All the warning signs were there in The Prince for anyone to read.
Especially President Barack Obama.
And either he skipped those chapters or he ignored their timeless advice for political leaders.
The chapter he should have started with was 6: “Of New Dominions Which Have Been Acquired By One’s Own Arms and Ability.”

Niccolo Machiavelli
Early in his first term as President, Obama decided to reform the American healthcare system. Before taking any such action, he should have carefully considered the following:
…There is nothing more difficult to carry out, nor more doubtful of success, nor more dangerous to handle, than to initiate a new order of things.
For the reformer has enemies in all those who profit by the old order, and only lukewarm defenders in all those who would profit by the new order, this lukewarmness arising partly from fear of their adversaries, who have the laws in their favor, and partly from the incredulity of mankind, who do not truly believe in anything new until they have had actual experience of it.
Another chapter he should have consulted was 19: “That We Must Avoid Being Despised and Hated.”
For openers, Niccolo Machiavelli writes:
…The prince must…avoid those things which will make him hated or despised. And whenever he succeeds in this, he will have done his part, and will find no danger in other vices….
He is rendered despicable by being thought changeable, frivolous, effeminate, timid and irresolute—which a prince must guard against as a rock of danger….
[He] must contrive that his actions show grandeur, spirit, gravity and fortitude. As to the government of his subjects, let his sentence be irrevocable, and let him adhere to his decisions so that no one may think of deceiving or cozening him.
The prince who creates such an opinion of himself gets a great reputation, and it is very difficult to conspire against one who has a great reputation. [He] will not be easily attacked, so long as it is known that he is capable and reverenced by his subjects.
Obama started off well. Americans had high expectations of him.
This was partly due to his being the first black elected President. And it was partly due to the legacies of needless war and financial catastrophe left by his predecessor, George W. Bush.
Obama entered office intending to reform the American healthcare system, to make medical care available to all citizens, and not just the richest.
But that was not what the vast majority of Americans wanted him to concentrate his energies on. With the loss of 2.6 million jobs in 2008, Americans wanted Obama to find new ways to create jobs.
This was especially true for the 11.1 million unemployed, or those employed only part-time.
Jonathan Alter, who writes sympathetically about the President in The Center Holds: Obama and His Enemies, candidly states this.
But Obama chose to spend most of his first two years as President pushing the Affordable Care Act (ACA)–which soon became known as Obamacare–through Congress.
The results were:
- Those desperately seeking employment felt the President didn’t care about them.
- The reform effort became a lightning rod for conservate groups like the Tea Party.
- In 2010, a massive right-wing turnout cost the Democrats the House of Representatives, and threatened Democratic control of the Senate.
Yet even worse was to come for the President.
Throughout his campaign to win support for the ACA, Obama had repeatedly promised that, under it: “If you like your health insurance plan, you can keep your plan. Period. If you like your doctor, you can keep your doctor. Period.”
But, hidden in the 906 pages of the law, was a fatal catch for the President’s own credibility.
The law stated that those who already had medical insurance could keep their plans–so long as those plans met the requirements of the new healthcare law.
If their plans didn’t meet those requirements, they would have to obtain coverage that did.
It soon turned out that a great many Americans wanted to keep their current plan–even if it did not provide the fullest possible coverage.
Suddenly, the President found himself facing a PR nightmare: Charged and ridiculed as a liar.
Even Jon Stewart, who on “The Daily Show” had supported the implementation of “Obamacare,” ran footage of Obama’s “you can keep your doctor” promise.

Jon Stewart
The implication: You said we could keep our plan/doctor; since we can’t, you must be a liar.
As a result, the President now finds his reputation for integrity–long his greatest asset–shattered.
According to a CBS poll released on November 20, only 37% of Americans approve of Obama’s job performance, down from 46% in late October. CBS called that rating “the lowest of his presidency.”
All of which takes us to the final warning offered by Machiavelli:
Whence it may be seen that hatred is gained as much by good works as by evil….

In 1964, bestselling novelist Irving Wallace dared to imagine the then-unthinkable: The elevation of the first black President of the United States.
Wallace’s hero is Douglas Dilman, a moderate who tries to rule as a color-blind President. But he is repeatedly confronted with the brutal truth about himself–and his critics: He is black, and they cannot forgive him for it.

Irving Wallace
Dilman’s fictional Presidency is marked by white racists, black political activists, and an attempted assassination. Later, he is impeached on false charges for firing the racist Secretary of State.
Wallace’s1964 novel, The Man, appeared 44 years before Barack Obama’s election.
Fast-forward to the Presidency of Barack Obama and you find:
- In September, 2009, Joe Wilson (R-SC) yelled “You lie!” during Obama’s health care speech to Congress.
- In January, 2010, an effigy of President Barack Obama was found hanging from a building in Plains, Georgia.
- In December, 2011, Brent Bozell, who runs the right-wing Media Research Center, called Obama to “a skinny, ghetto crackhead.”
- In December, 2011, Rep. Jim Sensenbrenner (R-Wisc.), said of Michelle Obama: “She lectures us on eating right while she has a large posterior herself.”
- In January, 2012, Mitt Romney’s son, Matt, said his father might release his tax returns “as soon as President Obama releases his grades and birth certificate and sort of a long list of things.”
- In February, 2012, right-wing columnist Ann Coulter offered: “Voters with forty years of politically correct education are ecstatic to have the first Black president. They just love the idea even if we did get Flavor Flav instead of Thomas Sowell.”
- In May, 2012, a flatbed truck drove through new York holding a trailer with eight mannequin-like bodies hanging on nooses. One of the figures resembled President Obama, with a sign on the truck reading: “Obama Is Onboard, Find Out Why. Visit YouTube.com And Search Keyword PatriotPhipps.”

