On August 23, 2021, Jacob S. Blake, a 29-year-old black man, was shot and seriously injured by police in Kenosha, Wisconsin.
The shooting occurred as officers attempted to arrest him. Blake was tasered as he scuffled with police. When he opened the driver’s door to his SUV and leaned in, Officer Rusten Sheskey fired seven shots, striking him four times in the back.
Blake is now paralyzed from the waist down, and may never walk again.
Protests followed.
Kenosha County declared a state of emergency overnight on August 24 after police vehicles were damaged, a dump truck set on fire, and the local courthouse vandalized. Police urged 24-hour businesses to close owing to armed robberies and shots being fired. Up to 200 members of the Wisconsin National Guard were deployed to maintain public safety.
At the time of the shooting, Blake faced a criminal complaint charging him with third-degree sexual assault in connection with domestic abuse on July 6.
The officers had come to arrest Blake for violating a restraining order stemming from that complaint. A 911 call on August 23 alerted them that Blake was at the home of his alleged victim.

A sample restraining order
The restraining order stemmed from a criminal complaint, which accused Blake of breaking into the home of a woman he knew and sexually assaulting her in May. The victim told police she was asleep when Blake broke in at 6 a.m. and said, “I want my shit.”
After Blake left, she realized her keys were missing and “immediately called 911,” the complaint said.
An arrest warrant was issued on July 7.
On August 9, 2014, a similar police/media incident had occurred.
Michael Brown, an 18-year-old black man, was fatally shot by a white police officer named Darren Wilson in Ferguson, Missouri, a suburb of St. Louis.
Brown’s 22-year-old friend, Dorian Johnson claimed that Wilson shot him in the back. Wilson claimed he shot Brown after the latter charged at him.
An FBI investigation found that there was no evidence that Brown had his hands up in surrender or said “don’t shoot” before he was shot. It also found that Brown was struck six times, all in the front of his body.
The shooting ignited nationwide protests.
Yet many of the media “covering” the story refused to note that, shortly before his shooting, a video camera taped Brown robbing a grocery store and manhandling its owner.

Michael Brown (left) roughing up a store owner
Had this been more widely noted, “Saint Michael” would have been seen as a mere thug who learned that assaulting an armed cop wasn’t the same as attacking an unarmed store owner.
On May 25, 2020, George Floyd, a former black security guard, was murdered in Minneapolis, Minnesota. While Floyd was handcuffed and lying face down on a city street during an arrest, Derek Chauvin, a white Minneapolis police officer, kept his knee on the right side of Floyd’s neck for eight minutes and 46 seconds.

Death of George Floyd
Across the nation, cities were convulsed by protests—including those in the San Francisco Bay Area. Among these: Oakland, San Jose, Emeryville, Walnut Creek and San Francisco itself.
On May 30, an initially peaceful protest march exploded into looting shortly before 9 p.m. as looters broke off and began smashing shop windows and ransacking stores in Union Square and on Market Street.
Among the stores looted: A Sak’s Off-Fifth Avenue, an Old Navy clothing store, a Cartier Boutique and a Coach store. Looters especially targeted CVS and Walgreens drugstores. Liquor stores and a BevMo were also hit.
“Thirty businesses were looted or destroyed,” said David Perry, from the Union Square Business Improvement District.
Undoubtedly many of victims of those looters and arsonists had been horrified by the Floyd killing. But many of them undoubtedly lost sympathy for the Black Lives Matter movement as they surveyed the wreckage of their stores.
Store owners were infuriated at having to replace stock that had been stolen or destroyed. And employees resented having to clean up the wreckage. Some stores no doubt were forced to close, leaving their former employees suddenly jobless.
And President Donald Trump quickly moved to capitalize on that resentment. His brand of “divide and rule” politics had brought him to the White House in 2016. And he was determined to play on white fears of further black crime to win a second term.
White fears of black crime are reflected in the crime rate statistics for New York City.
While Blacks make up 14.2% of New York City’s population, they comprise:
- 57.8% of its murder and non-negligent manslaughter arrests;
- 40.5% of its rape arrests;
- 38.2% of its known other felony sex crime arrests;
- 65.5% of its robbery arrests;
- 52.3% of its felonious assault arrests;
- 50.9% of its grand larceny arrests;
- 67.1% of its shooting arrests;
- 50.7% of its drug felony arrests;
- 42.2% of its drug misdemeanor arrests;
- 46.2% of its felony stolen property arrests;
- 52.9% of its misdemeanor stolen property arrests;
- 58.6% of its violent crime suspects;
- 59.8% of its juvenile crime complaint arrests.
This is admittedly unfair to those blacks who are law-abiding citizens. But the fear factor will continue until crime rates among blacks start falling dramatically.

On May 16, 2022, a white supremacist shot and murdered 10 people and wounded three others at the Tops Supermarket in Buffalo, New York.
Eleven victims were black; two were white.
The mass shooting once again ignited calls for gun control and a national dialogue on race.
Undoubtedly the motivation for the killings was race. But the sensationalistic publicity given this crime obscured a brutal truth ignored by liberals—and blacks:
Blacks kill far more blacks than whites do. And blacks are responsible for a disproportionate portion of crimes.
In 1993, this was publicly acknowledged by no less than Jesse Jackson, the famous civil rights activist, Baptist minister and former disciple of Martin Luther King, Jr.:
“There is nothing more painful to me at this stage in my life than to walk down the street and hear footsteps and start thinking about robbery, then look around and see somebody white and feel relieved.”
Blacks make up 14.2% of the American population in 2023, according to the Pew Research Center.
But they committed 52% of homicides between 1980 and 2008, according to the Justice Department’s Bureau of Justice Statistics. Only 45% of whites were offenders in such cases.
Blacks were disproportionately likely to commit homicide and to be the victims.
In 2008 blacks were seven times more likely than whites to commit homicide. And they were six times more likely than whites to be homicide victims.
According to the FBI, blacks were responsible for 38% of murders, compared to 31.1% for whites, in 2013.
From 2011 to 2013, 38.5% of people arrested for murder, manslaughter, rape, robbery, and aggravated assault were black.

