FINALLY! A REMEDY FOR AMERICA’S PLAGUE–DDMBs: PART ONE (OF FOUR)

On June 28, the Supreme Court, in City of Grants Pass vs. Johnson, empowered cities to enforce laws prohibiting camping and vagrancy. 

Almost four years earlier, on September 28, 2018, a three-judge panel of the Ninth Circuit Court of Appeals had issued Martin v. City of Boise. This held that “the Eighth Amendment prohibits the imposition of criminal penalties for sitting, sleeping, or lying outside on public property for homeless individuals who cannot obtain shelter.”  

People could be evicted only if beds or shelter were available to those who were being evicted.

Thanks to the Supreme Court’s ruling, communities nationwide can now fine, ticket or arrest those who make up the greatest part of this population–Druggies, Drunks, Mentals and Bums (DDMBs). But they aren’t forced to take any specific actions or to actively engage in criminal punishment.

On July 25,  California Governor Gavin Newsom issued an executive order directing state agencies on how to remove homeless encampments from public spaces.

For years, California has been plagued by thousands of tents and makeshift shelters that line freeways, clutter shopping center parking lots and fill city parks.

California has the highest number of homeless in the country—more than 181,000 people in January 2023, more than 27% of the country’s homeless population.

The governor’s order leaves it up to local mayors to remove the encampments.

“Local governments now have the tools they need to address the decades-long issue of homelessness,” declared Newsome in a statement. 

“Today, we are issuing an executive order that directs state agencies & urges locals to address encampments while connecting those living in them to housing & supportive services.”

San Francisco’s Mayor and Board of Supervisors may finally be ready to do what, for years, they had refused to do: Clear the city’s streets of DDMBs.

A massive casualty of the irresponsibility of “city leaders” came on April 10, 2023: One of the largest supermarkets in downtown San Francisco—the Whole Foods Market at Eighth and Market streets—announced it would shut down at the close of business that day. 

The store, operated by Amazon, had been operating slightly more than a year. It had become the repeated victim of wholesale thefts courtesy of the city’s DDMBs.

The Politically Correct name for these people is “unhoused.” The accurate name for them is summed up in a German word: “Untermenschen”“subhumans.”

Given the Politically Correct climate of San Francisco, the closing of the Whole Foods store was almost guaranteed to happen.

At its opening, on March 10, 2022, the store operated from 8 a.m. to 9 p.m. By October, it opened at 9 a.m. and closed at 7 p.m.

“It’s to better serve our customers, and it’s more or less because of the area and security issues,” said the store’s manager. “There’s just high theft and people being hostile.”

In November, the store enforced new rules for customers after syringes and crack pipes were found in the restroom. The bathroom was now open only to customers who showed security guards a receipt. Customers were then given a QR code for entry.

It was no coincidence that the bathrooms were often used by drug-abusers—the store was close to the Tenderloin Center, a safe drug-use site.

Another reason for the change in bathroom policy: Thieves would fill up suitcases with merchandise before going into the restroom.

And who is ultimately responsible for such outrages? 

San Francisco’s topmost officials—the Mayor, Board of Supervisors, District Attorney and chief of the San Francisco Police Department. Together, they have formed an “Untermenschen”-friendly alliance.

The start of the COVID-19 pandemic inflicted a massive loss in foot traffic in downtown San Francisco as employees fled high rises to work remotely from home. Many small businesses—especially restaurants—shuttered.

Compounding this disaster has been an increasing influx of hardcore alcoholics, hardcore drug addicts, psychotically mentally ill and parasitical bums. Sidewalks are littered with huge tents, used hypodermic syringes and needles, empty beer cans and wine bottles, human feces and pools of urine.

The local and national press have predicted a “Doom Loop” facing San Francisco, as the city’s tourism rate sharply declines and City Hall officials currently project a nearly $800 million deficit in San Francisco’s budget. 

Tech giants such as Meta and IBM have abandoned San Francisco for events in cities such as Denver and Orlando, Florida.

In September, 2023, Silicon Valley tech giant Alphabet announced that it would move its high-profile Google Cloud Next conference to Las Vegas in 2024.

But this has not prevented city officials from calling for increased efforts to comfort those very parasites who threaten not only their own lives but those of law-abiding San Franciscans and the city’s tourism industry. 

On November 3, 2021, National Public Radio’s website carried the following headline: “San Francisco’s new rapid response teams race to save lives as ODs dramatically rise.”

“Faced with a stunning rise in drug overdose deaths the last few years, the vast majority tied to fentanyl, San Francisco has launched mobile teams made up of paramedics and nurses.