- In May, 2012, Patrick Lanzo, a bar owner in Paulding County, Georgia, posted a sign reading: “I do not support the nigger in the White House.” In 2009 he posted a sign that read, “Obama’s plan for health-care: nigger rig it.” Lanzo advertises his establishment as a “Klan bar.”
- Throughout the 2012 Presidential campaign, Newt Gingrich repeatedly called Obama “the greatest food stamp President in American history.”
- Obama has been portrayed as a shoeshine man, an Islamic terrorist and a chimp. The image of his altered face has been shown on a product called Obama Waffles in the manner of Aunt Jemima and Uncle Ben. He has been repeatedly depicted with a Hitler forelock and mustache.
- Among the protest signs they have brandished by Tea Party members: “Obama’s Plan: White Slavery,” “The American Taxpayers are the Jews for Obama’s Ovens,” and “Obama was Not Bowing [to the Saudi King] He was Sucking Saudi Jewels.”
- Other Tea Party posters: “Imam Obama Wants to Ban Pork” and “The Zoo Has An African Lion, and the White House Has a Lyin’ African.”
- Tea Partiers have chanted at Obama: “Bye, bye, Blackbird” and “Kenyan go home!”
- During the Republican-imposed government shutdown–October 1-17, 2013–Rep. Pete Sessions (R-Texas) told Obama: “I cannot even stand to look at you,” The incident occurred when Obama met with lawmakers to try to find a resolution to the shutdown.
- On October 13, 2013, anti-Obama protesters gathered at the World War II memorial in Washington, D.C. They weren’t protesting the government shutdown but the President who refused to cave in to Republican demands to de-fund the Affordable Care Act.
- One speaker was Larry Klayman of Freedom Watch, a Right-wing advocacy group. Said Klayman: “I call upon all of you to wage a second American nonviolent revolution, to use civil disobedience, and to demand that this president leave town, to get up, to put the Quran down, to get up off his knees, and to figuratively come out with his hands up,”
- On October 14, 2013, while Republicans were threatening to drive the country into bankruptcy by refusing to raise the debt ceiling, Sarah Palin posted on Facebook her “secret plan” to impeach President Obama:
- “It’s time for the president to be honest with the American people for a change. Defaulting on our national debt is an impeachable offense, and any attempt by President Obama to unilaterally raise the debt limit without Congress is also an impeachable offense.”
- In short: If the Republicans force the country into default, Obama should be impeached. And if the President finds a way to avoid default, he should be impeached.
- In October, 2013, Rep. Doug Lamborn (R-Colorado) said that being associated with President Obama would be similar to touching a “tar baby.” Specifically:
- “Even if some people say, well the Republicans should have done this or they should have done that, they will hold the president responsible. Now I don’t want to even have to be associated with him. It’s like touching a tar baby and you get, you get it, you know… you are stuck and you are part of the problem now and you can’t get away.”
Perhaps Irving Wallace believed that, by the millennium, America would be ready for a black President. If so, he sadly proved a far better author than prophet.

On March 9, 1954, Edward R. Murrow, the most respected broadcast journalist in America, assailed the “smear-and-fear” tactics of Wisconsin Republican Senator Joseph McCarthy.
The forum was Murrow’s highly-rated documentary series, “See It Now.” The truth of Murrow’s remarks has outlasted the briefness of that 30-minute program.
They could have been applied to the “lie and deny” methods of the Presidency of Richard M. Nixon.
And to the Red-baiting attacks made by Republicans against President Bill Clinton.
And to the ongoing character assaults made by right-wingers against President Barack Obama.
“We must not confuse dissent with disloyalty,” warned Murrow in that broadcast. “We must remember always that accusation is not proof and that conviction depends upon evidence and due process of law.

Edward R. Murrow
“We will not walk in fear, one of another. We will not be driven by fear into an age of unreason, if we dig deep in our history and our doctrine, and remember that we are not descended from fearful men—not from men who feared to write, to speak, to associate and to defend causes that were, for the moment, unpopular….
“We can deny our heritage and our history, but we cannot escape responsibility for the result. There is no way for a citizen of a republic to abdicate his responsibilities….
“We proclaim ourselves, as indeed we are, the defenders of freedom, wherever it continues to exist in the world. But we cannot defend freedom abroad by deserting it at home….
“Cassius was right. ‘The fault, dear Brutus, is not in our stars, but in ourselves.’”
After Obama announced the death of Osama Bin Laden, most of the Republican slander-peddlers momentarily fell silent.
Still, the legacy of hate and fear-mongering goes on.
There is a good reason for this: Republicans have found, repeatedly, that attacking the patriotism of their opponents is an effective vote-getter:
- It hurtled Dwight Eisenhower into the White House and Republicans into Congress in 1952 and 1956.
- It elected Richard Nixon President in 1968 and 1972.
- It gave control of the White House to Ronald Reagan in 1980 and 1984.
- It gave it to George H.W. Bush in 1988.
- And even though Bill Clinton won the Presidency in 1992, it gave Republicans control of the Congress in 1994.
- It gave the White House to George W. Bush in 2000 and 2004.
- It gave control of the House to Republicans in 2010, thus undermining the financial and healthcare reforms planned by Obama.
And since the 2008 election of Barack Obama as President, Republicans have coupled their traditional “Treason!” slander with both subtle and outright appeals to racism.
Most Republicans refuse to acknowledge this, but author Will Bunch has not been so reticent. In his 2010 book, The Backlash, he writes:
“…The year that had [conservatives] so terrified was 2050. In that year, according to the U.S. Census Bureau, the U.S. population would grow to some 399 million people–but only 49.8% would be white….”