In 1971, Robert Daley, a reporter for the New York Times, became a deputy police commissioner for the New York Police Department (NYPD).
In that capacity, he saw the NYPD from the highest levels to the lowest—from the ornate, awe-inspiring office of Police Commissioner Patrick Murphy to the gritty, sometimes blood-soaked streets of New York.
He spent one year on the job before resigning—later admitting that when he agreed to take the job, he got more than he bargained for.
For the NYPD, 1972 proved to be a tumultuous year. Among those challenges faced were the murders of several police officers, committed by members of the militant Black Liberation Army.
Two of those murdered officers were Waverly Jones and Joseph Piagentini. Jones was black, Piagentini white; both were partners. Both were shot in the back without a chance to defend themselves.
Writing about these murders in a bestselling 1973 book—Target Blue: An Insider’s View of the N.Y.P.D.—Daley noted:
- Jones and Piagentini were the sixth and seventh policemen—of ten—murdered in 1971.
- About 18 men were involved in these murders. All were black.
- The city’s politicians knew this—and so did Commissioner Murphy. None dared say so publicly.
“But the fact remained,” wrote Daley, “that approximately 65% of the city’s arrested murderers, muggers, armed robbers, proved to be black men; about 15% were of Hispanic origin; and about 20% were white [my Italics].”

The overall racial breakdown of the city was approximately:
- Whites 63%
- Blacks 20%
- Hispanics 17%
Stated another way: Blacks, who made up 20% of the city’s population, were responsible for 65% of the city’s major crimes.
Or, as Daley himself put it: “So the dangerous precincts, any cop would tell you, were the black precincts.”
That was 50 years ago.
In 2018, the Bureau of Justice Statistics of the U.S. Department of Justice found:
- Blacks were disproportionately represented among homicide victims and offenders.
- Whites committed 8% of the reported murders of blacks.
- Whites murdered other whites in 80.7% of the cases.
- Blacks were responsible for 15.5% of white murders.
- Blacks were responsible for 88.9% of the murders of blacks.
- Half of all robbery offenders were black.
- Blacks were responsible for a third of aggravated assaults.
- More than a fifth of blacks were responsible for simple assaults.
- Blacks made up 22% of those arrested for rape or sexual assault.

As former President Donald Trump lurches almost daily from one legal setback to another, many Americans ask: “Why do so many Republicans continue to support him?”
The answer lies in what happened 78 years ago in Berlin—when the “Thousand-Year” Third Reich collapsed after little more than 12 years.
While the Nazi Party ruled Germany from 1933 to 1945, its influence over all aspects of Germans’ lives was suffocating.
“Censorship prevailed, education was undermined, family life was idealized, but children were encouraged to turn in disloyal parents,” reads the back cover of Richard Grunberger’s classic 1971 book, The 12-Year Reich.
“‘Volk’ festivals, party rallies, awards, uniforms, pageantry all played a part in the massive effort to shape the mind of a nation.”

And yet, after the Reich surrendered unconditionally to the Allies on May 8, 1945, a strange thing happened: Virtually no German admitted to having been a Nazi—or having even known one.
American and British soldiers couldn’t find any German veterans willing to admit they had ever fought against Western, democratic nations. All the once-proud legionaries of the Wehrmacht and Waffen-SS swore they had been fighting “the real enemy”—the Russians—on the Eastern front.
Countless Germans claimed to have hidden Jews in their attics—despite the fact that six million Jews died horrifically before the Reich fell.
And almost universally, they blamed the conflict on the man they had embraced as their Fuhrer.
In short: Adolf Hitler had lost the war he started—making him a loser nobody wanted to be identified with.
In the decades since, the “loser” tag has continued to stick with those who once served the Third Reich. Mel Brooks has repeatedly turned German soldiers—once the pride of the battlefield—into idiotic comic foils.
Even the fearsome Gestapo was spoofed for laughs on the long-running TV comedy, “Hogan’s Heroes.”

“Hogan’s Heroes”
“Americans love a winner,” George C. Scott as George S. Patton says at the outset of the classic 1970 movie. “And will not tolerate a loser.”
And that is why Republicans have stuck so closely with Donald J. Trump—as President and former President.
A typical example of this occurred on June 8, 2017 after former FBI director James Comey testified before the United States Senate Select Committee on Intelligence.
Comey revealed that, on February 14, 2017, Trump had ordered everyone but Comey to leave a crowded meeting in the Oval Office.
Flynn had resigned the previous day from his position as National Security Adviser. The FBI was investigating him for his previously undisclosed ties to Russia.
“I hope you can see your way clear to letting this go, to letting Flynn go,” said Trump. “He is a good guy. I hope you can let this go.”
This was clearly an attempt by Trump to obstruct the FBI’s investigation.
Yet Republican House Speaker Paul Ryan rushed to excuse Trump’s clearly illegal behavior: “He’s new at government, so therefore I think he’s learning as he goes.”