“The new Street Overdose Response Teams (SORT), a collaboration between the city’s health and fire departments, aim to deliver a broad range of support and care directly following an overdose.”

On August 24, 2020, Kimberly Guilfoyle delivered a speech at the Republican National Convention (RNC) that met the psychological meaning of “projection”: Unconsciously taking unwanted emotions or traits you don’t like about yourself and attributing them to someone else.  

Guilfoyle, then 51, was a former attorney, prosecutor and television news personality who is now best-known as the girlfriend of Donald Trump, Jr.. 

In 2001, Guilfoyle married San Francisco supervisor Gavin Newsom. Two years later, Newsom was elected mayor of San Francisco. In January 2004, Guilfoyle moved to New York to host the program Both Sides on Court TV and work as a legal analyst on CNN’s Anderson Cooper 360.

In 2006, citing the strain of a bi-coastal marriage, Guilfoyle and Newsom divorced.

She joined Fox News in February 2006, as host of the weekend show The Lineup. When this was canceled, she remained a regular contributor to the network. 

But in 2018, she abruptly left Fox News. According to the Huffington Post

“Six sources said Guilfoyle’s behavior included showing personal photographs of male genitalia to colleagues (and identifying whose genitals they were), regularly discussing sexual matters at work and engaging in emotionally abusive behavior toward hair and makeup artists and support staff.”

In May 2018, Guilfoyle and Donald Trump, Jr.—the son of the President—attended an event together. News subsequently leaked that the two were dating—while he was separated from but still married to his wife, Vanessa. Guilfoyle had been friends with the Trump family for years

Since 2018, Trump Jr. has been openly dating Guilfoyle. According to The New York Times Magazine, they “have  become fund-raising powerhouses,” helping the President amass a huge war chest.

Among the statements Guilfoyle made at the RNC: 

“President Trump is the law and order President.”

[Trump fired FBI Director James Comey, attacked Federal judges who found his policies unconstitutional, and fired Inspectors General for investigating his corrupt officials. He is only the third President—after Andrew Johnson and Bill Clinton—to be impeached. And the first to be impeached twice.]

“Biden, Harris, and the rest of the Socialists will fundamentally change this nation.”

[Communist dictators Vladimir Putin, Xi Jinping and Kim Jong-Un are the only major world leaders whom Trump has never attacked nor even criticized. He rejected the findings of the FBI, CIA and National Security Agency that Putin intervened in the 2016 Presidential campaign to ensure Trump’s election.]

SAN FRANCISCO’S SCHIZOID PLAN TO END ADDICTION: PART TWO (END)

San Francisco set up its Managed Alcohol Program (MAP) in 2020 as part of its COVID-19 response, to keep “homeless” people out of jails and emergency rooms.     

Public health officials say that alcohol is given out by nurses, who give regimented doses of beer and vodka at certain points throughout the day, depending on a person’s specific care plan.

Attorney Laura Powell damned the program on X, writing: “San Francisco’s managed alcohol program provides homeless alcoholics with housing, meals, activities (including crafts and outings to Giants games), and a quantity of alcoholic beverages determined by their ‘need and desire,’ with no expectation of reducing consumption.

“With a reported budget of $5 million for 20 beds (half set aside for Latinx or indigenous people), it would be cheaper to accommodate these people in all-inclusive resorts.”

San Francisco officials claim the program saves taxpayer money by reducing calls to emergency services.

But the San Francisco Chronicle found that, in July 2022, five alcoholics in the program needed ambulance transportation at least 1,727 times in a period of five years, costing the taxpayer $4 million.

Another critic of the program is addiction specialist Amara Durham: “Where’s the medical supervision for when someone does hit that tipping point and they have been over-served because they happen to come in and get their last drink that takes them over the edge from this facility?”

Perhaps the best way to evaluate the effectiveness of the Managed Alcohol Program is this: Since 2020, it has served just 55 clients. 

Meanwhile, store owners are being forced to literally pay the price for San Francisco’s failed policies on “the homeless.”

On June 18, the San Francisco Board of Supervisors slapped a midnight-to-5-a.m. curfew on food markets and tobacco businesses in the city’s latest attempt to prevent drug abuse in the crime-ridden Tenderloin district.

But restaurants, bars and non-retail businesses are exempt. Stores can be fined up to $1,000 for each hour they operate in violation of the ordinance. 

So what can San Francisco do to effectively combat the drug- and alcohol-related plagues of Druggies, Drunks, Mentals and Bums (DDMBs)?