This was given added weight by the 2008 election of Barack Obama:
“The Democratic upstart–and his legion of supporters among the nonwhite as well as the young–was a 9/11-sized jolt to the white masses already so worried about the cultural implications of immigration.
“The year 2050 suddenly wasn’t two generations away but right here knocking on the front door, with a dark face and that scary name: Barack Hussein Obama.
“Like a fire spreading across dry sagebrush, it took no effort for fear of The Other to leap from the Mexicans in front of the Wal-Mart to the man now inside the Oval Office.”
An author who predicted this very scenario was the best-selling novelist, Irving Wallace.
His 1964 novel, The Man, positing the ascent of the first black President, appeared 44 years before Obama’s election.
The plot: The President and Speaker of the House are killed in an overseas building collapse, and the Vice-President declines the office due to age and ill-health. As a result, Senate President pro tempore Douglas Dilman suddenly becomes the first black man to occupy the Oval Office.
His Presidency is marked by white racists, black political activists, and an attempted assassination. Later, he is impeached on false charges for firing the racist Secretary of State.

A moderate by nature, Dilman tries to rule as a color-blind President. But he is repeatedly confronted with the brutal truth about himself–and his critics: He is black, and they cannot forgive him for it.
Southern Senator Watson, upon learning that Dilman has succeeded to the Presidency, says: “The White House isn’t going to be white enough from now on.”
And Kay Eaton, who lusts for her husband, the Secretary of State, to become President, blames him for not pushing hard enough for it: “You’re just a kingmaker to a jigaboo.”

On May 7, 2012, GOP Presidential candidate Mitt Romney attended a town-hall meeting in Euclid, Ohio.
“We have a president right now who is operating outside the construction of our Constitution,” a female attendee told Romney.
As the audience applauded, she continued: “And I do agree he should be tried for treason.
“But I wanna know what you are going to be able to do to help restore balance between the three branches of government and what you’re going to be able to do to restore our Constitution in this country?”
Unlike John McCain, who in 2008 memorably corrected a woman who declared Obama was “an Arab,” Romney didn’t issue such a correction. Instead, he chose to simply address the question.
Since the end of World War 11, Republicans have regularly hurled the charge of “treason” against anyone who dared to run against them for office or think other than Republican-sponsored thoughts.
Republicans had been locked out of the White House from 1933 to 1952, during the administrations of Franklin D. Roosevelt and Harry S. Truman.
Determined to regain the Presidency by any means, they found that attacking the integrity of their fellow Americans a highly effective tactic.
During the 1950s, Wisconsin Senator Joseph R. McCarthy rode a wave of paranoia to national prominence. On February 9, 1950, he claimed:
“The State Department is infested with communists. I have here in my hand a list of 205—a list of names that were made known to the Secretary of State as being members of the Communist Party and who nevertheless are still working and shaping policy in the State Department.”

Joseph McCarthy
After four years of such frenzied attacks on Congress, the State Department and respected journalists such as Edward R. Murrow, McCarthy finally overstepped himself. He accused the United States Army of being an active hotbed for Communists.
At the Army-McCarthy hearings, McCarthy’s credibility was forever destroyed. He was finally censured by his fellow Senators and disappeared into anonymity, alcoholism and death in 1957.
The fact that McCarthy never uncovered one actual case of treason was conveniently overlooked during his lifetime.
And today, right-wing columnists like Ann Coulter try to rehabilitate his memory–just as right-wingers in Russia still try to rehabilitate the memory of Soviet dictator Joseph Stalin.
Nevertheless, the success of McCarthy’s treason-charged rhetoric proved too alluring for other Republicans to resist. Among those who have greatly profited from hurling similar charges are:
- President Richard Nixon
- His vice president, Spiro Agnew
- Former Speaker of the House Newt Gingrich
- Former Congressman Dick Armey
- President George W. Bush
- Vice Presidential candidate Sarah Palin
- Congresswoman Michelle Bachmann
- Rush Limbaugh
- Glenn Beck
- Sean Hannity
- Bill O’Reilly.
The election of Barack Obama pushed the “treason chorus” to new heights of infamy. With no political scandal (such as Bill Clinton’s affair with Monica Lewinsky) to fasten on, the bureaucracy of the Republican Party deliberately promoted the slander that Obama was not an American citizen.
From this there could be only one conclusion: That he was an illegitimate President, and should be removed from office.
During the 2008 Presidential campaign, Republicans charged that Obama was really a Muslim non-citizen who intended to sell out America’s security to his Muslim “masters.”
And this smear campaign continued throughout his Presidency.
To the dismay of his enemies, Obama–in the course of a single week–dramatically proved the falsity of both charges.
On April 27, 2011, he released the long-form of his Hawaii birth certificate.