Paul Ryan
David Brooks, the conservative New York Times columnist, offered a more accurate explanation of Trump’s motives. Speaking on The PBS Newshour, Brooks said:
“We are a nation of laws. Donald Trump lives in an entirely different cultural universe. He is more clannist, believing in clan, believing in family, believing in loyalty, not recognizing objective law, not recognizing the procedures that is really how modern government operates….
“It’s not only that he doesn’t know the rules, but at all along and throughout his presidency, he has sort of trampled on the rules almost as a matter of policy, as a matter of character, because he doesn’t believe in that kind of relationships. It’s all personal loyalty, not about laws and norms and standards.”
Republicans don’t care that Trump has trashed the institutions that Americans have cherished for more than 200 years. Institutions like an independent judiciary, a free press, and an incorruptible Justice Department.
He has viciously attacked all of these—and Republicans have either said nothing or rushed to his defense. Many of them have tried to short-circuit Special Counsel Jack Smith’s investigation and prosecution of Trump’s inciting a deadly riot against Congress on January 6, 2021.
What Republicans truly fear about Donald Trump is that if they dare to hold him accountable for his lifetime of criminality, his Fascistic base will turn on them—and turn them out of Congress.
If Trump is convicted of multiple crimes, he will become a man no one any longer fears.
He will likely become the Republican nominee for President—and one almost guaranteed to lose in 2024 as he did in 2000.
He will become a figure held up to ridicule and condemnation.
Like Adolf Hitler. Like Richard Nixon.
And his Congressional supporters will be branded as losers along with him.
Republicans vividly remember what happened after Nixon was forced to resign on August 9, 1974: Democrats, riding a wave of reform fever, swept Republicans out of the House and Senate—and Jimmy Carter into the White House.
If they are conflicted—whether to continue supporting Trump or desert him—the reason is the same: How can I hold onto my power and all the privileges that go with it?

On November 6, 2012, Ann Coulter, the Right-wing activist and propagandist, was devastated by the re-election of President Barack Obama.
In lamenting the defeat of Republican Presidential nominee Mitt Romney, she unintentionally explained why Republicans would soon engage in voter suppression and even violence to secure and/or maintain absolute power:
“Mitt Romney was the president we needed right now, and I think it is so sad that we are going to be deprived of his brain power, of his skills in turning companies around, turning the Olympics around, his idea and his kindness for being able to push very conservative ideas on a country that no longer is interested in conservative ideas. It is interested in handouts.”

Mitt Romney
In short: America was now “a country that no longer is interested in conservative ideas.”
When you can’t win with better ideas, you try to win with deceit and violence.
Donald Trump was another Republican who unintentionally previewed the methods he would employ eight years later on losing the 2020 Presidential election.
In 2012, he was a real estate mogul and host of the “reality show” The Apprentice.

Donald Trump
When it became clear that Romney was not going to be America’s 45th President, Trump went ballistic on Twitter. Among his tweets:
- More votes equals a loss…revolution!
- Lets fight like hell and stop this great and disgusting injustice! The world is laughing at us.
- We can’t let this happen. We should march on Washington and stop this travesty. Our nation is totally divided!
- The phoney electoral college made a laughing stock out of our nation. The loser one!
- He lost the popular vote by a lot and won the election. We should have a revolution in this country!
To put Trump’s rants into real-world perspective:
- According to Trump, the electoral process works when a Republican wins the Presidency.
- It only doesn’t work when a Democrat wins.
- “We should march on Washington” conjures up images of another Fascist—Benito Mussolini—marching on Rome at the head of his Blackshirts to seize power. Which, in a democracy, is treason.
- “The phoney electoral college made a laughing stock out of our nation. The loser one!”
Ironically, the 2012 Republican Platform had fully embraced preserving the Electoral College: “We oppose the National Popular Vote Interstate Compact or any other scheme to abolish or distort the procedures of the Electoral College.
“We recognize that an unconstitutional effort to impose ‘national popular vote’ would be a mortal threat to our federal system and a guarantee of corruption as every ballot box in every state would become a chance to steal the presidency.”
And the loser didn’t win: He lost.
Obama got 60,652,238 votes. Romney got 57,810,407.
Fast forward to November 9, 2016, with returns clearly projecting a win for Trump over former Secretary of State Hillary Clinton.
Although Clinton got almost 2.9 million more popular votes, he swamped her in the Electoral College—-304 votes to Clinton’s 227.
Suddenly, for Trump, the Electoral College wasn’t “phoney.”
Similarly, Coulter no longer felt dismayed. She felt rejuvenated—for she had found her perfect Presidential candidate.
Appearing on the Right-wing radio program, “The Eric Metaxes Show,” she had said: “What is the point of talking about abortion or anything else unless you get Donald Trump in to build the wall, deport illegals, end this ‘anchor baby’ nonsense, stop importing 100,000 Muslims a year, in addition to two million Third Worlders per year. It’s madness what this country has been doing.”

