one of society’s most well-entrenched interest groups. After all, there’s no interest group more rich and powerful than the rich and powerful.”