The long-form version of President Obama’s birth certificate
“We do not have time for this kind of silliness,” said Obama at a press conference, speaking as a father might to a roomful of spiteful children. “We have better stuff to do. I have got better stuff to do. We have got big problems to solve.
“We are not going to be able to do it if we are distracted, we are not going to be able to do it if we spend time vilifying each other…if we just make stuff up and pretend that facts are not facts, we are not going to be able to solve our problems if we get distracted by side shows and carnival barkers.”
And on May 1, he announced the solving of one of those “big problems”: Osama bin Laden, mastermind of the September 11, 2001 terrorist attacks, had been tracked down and shot dead by elite U.S. Navy SEALS in Pakistan.
Of course, Obama was only the latest Democratic President to be attacked as “unpatriotic.”
For more than a half-century, Republicans have accused their Democratic opponents of treason to gain and retain political power in America.

The 1938 Munich Conference taught an invaluable lesson in foreign affairs: Caving in to the demands of insatiable thugs leads to only more demands.
That was what British Prime Minister Nveille Chamberlain learned when he sought to appease Adolf Hitler, Germany’s war-intent Fuehrer.
Chamberlain believed that by giving in to Hitler’s demands for “the German part” of Czechoslavakia known as the Sudetenland he could avoid war.
On September 29, Chamberlain and French Prime Minister Edouard Daladier met with Hitler and signed the Munich Agreement, resulting in the immediate German occupation of part of Czechoslavakia.
The Czechoslovakian government had not been a party to the talks. Their “allies” had sold them out.
Chamberlain returned to England a hero. Holding aloft a copy of the worthless agreement he had signed with Hitler, he told cheering crowds in London: “I believe it is peace for our time.”
Winston Churchill knew better, predicting: “Britain and France had to choose between war and dishonor. They chose dishonor. They will have war.”
And so they did.
It is not too late for President Barack Obama to apply this lesson from history.
With the United States facing a disastrous government shutdown unless the President surrenders to the latest Republican extortion threats, Obama can:
- Invoke the Racketeer Influenced Corrupt Organizations Act (RICO) and/or the Patriot Act;
- Rally the American people against this criminal threat to the security of the Nation.
Second Option: Calling upon the American people for their support
President John F. Kennedy did just that–successfully–during the most deadly crisis of his administration.
Addressing the Nation on October 22, 1962, Kennedy shocked his fellow citizens by revealing that the Soviet Union had placed offensive nuclear missiles in Cuba.
After outlining a series of steps he had taken to end the crisis, Kennedy sought to reassure and inspire his audience. His words are worth remembering today:
“The path we have chosen for the present is full of hazards, as all paths are, but it is the one most consistent with our character and courage as a nation and our commitments around the world.
“The cost of freedom is always high, but Americans have always paid it. And one path we shall never choose, and that is the path of surrender or submission.”
Just as President Kennedy called on his fellow Americans for support against a foreign enemy, President Obama can rally his countrymen against an equally ruthless domestic enemy.
During such a national address, President Obama can reveal such blunt truths as:

- Republicans have adopted the same my-way-or-else “negotiating” stance as Adolf Hitler.
- Like the Nazis, they are determined to gain absolute power–or destroy the Nation they claim to love.
- They raised the debt ceiling seven times during the eight-year Presidency of George W. Bush.
- But now that a Democrat holds the White House, raising the debt ceiling is unacceptable.
- Despite Republican lies, we cannot revitalize the economy by slashing taxes on the wealthy and cash-hoarding corporations while cutting benefits for millions of average Americans.
- We will need both tax increases and sensible entitlement cuts to regain our economic strength.
- The Affordable Health Care Act frees Americans from the greed-fueled tyranny of the insurance industry.
- Americans who could never hope to obtain medical coverage–for themselves and their families–can now do so.
Finally, President Obama can end his speech by directly calling for the active support of his fellow Americans. Something like this:
“My fellow Americans, I have taken an oath to ‘preserve, protect and defend the Constitution of the United States.’
“But I cannot do this on my own. As citizens of a Republic, each of us carries that burden. We must each do our part to protect the land and the liberties we love.
“Tonight, I’m asking for your help.
“We stand on the edge of economic and social disaster. Therefore, I am asking each of you to stand up for America tonight–by demanding the recall of the entire membership of the Republican Party.
“As President John F. Kennedy said:
‘In your hands, my fellow citizens, more than mine, will rest the final success or failure of our course. Since this country was founded, each generation of Americans has been summoned to give testimony to its national loyalty.’
“This is the moment when each of us must decide–whether we will survive as a Republic, or allow ruthless political fanatics to destroy what has lasted and thrived for more than 200 years.”
President Obama has taken forceful action against America’s most ruthless foreign enemies—most notably, Osama bin Laden.
If the Nation is to survive, he must now act just as forcefully against America’s most ruthless domestic enemies.
Fortunately, there is still time for him to do so. The fact that he has not done so in the past does not rule out his doing so now.
He needs to only remember–and act on–the words of another American President–Andrew Jackson–who counseled: “One man with courage makes a majority.”

Republicans are once again playing extortion politics–threatening to shut down the government unless they get their way.
And their way means abolishing The Affordable Care Act, otherwise known as Obamacare.
But this is a nightmare that doesn’t have to be.
There are, in fact, two ways to avoid it.
Assuming that President Obama doesn’t once again surrender to Republican extortion demands, he has two formidable weapons he can deploy:
First Option: RICO to the rescue
The Racketeer Influenced Corrupt Organizations (RICO) Act is a provision of the Organized Crime Control Act of 1970. It authorizes prosecution for acts performed as part of an ongoing criminal organization.
It has been applied to not only the Mafia but to individuals, businesses, political protest groups, and terrorist organizations. In short, a RICO claim can arise in almost any context.
Such as the one President Barack Obama faced in 2011 when Republicans threatened to destroy the credit rating of the United States unless their budgetary demands were met.
And such as the present case when Republicans are again threatening the security of the Nation with extortionate demands.
RICO opens with a series of definitions of “racketeering activity” which can be prosecuted by Justice Department attorneys. Among those crimes: Extortion.