Ann Coulter
Four years later, on November 4, 2020, Trump found himself facing defeat at the hands of former Vice President Joseph R. Biden. Suddenly he reverted to the sore loser of 2012:
“Millions and millions of people voted for us tonight, and a very sad group of people is trying to disenfranchise that group of people and we won’t stand for it, we will not stand for it.”
“We were getting ready for a big celebration, we were winning everything and all of a sudden it was just called off. The results tonight have been phenomenal…I mean literally we were just all set to get outside and just celebrate something that was so beautiful, so good, such a vote such a success.”
Immediately after the election, Trump ordered his attorneys to file lawsuits to overturn the election results, charging electoral fraud.
From November 3 to December 14, Trump and his allies lost 59 times in court, either withdrawing cases or having them dismissed by Federal and state judges.
After running out of legal options to remain as “President-for-Life,” Trump played his final card: On January 6, 2021, he incited a violent attack on the Capitol Building to stop the counting of Electoral College votes.
But by May, 2017, four months after Trump had taken office as President, Ann Coulter had abandoned him. Her chief complaint: He hadn’t built the wall along the United States-Mexican border he had promised to erect.
“We want the ruthless businessman we were promised,” she told the conservative website, The Daily Caller.
“This is why we voted for him. I think everyone who voted for him knew his personality was grotesque, it was the issues.”
In short: She had backed a monster to wreak destruction on those she hated—and he failed her.

“Senator, may we not drop this?…You’ve done enough. Have you no sense of decency, sir? At long last, have you left no sense of decency?”
The speaker was Joseph N. Welch, chief counsel for the United States Army—then under investigation by Joseph McCarthy’s Senate Permanent Subcommittee on Investigations for alleged Communist activities.
It was June 9, 1954, the 30th day of the Army-McCarthy hearings.
And it was the pivotal moment that finally destroyed the career of the Wisconsin Senator whose repeated slanders of Communist subversion had bullied and frightened Americans for four years.

Joseph McCarthy
When the Senate gallery erupted in applause, McCarthy—totally surprised at his sudden reversal of fortune—was finished.
Today, however, other Americans should be asking themselves the question asked by Welch: “At long last, have you left no sense of decency?”
Americans like Rick Santorum, former United States Senator from Pennsylvania (1997 – 2007) and Republican Presidential candidate in 2012.

Santorum has fervently sought to ban legalized abortion—even in rape cases.
He also wants to ban birth control: “It’s not okay. It’s a license to do things in a sexual realm that is counter to how things are supposed to be.”
But this did not stop him from marrying, in 1990, a woman—Karen Garver—who had spent six years as the unmarried bedmate of an OBGYN-abortionist named Tom Allen, who was 40 years her senior.
Today, as Mrs. Santorum, she has totally reversed her view on abortion and wants to see it banned.
Then there’s ex-President Donald Trump.

Donald Trump
On July 15, 2018, Trump tweeted: “Our relationship with Russia has NEVER been worse thanks to many years of U.S. foolishness and stupidity and now, the Rigged Witch Hunt!”
He was referring to Special Counsel Robert S. Mueller, charged by the Justice Department with investigating the subversion of the 2016 Presidential election by Russian Intelligence agents.
The next day, Trump attended a press conference in Helsinki, Finland, with Russian President Vladimir Putin.
“Mr. President,” said Jeff Mason, a reporter from Reuters, “do you hold Russia at all accountable for anything in particular?”
Trump, refusing to condemn Russia, blasted the Mueller probe: “I think that the probe is a disaster for our country. I think it’s kept us apart. It’s kept us separated. There was no collusion at all. Everybody knows it.
“People are being brought out to the fore. So far that I know, virtually, none of it related to the campaign. They will have to try really hard to find something that did relate to the campaign.”
Associated Press Reporter Jonathan Lemire said to Trump: “Just now President Putin denied having anything to do with the election interference in 2016. Every U.S. intelligence agency has concluded that Russia did. My first question for you, sir, is who do you believe?”
Trump responded by attacking Democrats and the FBI as partners in a conspiracy:
“You have groups that are wondering why the FBI never took the server, why haven’t they taken the server? Why was the FBI told to leave the office of the Democratic National Committee?
“I’ve been wondering that. I’ve been asking that for months and months and I’ve been tweeting it out and calling it out on social media. Where is the server? I want to know where is the server and what is the server saying. With that being said, all I can do is ask the question.
“I have President Putin. He just said it’s not Russia. I will say this: I don’t see any reason why it would be, but I really do want to see the server.”
Clearly, the word “hypocrisy” meant nothing to McCarthy—just as it means nothing to Santorum and Trump.
But it should mean something to the rest of us.
In samurai Japan, officials who publicly disgraced themselves knew what to do. The samurai code of Bushido told them when they had crossed the line into eternal damnation.
And it gave them a way to redeem their lost honor—seppuku. With a small “belly-cutting” knife and the help of a trusted assistant who sliced off their head to spare them the agonizing pain of disembowelment.
In the armies of America and Europe, the method was slightly different: A pistol in a private room.

Considering the ready availability of firearms among Right-wing Republicans, redeeming lost honor shouldn’t be a problem for either man.
But of course it will be. It takes more than a trigger pull to “do the right thing.”
It takes insight to recognize that you’ve “done the wrong thing.” And it takes courage to act on that insight.
In men who live only for their own egos and wallets, such insight and courage will be forever missing. They are beyond redemption.
Their lives give proof to the warning offered in Matthew 7:17-20:
“Even so every good tree bringeth forth good fruit; but a corrupt tree bringeth forth evil fruit. A good tree cannot bring forth evil fruit, neither can a corrupt tree bring forth good fruit.
“Every tree that bringeth not forth good fruit is hewn down, and cast into the fire. Wherefore by their fruits ye shall know them.”