They can recognize that the United States Supreme Court has finally supplied at least a partial answer to this problem.

The Supreme Court’s ruling overrides that decision, stating that the Eighth Amendment does not prevent a municipality from evicting homeless people from public spaces. Now dozens of Western cities are armed with greater enforcement powers to keep those spaces open and safe for everyone.

As a result, communities nationwide can fine, ticket or arrest DDMBs. But they aren’t forced to take any specific actions or to actively engage in criminal punishment.

Given the extent of the “homeless” plague facing San Francisco, the city could—and should—impose the following reforms:

  • Launch a “Please Do Not Feed the Bums” publicity campaign—as it has against feeding pigeons. And those caught doing so should be heavily fined. 
  • Trash cans should be equipped with locked doors, to prevent bums from using them as food dispensers.
  • Those living on the street should be given two choices: Go to a local shelter or face arrest and the immediate confiscation of their possessions;
  • An “Untermenschen City” should be set up near the city dump. There they can live in their tents and/or sleeping bags while being unable to daily confront or assault others to obtain free money.
  • San Francisco’s rent control laws should be strengthened, to prevent future evictions owing to the unchecked greed of landlords. Tenants on fixed incomes should be given special protections against extortionate rent increases.
  • Bus drivers should be able to legally refuse passengers who stink of urine/feces, as they present a potential health-hazard to others.
  • The owners of restaurants, theaters and grocery stores should likewise be allowed to refuse service on the same basis.
  • Those applying for welfare benefits should be required to provide proof of residence. Too many people come to San Francisco because, upon arrival, they can immediately apply for such benefits.
  • Set up a special unit to remove “street people” and their possessions from city sidewalks. This could be a division of the Sanitation Department, since its personnel are used to removing filth and debris of all types.
  • Forcefully tell alcoholics, drug addicts and bums: “Your anti-social behavior is not welcome here. Take your self-destructive lifestyles elsewhere. We won’t subsidize them.”

It may not be perfect, but it will certainly go further to clean up the drug- and alcohol-soaked Tenderloin than any program now on the books.

And it will not penalize those who are struggling to make a living as they brave long hours, often hostile customers, and the ever-present threat of armed robbery.

SAN FRANCISCO’S SCHIZOID PLAN TO END ADDICTION: PART ONE (OF TWO)

In San Francisco, if your house is infested with bedbugs, don’t get rid of the bedbugs—close down the house.    

Proof of this came on June 18, when the San Francisco Board of Supervisors unanimously approved legislation to place a curfew on food markets and tobacco businesses in the city’s latest attempt at preventing drug abuse in the crime-ridden Tenderloin district. 

San Francisco’s Tenderloin district is about 50 square blocks in size, with a population of around 35,000 people. It’s bordered on the north by Geary Street, on the east by Mason Street, on the south by Market Street and on the west by Van Ness Avenue.

The new curfew rules will prevent businesses in the Tenderloin selling “prepackaged food or tobacco products from operating” between midnight and 5 a.m. 

“The drug markets happening at night in this neighborhood are unacceptable and must be met with increased law enforcement and new strategies, but this must be done in partnership with community, which we are doing,” San Francisco Mayor London Breed said.

The legislation is designed as a two-year pilot program, according to the press release, and will be enforced by fines from the San Francisco Department of Public Health (SFDPH) and investigation from the San Francisco Police Department (SFPD).

The legislation does not apply to restaurants, bars, or non-retail businesses, such as event halls. Fines can be levied for up to $1,000 for each hour a store operates in violation of the ordinance. 

The curfew program targets these businesses that, “in effect, facilitate the late night-time drug market by providing a lighted gathering point,” according to the legislation.

Some local businesses are saying if they take a loss in revenue or jobs, they want the city to offer financial mitigation, such as a reduction in fees. 

Residents appear divided about the effectiveness of the legislation.

“That’s backwards,” said Abdul Malik Muhammad, about allowing liquor stores to remain open past midnight. “Those are the stores that should be shut down, I believe.”

Wallie, one of the owners of Plaza Snacks and Delli at 7th and McAllister street, said: “That’s not gonna make any difference, I guarantee you. I’ve been here for 20 years. They just move them from one block to the next.” 

“Some of the stores are like magnets, and they attract problems,” said Muhammad. He accused some store owners of price-gouging their low-income customers.

Many residents feel imprisoned in their own homes “when the sun goes down,” several business organizations wrote the city. They speak of drug sales in the open, rapes, murders and shootings with human waste left in the wake.