Extortion is defined as “a criminal offense which occurs when a person unlawfully obtains either money, property or services from a person(s), entity, or institution, through coercion.”
The RICO Act defines “a pattern of racketeering activity” as “at least two acts of racketeering activity, one of which occurred after the effective date of this chapter and the last of which occurred within ten years…after the commission of a prior act of racketeering activity.”
And if President Obama believes that RICO is not sufficient to deal with extortionate behavior, he can rely on the USA Patriot Act of 2001, passed in the wake of 9/11.
In Section 802, the Act defines domestic terrorism. Among the behavior that is defined as criminal:
“Activities that…appear to be intended…to influence the policy of a government by intimidation or coercion [and]…occur primarily within the territorial jurisdiction of the United States.”
Demanding that the President de-fund Obamacare or face a potentially disastrous government shutdown clearly falls within the legal definition of “activities…intended…to influence the policy of a government by intimidation or coercion.”
The remedies for punishing such criminal behavior are now legally in place. President Obama need only direct the Justice Department to apply them.
President Obama can direct Attorney General Eric Holder to investigate whether Republican Congressman—and their Tea Party cohorts—have violated Federal anti-racketeering and/or anti-terrorism laws.
- Holder, in turn, can order the FBI to conduct such an investigation.
- If the FBI finds sufficient evidence that these laws had been violated, Holder can empanel criminal grand juries to indict those violators.
The fact that members of Congress would be criminally investigated and possibly indicted would not violate the separation-of-powers principle. Congressmen have in the past been investigated, indicted and convicted for various criminal offenses.
Such indictments and prosecutions–and especially convictions–would serve notice on current and future members of Congress that the lives and fortunes of American citizens may not be held hostage as part of a negotiated settlement.
On August 1, 2011, Chris Matthews, host of MSNBC’s “Hardball,” wrapped up his program with a search for “options” to avoid another round of Republican extortion tactics.

Chris Matthews
“I want to know what steps the president ‘could’ have taken to avoid this hostage-taking.
“…Is there another way than either buckling to the Republicans or letting the government and the country crash?
“How does he use the power of the presidency, the logic, emotion and basic patriotism of the people to thwart those willing to threaten, disrupt, even possibly destroy to get their way?”
The answer to his questions–then and now–is: Replace the law of fear with the rule of law.
Or, as Niccolo Machiavelli, the father of modern politics, instructed future leaders in The Prince:
“I conclude, therefore, with regard to being loved and feared, that men love at their own free will, but fear at the will of the prince, and that a wise prince must rely on what is in his power and not on what is in the power of others….”
Instead, in 2011, Obama surrendered to Republican extortion demands. As a result, the United States suffered a massive loss to its international credit rating.
But there was another way Obama could have stood up to Republican extortionists. And it remains available to him now–if only he has the courage to act.

Republicans are once again playing extortion politics–threatening to shut down the government unless they get their way.
And their way means abolishing The Affordable Care Act, otherwise known as Obamacare.
They’re enraged that millions of uninsured Americans might receive medical care on a par with that given members of the House and Senate.
So on September 20, the House will vote on a short-term government funding bill that will include a provision to defund Obamacare.
That provision is a no-go for Senate Democrats and President Obama. If the House and Senate can’t work out a compromise, many functions of the federal government will be shut down indefinitely on Oct. 1.
Republicans have repeatedly threatened to shut down the government unless their constantly escalating demands were met.
In November, 1995, Newt Gingrich, then Speaker of the House of Representatives, carried out his threat. Gingrich unwisely admitted that he did so because President Bill Clinton had put him in the back of Air Force One during a recent trip to Israel.
The shutdown proved a disaster for Republicans. Clinton was handily re-elected in 1996 and Gingrich suddenly resigned from Congress in 1998.
Still, the Republicans continued their policy of my-way-or-else. In April, 2011, the United States government almost shut down over Republican demands about subsidized pap smears.
During a late-night White House meeting with President Barack Obama and key Congressional leaders, Republican House Speaker John Boehner made this threat:
His conference would not approve funding for the government if any money were allowed to flow to Planned Parenthood through Title X legislation.
Facing an April 8 deadline, negotiators worked day and night to strike a compromise–and finally reached one.
Three months later–on July 9–Republican extortionists again threatened the Nation with financial ruin and international disgrace unless their demands were met.

esident Obama had offered to make historic cuts in the federal government and the social safety net–on which millions of Americans depend for their most basic needs.
But House Speaker John Boehner rejected that offer. He could not agree to the tax increases that Democrats wanted to impose on the wealthiest 1% as part of the bargain.