On December 21, 1949, Joseph Vissarionovich Djugashvili turned 70. And millions of Russians feverishly competed to out-do one another in singing his praises.
These celebrations weren’t prompted by love—but fear.
For the man being so honored was internationally known by a far different name: Stalin, which in Russian means: “Man of Steel.”
He had lived up to it: For almost 30 years, through purges and starvation caused by enforced collections of farmers’ crops, he had slaughtered 20 to 60 million people.

Joseph Stalin
The British historian, Robert Payne, described these rapturous events in his classic 1965 biography, The Rise and Fall of Stalin:
“The guns blazed in salute, the processions marched across the Red Square, and huge balloons bearing the features of a younger Stalin climbed into the wintry sky.
“The official buildings were draped in red, the color of happiness. From all over the country came gifts of embroidered cloth, tapestries and carpets bearing his name or his features.
“Ornamental swords, cutlasses, tankards, cups, everything that might conceivably please him, were sent to the Kremlin, and then displayed in the State Museum of the Revolution….Poets extolled him in verses, He was the sun, the splendor, the lord of creation.
“The novelist Leonid Lenov…foretold the day when all the peoples of the earth would celebrate his birthday; the new calendar would begin with the birth of Stalin rather than with the birth of Christ.”
Lavrenti P. Beria, Stalin’s sinister and feared secret police chief, oozed: “Millions of fighters for peace and democracy in all countries of the world are closing their ranks still firmer around Comrade Stalin.”

Lavrenti P. Beria
“With a feeling of great gratitude, turning their eyes to Stalin,” gushed Central Committee Secretary Georgi Malenkov, “the peoples of the Soviet Union, and hundreds of millions of peoples in all countries of the world, and all progressive mankind, see in Comrade Stalin their beloved leader and teacher….”
“The mighty voice of the Great Stalin, defending the peace of the world, has penetrated into all corners of the globe,” enthused Defense Commissar Kliment Voroshilov.
“Without Comrade Stalin’s special care,” extolled Trade and Supply Minister Anastas Mikoyan, “we would have never have had a network of meat combines equipped with the latest machinery, canneries and sugar refineries, a fishing industry….”
Foreign Minister Vyacheslav Molotov: “The gigantic Soviet army created during [World War II] was under the direct leadership of Comrade Stalin and built on the basis of the principles of Stalinist military science.”
So those Americans with a sense of history were alarmed and disgusted upon watching President Donald J. Trump—also 70—convene his first full Cabinet meeting since taking office on January 20.

Donald Trump
On June 12, polls showed that only 36% of Americans approved of his conduct. But from his Cabinet members, Trump got praise traditionally lavished on dictators like Stalin and North Korea’s Kim Jong On.
While the Cabinet members sat around a mahogany table in the West Wing of the White House, Trump instructed each one to say a few words about the good work his administration was doing.
“Start with Mike,” ordered Trump, referring to Vice President Mike Pence.
“It is the greatest privilege of my life to serve as the vice president to a president who is keeping his word to the American people,” Pence dutifully said.

Mike Pence
Then it was the turn of Attorney General Jeff Sessions: “It’s an honor to be able to serve you.”
“My hat’s off to you,” oozed Energy Secretary Rick Perry, referring to Trump’s decision to withdraw from the Paris climate agreement.
Secretary of Agriculture Sonny Perdue: “I just got back from Mississippi. They love you there.”
“What an incredible honor it is to lead the Department of Health and Human Services at this pivotal time under your leadership,” gushed Tom Price. “I can’t thank you enough for the privilege that you’ve given me, and the leadership you’ve shown.”
Secretary of Labor Alex Acosta raved: “I’m deeply honored and I want to thank you for keeping your commitment to the American workers.”
“Thank you for coming over to the Department of Transportation,” eulogized Elaine Chao, its secretary. “I want to thank you for getting this country moving again, and also working again.”
“On behalf of the entire senior staff around you, Mr. President,” said Reince Prebus, Trump’s chief of staff, “we thank you for the opportunity and the blessing you’ve given us to serve your agenda and the American people, and we’re continuing to work very hard every day to accomplish those goals.”
Mick Mulvaney, director of the Office of Management and Budget: “At your direction, we were able to also focus on the forgotten men and women who are paying taxes, so I appreciate your support on pulling that budget together.”
On June 8, former FBI Director James Comey had testified before the Senate Select Committee on Intelligence.
Among the charges he aimed at Trump: The President had demanded a pledge of personal loyalty in return for Comey’s keeping his job.
This would have made Comey his secret police chief.
Comey had refused to give this. And Trump had fired him.
Trump publicly denied this.
Then came the Cabinet meeting—and all the proof anyone needed.

—-Niccolo Machiavelli, The Discourses

Niccolo Machiavelli
As of 2022, seven states—California, Maine, Maryland, Minnesota, New Jersey, New York, Oregon and the District of Columbia—offer tenant protections via residential rent control.
Only 34 out of 482 cities in California have strong tenant protections.
And only 15 cities in California have rent controls on landlords’ greed: Alameda, Berkeley, Beverly Hills, East Palo Alto, Hayward, Los Angeles, Los Gatos, Mountain View, Oakland, Palm Springs, Richmond. San Francisco, San Jose, Santa Monica, and West Hollywood.
In California, 17% of the population lives in apartments—more than 6.7 million people or 2.1 million more than New York.
Nationwide, almost 39 million people in the United States—nearly one in eight—live in apartments.
Many tenants have lived with rotting floors, bedbugs, nonworking toilets, mice/rats, chipping lead-based paint and other outrages for not simply months but years.