John Boehner
As the calendar moved ever closer to the fateful date of August 2, Republican leaders continued to insist: Any deal that includes taxes “can’t pass the House.”
President Obama had previously insisted on extending the debt ceiling through 2012. But in mid-July, he simply asked congressional leaders to review three options with their members:
- The “Grand Bargain” choice—favored by Obama–would cut deficits by about $4 trillion, including spending cuts and new tax revenues.
- A medium-range plan would aim to reduce the deficit by about $2 trillion.
- The smallest option would cut between $1 trillion and $1.5 trillion, without increased tax revenue or any Medicare and Medicaid cuts.
And the Republican response?
Said Rep. Darrell Issa, chairman of the Oversight and Government Reform Committee: “Quite frankly, [Republican] members of Congress are getting tired of what the president won’t do and what the president wants.”
Noted political analyst Chris Matthews summed up the sheer criminality of what happened within the House of Representatives.
Speaking on MSNBC’s “Hardball,” on July 28–five days before Congress reached its August 2 deadline to raise the debt-ceiling–Matthews noted:
“The first people to bow to the demands of those threatening to blow up the economy were the Republicans in the House, the leaders. The leaders did what the followers told them to do: meet the demands, hold up the country to get their way.
“Those followers didn’t win the Senate, or the Presidency, just the House.
“But by using the House they were able to hold up the entire United States government. They threatened to blow things up economically and it worked.
“They said they were willing to do that–just to get their way–not by persuasion, not by politics, not by democratic government, but by threatening the destruction of the country’s finances.
“Right. So what’s next? The power grid? Will they next time threaten to close down the country’s electricity and communications systems?”
With the United States teetering on the brink of national bankruptcy, President Obama faced three choices:
- Counter Republican extortion attempts via RICO–the Racketeer Influenced Corrupt Oganizations Act.
- Make a “Cuban Missile Crisis”-style address to the American people, seeking to rally them against a criminal threat to the financial security of the Nation.
- Cave in to Republican demands.
Unfortunately for Obama and the Nation, he chose Number Three.
The results were easily predictable: Emboldened by success, the extortionists continue to make even greater demands.
But this is a nightmare that doesn’t have to be.
There are, in fact, two ways to avoid it:
- The President can order the Justice Department to prosecute Republican extortion attempts via RICO–the Racketeer Influenced Corrupt Organizations Act.
- The President can make a “Cuban Missile Crisis” style address to the American people, seeking to rally them against a criminal threat to the security of the Nation.

I was thoroughly glad to see the era of George W. Bush come to an end. He had, I believed, become a terrible liability for America–in both foreign and domestic policy.
In foreign affairs, America had become entrapped in a totally needless war in Iraq. And by authorizing the use of torture, he had turned the United States into a pariah nation in the eyes of much of the civilized world.
Domestically, he had allowed the sheer greed and arrogance of America’s most powerful corporations to push the nation to the brink of bankruptcy.
So during the early weeks of President Barack Obama’s first term, I sent him a gift: My favorite selections from the two major works of Niccolo Machiavelli: The Prince and The Discourses.

Niccolo Machiavelli
I hoped that, on at least some occasions, the new President would find useful advice in the wisdom of the father of political science.
Unfortunately, such has not been the case.
For example:
United Nations officials estimate that more than 6,000 people have died in Syria since fighting erupted in 2011 against the regime of dictator Bashir al-Assad.
During that time, the world made no move to intervene–for a series of excellent reasons. Among these:
- Since 1979, Syria has been listed by the U.S. State Department as a sponsor of terrorism.
- There are no “good Syrians” for the United States to support. There is a civil war between rival terrorist groups.
- Among these: Hezbollah and Hamas (pro-Assad); and Al Qaeda (anti-Assad).
This was the position of the United States as well.
Meanwhile, President Obama said on several occasions that if Assad used chemical weapons against his enemies, that would be “a red line in the sand.”
Then, on August 21, the Assad regime was accused of using chemical weapons in Damascus suburbs to kill more than 1,400 civilians.
On August 30, the Obama administration said it had “high confidence” that Syria’s government carried out the chemical weapons attack.
Having boxed himself in, Obama felt he had to make good on his threat–even if it risked the lives of those flying combat missions over Syria’s formidable air defenses.
He sent Secretary of State John Kerry before TV cameras to express America’s moral outrage at Syria’s use of chemical weapons.
And he positioned six American warships close to the Syrian coast.
On August 31, Obama announced that he would seek Congressional authorization before attacking Syria. Obama said he was “prepared to give that order” to strike Syria because:
- Syria’s use of chemical weapons “risks making a mockery of the global prohibition on the use of chemicals weapons,” and
- It put U.S. regional allies that share a border with Syria in danger.
It looked as though the United States was about to plunge into its third Middle East war in 12 years.
Then Russian President Vladimir Putin offered his own suggestion for averting war: Syria would agree to put its stocks of chemical weapons under United Nations control.
On September 14, the United States and Russia announced in Geneva that they reached a deal that provided a path for Obama to avoid the air strikes he had promised to launch against Syria.
Suddenly, Obama asked congressional leaders to delay votes on authorizing military action in Syria while the diplomatic process worked itself out.
As “Tonight” show host Jay Leno put it: Obama gave a speech calling for war–and then the rebuttal.
So what does Niccolo Machiavelli have to do with any of this?
In Chapter 19 of The Prince, his guide to successful rulership, he outlines “That We Must Avoid Being Despised and Hated.”

“The prince must…avoid those things which will make him hated or despised. And whenever he succeeds in this, he will have done his part, and will find no danger in other vices….
“He is rendered despicable by being thought changeable, frivolous, effeminate, timid and irresolute—which a prince must guard against as a rock of danger….
“[He] must contrive that his actions show grandeur, spirit, gravity and fortitude. As to the government of his subjects, let his sentence be irrevocable, and let him adhere to his decisions so that no one may think of deceiving or cozening him.”
By making a vigorous case for going to war with Syria, and then suddenly reversing himself, Obama has managed to offend everyone:
- Right-wingers–who hoped to see America plunge into another Middle East war.
- Liberals–who didn’t want to repeat the 2003 Iraqi war disaster.
- Syrian rebels–who expected a full-scale American intervention to bring them to power.
- The Assad regime–which no doubt believes Obama was bluffing.
Unfortunately, history is not a VHS tape that can be rewound. No one–including Obama–gets a second chance to make a first impression.
By repeatedly showing timidity toward Republicans, Obama had forfeited credibility as a leader to be feared by his domestic Right-wing enemies.
President Theodore Roosevelt famously said: “I have always lived by a South African proverb: Speak softly and carry a big stick, and you will go far.”
By speaking loudly and then putting his big stick aside, Obama forfeited credibility among his foreign enemies.

Colonel Brandt: “I wonder what we’ll do after we lose the war.”
Captain Kiesel: “Prepare for the next one.”
–“The Cross of Iron,” film by Sam Peckinpah
On September 12, 2001, President George W. Bush attended a meeting of the National Security Council.
“Why shouldn’t we go against Iraq, not just Al-Qaeda?” demanded Donald Rumsfeld, the Secretary of Defense.
Vice President Dick Cheney enthusiastically agreed.
Secretary of State Colin Powell then pointed out there was absolutely no evidence that Iraq had had anything to do with 9/11 or Al-Qaeda. And he added: “The American people want us to do something about Al-Qaeda”–-not Iraq.
On November 21, 2001, only 10 weeks after 9/11, Bush told Rumsfeld: It’s time to turn to Iraq.

Liars Club: Condoleeza Rice, Dick Cheney, George Bush, Donald Rumsfeld
Bush and his war-hungry Cabinet officials knew that Americans demanded vengeance on Al-Qaeda’s mastermind, Osama bin Laden, and not Iraqi dictator Saddam Hussein,. So they repeatedly fabricated “links” between the two:
- Saddam had worked hand-in-glove with Bin Laden to plan 9/11.
- Saddam was harboring and supporting Al-Qaeda throughout Iraq.
- Saddam, with help from Al-Qaeda, was scheming to build a nuclear bomb.
Yet as early as September 22, 2001, Bush had received a classified President’s Daily Brief intelligence report, which stated that there was no evidence linking Saddam Hussein to 9/11.
The report added that there was scant credible evidence that Iraq had any significant collaborative ties with Al-Qaeda.
Even more important: Saddam had tried to monitor Al Qaeda through his intelligence service-–because he saw Al-Qaeda and other theocratic radical Islamist organizations as a potential threat to his secular regime.
Bush administration officials repeatedly claimed that Iraq possessed huge quantities of chemical and biological weapons, in violation of UN resolutions. And they further claimed that US intelligence agencies had determined:
- the precise locations where these weapons were stored;
- the identities of those involved in their production; and
- the military orders issued by Saddam Hussein for their use in the event of war.
Among other lies stated as fact by members of the Bush administration:
- Iraq had sought uranium from Niger, in west Africa;
- Thousands of aluminum tubes imported by Iraq could be used in centrifuges to create enriched uranium;
- Iraq had up to 20 long-range Scud missiles, prohibited under UN sanctions;
- Iraq had massive stockpiles of chemical and biological agents, including nerve gas, anthrax and botulinum toxin;
- Saddam Hussein had issued chemical weapons to front-line troops who would use them when US forces crossed into Iraq.
Consider the following:
August 26, 2002: Cheney told the Veterans of Foreign Wars, “There is no doubt that Saddam Hussein now has weapons of mass destruction. There is no doubt he is amassing them to use against our friends, against our allies and against us.”
September 8, 2002: National Security Advisor Condoleeza Rice said on CNN: ”There is certainly evidence that Al-Qaeda people have been in Iraq. There is certainly evidence that Saddam Hussein cavorts with terrorists.”
September 18, 2002: Rumsfeld told the House Armed Services Committee, “We do know that the Iraqi regime has chemical and biological weapons. His regime has amassed large, clandestine stockpiles of chemical weapons—including VX, sarin, cyclosarin and mustard gas.”
October 7, 2002: Bush declared in a nationally televised speech in Cincinnati that Iraq “possesses and produces chemical and biological weapons. It is seeking nuclear weapons.”
March 16, 2003: Cheney declared on NBC’s “Meet the Press”: “We believe [Saddam Hussein] has, in fact, reconstituted nuclear weapons.”
March 30, 2003: On ABC’s “This Week” program, 10 days into the war, Rumsfeld said: “We know where they [weapons of mass destruction] are.”
Bush never regretted his decision to invade Iraq, which occurred on March 29, 2003.
Even as American occupying forces repeatedly failed to turn up any evidence of “weapons of mass destruction” (WMDs), Bush and his minions claimed the invasion a good thing.
In fact, Bush-–who hid out the Vietnam war in the Texas Air National Guard-–even joked publicly about the absence of WMDs.
He did so at a White House Correspondents dinner on March 24, 2004-–one year after he had started the war.
To Bush, the non-existent WMDs were nothing more than the butt of a joke that night. While an overhead projector displayed photos of a puzzled-looking Bush searching around the Oval Office, Bush recited a comedy routine.
Click here: Bush laughs at no WMD in Iraq – YouTube
“Those weapons of mass destruction have gotta be somewhere,” Bush laughed, while a photo showed him poking around the corners in the Oval Office.
“Nope-–no weapons over there! Maybe they’re under here,” he said, as a photo showed him looking under a desk.
Meanwhile, an assembly of wealthy, pampered men and women–-the elite of America’s media and political classes–-laughed heartily during Bush’s performance.
Ultimately, the war that Bush had deliberately provoked would
- Take the lives of 4,486 Americans;
- Cost the United States Treasury at least $810 billion; and
- Kill at least 116,000 Iraqi civilians.