And yet, there is little enthusiasm among these millions of people to protect themselves against predatory landlords.
Still, even in those cities where rent boards and building inspection agencies exist, landlords continue to victimize tenants every day.
Take San Francisco, for example.
To hear slumlords tell it, San Francisco is a “renters’ paradise,” where obnoxious, lazy, rent-evading tenants constantly take advantage of hard-working, put-upon landlords.
Don’t believe it.
A recent case shows the absolute necessity for reining in predatory landlords before they can inflict serious financial and emotional damage on tenants.

In September, 2021, Frank and Carol Thomas (not their real names) moved into a one-bedroom San Francisco apartment for $1,000 a month.
Frank had been manager of the apartment complex for 10 years. Now he simply wanted to be a tenant.
Meanwhile, Carol suffered three close personal losses:
- Her father died in January, in Knoxville, Tennessee;
- Her best friend died in June.
- Her aunt died in July.
Then, in August, Frank left for Tennessee to explore possible business opportunities there. It was while visiting Nashville that he suffered a heart attack and died.
This required Carol to travel to Nashville to:
- Arrange for Frank’s cremation;
- Obtain the release of his personal effects—including the release of his car, which had been impounded
She also had to spend time in Knoxville to:
- Arrange for the disposal of her father’s remains;
- Attend to his piano business;
- Attend to his estate, including arranging for the sale of his house.
Since she couldn’t afford commuting between California and Tennessee, Carol stayed at her deceased father’s house in Knoxville while making all these arrangements.
Weeks later, she returned to her San Francisco apartment.
In April, 2022, Carol received a notice from the property management company responsible for the premises.
It stated that Carol Thomas was last seen in her apartment in November, 2021 and currently lived at her family home in Knoxville, Tennessee.
The notice also stated that her rent would rise from $1,000 per month to $1,695 per month.
Fortunately, Carol had a friend who had worked as a reporter and legal investigator. He was able to draft a response to her landlord’s rent demand.
It opened: “There is a moral dimension to this case that must not be overlooked.”
First, it extolled Frank Thomas’ 10 years as building manager for the property management company now trying to raise Carol’s rent.
Then it pointed out: “During the time Carol was gone, she paid her rent in full and on time. Had she not, We Screw Tenants [not the company’s real name] would now be demanding her eviction.
“What We Screw Tenants is trying to do is to literally profit from the death of this man and the grief of this woman.
“This is utterly despicable. Morally, it’s on a par with robbing corpses and selling fentanyl to schoolchildren.
“If We Screw Tenants is willing to try to extort monies from the widow of its former building manager, it will do the same the next time a tenant is required to leave one of its buildings for weeks.
“As compensation for this deplorable behavior, We Screw Tenants should provide Ms. Thomas with a moratorium on rent increases for at least ten years.”
Carol, who was in her early 60s, showed the suggested response to a case officer of the San Francisco Human Rights Commission.
The officer then contacted We Screw Tenants and said he would be filing a complaint for elder abuse against the company.
The company immediately promised to drop its demand for a $695 raise in rent—if Carol agreed to forego any legal action.
Carol has not yet decided if she wants to pursue a lawsuit.
But she was able to fend off a predatory property management company—only because San Francisco has:
- Rent control laws limiting landlords’ greed; and
- A Human Rights Commission dedicated to protecting citizens against discrimination.
Other tenants—throughout California and the nation—usually don’t prove so fortunate.

City agencies need to see landlords for what they truly are—as, at best, potential predators, if not actual ones. And to act aggressively on that knowledge.
As Niccolo Machiavelli warned:
“All those who have written upon civil institutions demonstrate…that whoever desires to found a state and give it laws, must start with assuming that all men are bad and ever ready to display their vicious nature, whenever they may find occasion for it.
“If their evil disposition remains concealed for a time, it must be attributed to some unknown reason; and we must assume that it lacked occasion to show itself. But time, which has been said to be the father of all truth, does not fail to bring it to light.”

Niccolo Machiavelli
The power of slumlords calls to mind the scene in 1987’s The Untouchables, where Sean Connery’s veteran cop tells Eliot Ness: “Everybody knows where the liquor is. It’s just a question of: Who wants to cross Capone?”
Many tenants have lived with rotting floors, bedbugs, nonworking toilets, mice/rats, chipping lead-based paint and other outrages for not simply months but years.
This holds true across the United States. But it also holds true in San Francisco—the “renters’ paradise” where the District Attorney’s Office hasn’t prosecuted a slumlord in decades.

Part Two of this series presented a series of badly-needed, long-overdue reforms for the San Francisco Department of Building Inspection (DBI). This is the agency charged to ensuring safe housing conditions for San Francisco residents.
Renters across the country should demand similar protections.
This concluding part will cover the remainder of those needed reforms.
- Landlords should be required to bring all the units in a building up to existing building codes, and not just those in need of immediate repair.
- Landlords should be legally required to hire a certified-expert contractor to perform building repairs. To save money—that they can well afford to spend—-many landlords insist on making such repairs despite their not being trained or experienced in doing so. They thereby risk the health and/or safety of their tenants.
- DBI should not view itself as a “mediation” agency between landlords and tenants. Most landlords hate DBI and will always do so. They believe they should be allowed to treat their tenants like serfs, if not slaves, raise extortionate rents anytime they desire, and maintain their buildings in whatever state they wish.
- Above all, DBI must stop viewing itself as a regulatory agency and start seeing itself as a law enforcement one. The FBI doesn’t ask criminals to comply with the law. It applies whatever amount of pressure is needed to force their compliance. William Tecumseh Sherman, speaking of the rebellious Southern states, said it best: “They cannot be made to love us, but they may be made to fear us.”
- The San Francisco District Attorney’s Office should create a special unit to investigate and prosecute slumlords. Prosecutors should offer rewards to citizens who provide tips on major outrages by the city’s slumlords.

- Install Rent Control protections for tenants on fixed incomes. San Francisco is notorious for having the highest rents in the nation. The average rent for a one-bedroom apartment runs $3,000 a month. Even those in the vaunted high-tech industry spend most of their income on rent.
- For tenants on fixed incomes—seniors, disabled, students—the predatory greed of landlords amounts to a staged-in eviction notice. Social Security recipients often don’t get a cost-of-living increase if there hasn’t been a rise in gasoline prices. But many of them don’t own cars—while the price of everything else—such as groceries—has sharply risen.
- Allowing landlords to jack up rents to the fullest extent possible every year will eventually drive out all tenants who are not multimillionaires. In fact, an unknown portion of this City’s homeless population doubtless stems from the ability of landlords to gradually raise rents above tenants’ ability to afford them.
- In 1979, San Franciscans passed a Rent Control law to protect tenants against predatory rent hikes and unfair evictions. As a result, a landlord can only raise a tenant’s rent a certain percentage every year. This is set by the set by the Rent Stabilization and Arbitration Board, more popularly known as the “Rent Board.”
- But there is a gaping hole in the law: Once a tenant moves out, the landlord can jack up the rent as high as he wants. This is why the average rent in San Francisco is priced beyond most middle-class wage-earners.
- In addition, landlords are allowed to charge tenants yearly fees to maintain the existence of the Rent Board. This is both unfair and insulting, since the Board was created to protect tenants from predatory landlords. Most tenants have far less money to pay such fees than do landlords, who are free to raise rents every year. And landlords—unlike tenants—can and do write off Rent Board fees on their taxes every year.
As Robert F. Kennedy wrote: “Every society gets the kind of criminal it deserves. What is equally true is that every community gets the kind of law enforcement it insists on.”

“We investigate complaints of building code violations and compel building owners to fix the violations.”
So boasts the website for the San Francisco Department of Building Inspection (DBI).
Yet DBI has long been outmaneuvered by predatory, law-breaking landlords.
And San Francisco renters—many of them elderly, poor and/or disabled—have been the victims of landlord greed, neglect and/or harassment.

Among the reforms that DBI should immediately enact:
- Hit slumlord violators with a fine—payable immediately—for at least $2,000 to $5,000 for each health/safety-code violation. The slumlord would be told he could reclaim 75-80% of the money only if he fully corrected the violation within 30 days. The remaining portion of the levied fine would go into the City coffers, to be shared among DBI and other City agencies.
- This would put the onus on the slumlord, not DBI. Appealing to his greed would ensure his willingness to comply with the ordered actions. As matters now stand, it is DBI who must repeatedly check with the slumlord to find out if its orders have been complied with.
- If the landlord failed to comply with the actions ordered within 30 days, the entire fine would go into the City’s coffers-–to be divided among DBI and other agencies charged with protecting San Francisco residents.
- In addition. he would be hit again with a fine at least twice the amount of the first one.
- Inspectors for DBI should be allowed to cite landlords for violations that fall under the jurisdiction of the Department of Public Health (DPH). They could then pass the information to DPH for its own investigation.
- If the DBI inspector later discovered that the landlord had not corrected the DPH violation within a designated time-period, DBI should be allowed to levy its own fine for his failure to do so.
- If DPH objects to this, DBI should propose that DPH’s own inspectors be armed with similar cross-jurisdictional authority. Each agency would thus have increased motivation for spotting and correcting health/safety violations that threaten the lives of San Francisco residents.

- This would instantly turn DBI and DPH into allies, not competitors. And it would mean that whether a citizen called DBI or DPH, s/he could be assured of getting the necessary assistance. As matters now stand, many residents are confused by the conflicting jurisdictions of both agencies.
- DBI should insist that its Inspectors Division be greatly expanded.DBI can attain this by arguing that reducing the number of Inspectors cuts (1) protection for San Francisco renters–and (2) monies that could go to the general City welfare.
- The Inspection Division should operate independently of DBI.Currently, too many high-ranking DBI officials tilt toward landlords because they are landlords themselves.
- DBI should create a Special Research Unit to compile records on the worst slumlord offenders. Thus, a slumlord with a repeat history of defying DBI Notices of Violation could be treated more harshly than a landlord who was a first-time offender.
- Turning DBI into a revenue-producing agency would enable the City to raise desperately-needed revenues—in a highly popular way. Fining delinquent slumlords would be as popular as raising taxes on tobacco companies. Only slumlords and their hired lackey allies would object.
- DBI should legally require landlords to rehabilitate a unit every time a new tenant moves in, or have it examined by a DBI inspector every two years. A tenant can occupy a unit for ten or more years, then die or move out, and the landlord immediately rents the unit to the first person who comes along, without making any repairs or upgrades whatsoever.
- Slumlords, unlike drug-dealers, can’t move their buildings from one street or city to another. If they want to make money in San Francisco, they will have to submit to the jurisdiction of landlord-regulating agencies.
- DBI should require landlords to post their Notices of Violation in public areas of their buildings—and levy severe fines for failing to do so. When DBI orders a slumlord to take corrective action, s/he is the only one who is notified. If that slumlord refuses to comply with that directive, s/he is the only one who knows it. Given the pressing demands on DBI, weeks or months will pass before the agency learns about this violation of its orders. Tenants have a right to know if their landlord is complying with the law—so they can promptly notify inform DBI if a violation is occurring.