September 11, 2013, marked the 12th anniversary of the worst terrArabist attack on United States soil. Inevitably, this is a time to remember all those whose lives were so cruelly snuffed out.
But it should also be a time to remember those who made this atrocity inevitable–by refusing to acknowledge and address the impending threat from Al-Qaeda.
British historian Nigel Hamilton has chronicled their arrogance and indifference in his 2010 biography: American Caesars: Lives of the Presidents from Franklin D. Roosevelt to George W. Bush.
Hamilton noted that Richard Clarke, the national security advisor on terrorism, was certain that Osama bin Laden had arranged the [USS.] Cole bombing in Aden on October 12, 2000.

Richard Clarke
For months, Clarke tried to convince others in the Bush Administration that Bin Laden was plotting another attack against the United States–either abroad or at home.
But Clarke could not prevail against the know-it-all arrogance of such higher-ranking Bush officials as VicePresident Dick Cheney; Secretary of Defense Donald Rumsfeld; Rumsfeld’s deputy, Paul Wolfowitz; and National Security Advisor Condoleeza Rice.
Rice initially refused to hold a cabinet-level meeting on the subject. Then she “insisted the matter be handled only by a more junior Deputy Principals meeting” in April, 2001, writes Hamilton.
Wolfowitz, the number-two man at the Department of Defense, said: “I don’t understand why we are beginnning by talking about this one man, bin Laden.”
Even after Clarke outlined the threat posed by Al-Qaeda, Wolfowitz–whose real target was Saddam Hussein–said: “You give bin Laden too much credit.”
Wolfowitz insisted that bin Laden couldn’t carry out his terrorist acts without the aid of a state sponsor–namely, Iraq.
Wolfowitz, in fact, blamed Iraq for the 1993 bombing of the World Trade Center. Clarke was stunned, since there was absolutely no evidence of Iraqi involvement in this.
“Al-Qaeda plans major acts of terrorism against the United States,” Clarke warned his colleagues. He pointed out that, like Adolf Hitler, bin Laden had actually published his plans for future destruction.
And he added: “Sometimes, as with Hitler in Mein Kampf, you have to believe that these people will actually do what they say they will do.”
Wolfowitz heatedly traded on his Jewish heritage to bring Clarke’s arguments to a halt: “I resent any comparison between the Holocaust and this little terrorist in Afghanistan.”
Writing in outraged fury, Hamilton sums up Clarke’s agonizing frustrations:
- Bush’s senior advisors treated their colleagues who had served in the Clinton administration with contempt.
- President Bush, Vice President Dick Cheney, National Security Advisor Condoleeza Rice, Secretary of Defense Donald Rumsfeld and Deputy Defense Secretary Paul Wolfowitz seemed content to ignore the danger signals of an impending al-Qaeda attack.
- This left only Secretary of State Colin Powell, his deputy Richard Armitage, Richard Clarke and a skeptical Treasury Secretary, Paul O’Neill, to wage “a lonely battle to waken a seemingly deranged new administration.”
Clarke alerted Federal Intelligence agencies that “Al-Qaeda is planning a major attack on us.” He asked the FBI and CIA to report to his office all they could learn about suspicious persons or activities at home and abroad.
Finally, at a meeting with Rice on September 4, 2001, Clarke challenged her to “picture yourself at a moment when in the very near future Al-Qaeda has killed hundreds of Americans, and imagine asking yourself what you wish then that you had already done.”
Seven days later, Al-Qaeda struck, and 3,000 Americans died horrifically–and needlessly.
Neither Bush, Cheney, Rice, Rumsfeld nor Wolowitz ever admitted their negligence. Nor would any of them be brought to account.
Disgustingly, these were the same officials who, afterward, posed as the Nation’s saviors–and branded anyone who disagreed with them as a traitor, practices the Right continues to exploit to this day.
Only Richard Clarke–who had vainly argued for stepped-up security precautions and taking the fight to Al-Qaeda–gave that apology.
On March 24, 2004, Clarke testified at the public 9/11 Commission hearings. Addressing relatives of victims in the audience, he said: “Your government failed you, those entrusted with protecting you failed you, and I failed you.”
Yet even worse was to come.
On the evening after the September 11 attacks, Bush took Clarke aside during a meeting in the White House Situation Room:
“I want you, as soon as you can, to go back over everything, everything. See if Saddam [Hussein, the dictator of Iraq] did this. See if he’s linked in any way.”
Clarke was stunned: “But, Mr. President, Al-Qaeda did this.”
“I know, I know,” said Bush. “But see if Saddam was involved. I want to know.”
On September 12, 2001, Bush attended a meeting of the National Security Council.
“Why shouldn’t we go against Iraq, not just Al-Qaeda?” demanded Donald Rumsfeld, the Secretary of Defense.
Vice President Dick Cheney enthusiastically agreed.

BLACK IS AN IMPEACHABLE OFFENSE: PART THREE (END)
In Bureaucracy, History, Politics, Social commentary on October 28, 2013 at 12:00 amIn 1964, bestselling novelist Irving Wallace dared to imagine the then-unthinkable: The elevation of the first black President of the United States.
Perhaps Irving Wallace believed that, by the millennium, America would be ready for a black President. If so, he sadly proved a far better author than prophet.