- Landlords should be legally required to give each tenant a list of the major city agencies (such as DBI, the Rent Board and the Department of Public Health) that exist to help tenants solve problems with their housing.
- DBI should launch—and maintain—a citywide advertising campaign to alert residents about its services. Everyone knows the FBI pursues bank robbers. But too many San Franciscans don’t even know that DBI exists, let alone what laws it enforces. This should be an in-your-face campaign: “Do you have bedbugs in your apartment? Has your stove stopped working? Are you afraid to ride in your building elevator because it’s always malfunctioning? Have you complained to your landlord and gotten the runaround? Then call DBI at—- Or drop us an email at_____.”

To hear slumlords tell it, San Francisco is a “renters’ paradise,” where obnoxious, lazy, rent-evading tenants constantly take advantage of hard-working, put-upon landlords.
Don’t believe it.
Kip and Nicole Macy are two former San Francisco slumlords who pled guilty to felony charges of residential burglary, stalking and attempted grand theft.

Nicole and Kip Macy
Determined to evict rent control-protected tenants from their apartment building in the South of Market district, they unleashed a reign of terror in 2006:
- Cut holes in the floor of one tenant’s living room with a power saw—while he was inside his unit.
- Cut out sections of the floor joists to make the building collapse.
- Created fictitious email accounts to appear as a tenant who had filed a civil suit against the Macys—and used these to fire the tenant’s attorney.
- Cut the tenants’ telephone lines and shut off their electricity, gas and water.
- Changed the locks on all the apartments without warning.
- Mailed death threats.
- Kicked one of their tenants in the ribs.
- Hired workers to board up a tenant’s windows from the outside while he still lived there.
- Falsely reported trespassers in a tenant’s apartment, leading police to hold him and a friend at gunpoint.
- Broke into the units of three tenants and removed all their belongings.
- Again broke into the units of the same three victims and soaked their beds, clothes and electronics with ammonia.
The Macys were arrested in April, 2008, posted a combined total of $500,000 bail and then fled the country after being indicted in early 2009.
In May, 2012, Italian police arrested and deported them back to America a year later.
Having pled guilty, they were sentenced in September, 2013, to a prison term of four years and four months.
How could such a campaign of terror go on for two years against law-abiding San Francisco tenants?
Simple.
Even in the city misnamed as a “renter’s paradise,” slumlords are treated like gods by the very agencies that are supposed to protect tenants against their abuses.

The power of slumlords calls to mind the scene in 1987’s The Untouchables, where Sean Connery’s veteran cop tells Eliot Ness: “Everybody knows where the liquor is. It’s just a question of: Who wants to cross Capone?”
Everybody in San Francisco knows who the slumlords are. But the District Attorney’s Office hasn’t criminally prosecuted a slumlord in decades.
Many tenants have lived with rotting floors, bedbugs, nonworking toilets, mice/rats, chipping lead-based paint and other outrages for not simply months but years.
Consider the situation at the San Francisco Department of Building Inspection (DBI), which is charged with ensuring that apartment buildings are in habitable condition.
Under San Francisco law:
- A landlord is automatically given 30 days to correct a health/safety violation. If he drags his feet on the matter, the tenant must live with that problem until it’s resolved.
- If the landlord claims for any reason that he can’t fix the problem within one month, DBI doesn’t demand that he prove this. Instead, it automatically gives him another month.
- A slumlord has to work at being hit with a fine—by letting a problem go uncorrected for three to six months.
- And even then, repeat slumlord offenders often avoid the fine by pleading for leniency.
- That’s because many DBI officials are themselves landlords.
But the situation doesn’t have to remain this way.
How could it be changed?
By learning some valuable lessons from the “war on drugs” and applying them to regulating slumlords.
Consider:
- In 2022, at least 25,000 untested rape kits sat in law enforcement agencies and crime labs across the country.
- But illegal drug kits are automatically rushed to the had of the line.
It isn’t simply because local/state/Federal lawmen universally believe that illicit drugs pose a deadly threat to the Nation’s security.
It’s because:
- Federal asset forfeiture laws allow the Justice Department to seize properties used to “facilitate” violations of Federal anti-drug laws.
- Local and State law enforcement agencies are allowed to keep some of the proceeds once the property has been sold.
- Thus, financially-strapped police agencies have found that pursuing drug-law crimes is a great way to fill their own coffers.
- Prosecutors and lawmen view the seizing of drug-related properties as crucial to eliminating the financial clout of drug-dealing operations.
It’s long past time for San Francisco agencies to apply the same attitude–and methods–toward slumlords.
DBI should become not merely a law enforcing agency but a revenue-creating one. And those revenues should come from predatory slumlords who routinely violate the City’s laws protecting tenants.
By doing so, DBI could vastly:
- Enhance its own prestige and authority;
- Improve living conditions for thousands of San Francisco renters; and
- Bring millions of desperately-needed dollars into the City’s cash-strapped coffers.

RIDING THE BLACK CRIME WAVE: PART TWO (END)
In Bureaucracy, History, Law, Law Enforcement, Politics, Social commentary on October 12, 2023 at 12:10 amOn August 23, 2021, Jacob S.

This is admittedly unfair to those blacks who are law-abiding citizens. But the fear factor will continue until crime rates among blacks start falling dramatically.