Yet much of this can be traced directly to the city’s open door welcome to those euphemistically termed as “the homeless.” The vast majority of these fall into four major groups: Drug addicts, alcoholics, the mentally ill and those who refuse to work.

In short: DDMBsDruggies, Drunks, Mentals and Bums.

“Our challenges still occur at night,” said Assistant Chief David Lazar. “Crowds of people that are there selling stolen property, selling narcotics. We have drug users all over. And the problem is that when you have businesses that are open, like liquor stores and smoke shops, it just attracts more people.”

A study by WalletHub, a personal finance company, recently found that San Francisco was the “worst run” city in the United States. The study measured the “effectiveness of local leadership” by comparing the quality of city services matched against the city’s total budget to determine its operating efficiency.

In a statement to Fox News Digital, Breed’s office defended the mayor’s policy actions to reduce drug use in San Francisco:

“Mayor Breed has taken aggressive steps to shut down open-air drug markets and that is why she established the Drug Market Agency Coordination Center (DMACC) in May 2023, activating resources across the City to dismantle the illegal drug markets in the Tenderloin and South of Market neighborhoods.

“Since May 28, 2023, SFPD has seized over 225 kilos of narcotics and made more than 3,400 arrests related to drug activity in these neighborhoods, including more than 1,400 drug dealers and over 1,500 drug users arrested. For fentanyl seizures, over 77 million lethal doses have been seized since the start of DMACC.”

And while city officials laud their efforts to “crack down” on drug use, the city operates a second program to provide vodka or beer to “homeless” people struggling with severe alcohol addiction.

The city set up its Managed Alcohol Program (MAP) in 2020 as part of its COVID-19 response, to keep “homeless” people out of jails and emergency rooms.

Adam Nathan, chair of the Salvation Army’s advisory board in San Francisco, posted on X that he recently “stumbled across”  the former hotel from which the program operates:

“It’s set up so people in the program just walk in and grab a beer, and then another one. All day. The whole thing is very odd to me and just doesn’t feel right. Providing free drugs to drug addicts doesn’t solve their problems. It just stretches them out. Where’s the recovery in all of this?”

KAMALA’S CHOICE: ILLEGAL ALIENS–OR THE WHITE HOUSE

On July 21, President Joe Biden officially withdrew from the 2024 Presidential race and chose Vice President Kamala Harris to succeed him.

Harris had served as District Attorney of San Francisco (2004 – 2011) and as California Attorney General (2011 – 2017). Then, in 2016, she won election to the United States Senate.

In 2020, when then-former Vice President Biden declared his candidacy for President, he chose Harris as his Vice Presidential running mate.

In her memoirs: The Truths We Hold, published in 2019, she described herself as a “progressive prosecutor.”  

But among the truths she holds secret: When she served as District Attorney for San Francisco, she set up a secret unit to keep even convicted illegal alien felons out of prison—and in the United States.

Today, with millions of illegal aliens from Central and Latin America flooding into the United States, the spotlight has shifted from the incarceration of blacks to that of Hispanics.

Illegal immigration—and what to do about it—is now the hottest political issue in the country. 

For liberals of the Democratic party, “open borders” appears to be the solution to illegal immigration. Yet the vast majority of Americans support legal immigration—while rejecting illegal immigration.

And Kamala Harris’ record as San Francisco District Attorney is hardly reassuring on this issue. 

Secretly, she created a program, called Back on Track, to train convicted illegal aliens for jobs they could not legally hold. This was a flagrant violation of Federal immigration law.

Completion led to the expunging of a felony conviction, making it highly popular among convicted criminals.

One such alumnus was Alexander Izaguirre, an illegal alien who had been arrested twice within eight months—for purse-snatching and selling cocaine.

In July, 2008, four months after pleading guilty to selling cocaine, Izaguirre assaulted Amanda Kiefer, a legal San Francisco resident.

Snatching her purse, he jumped into an SUV, then tried to run Kiefer down. Terrified, she leaped onto the hood and saw Izaguirre and a driver laughing.

The driver slammed on the brakes, sending Kiefer flying onto the pavement and fracturing her skull.

Back on Track became a centerpiece of Harris’ campaign for state Attorney General.

Until the the Los Angeles Times questioned her about the Izaguirre case, Harris had never publicly admitted that the program included illegal aliens.

Harris claimed she first learned that illegal aliens were training for jobs only after Izaguirre was arrested for the Kiefer assault. 

Harris said it was a “flaw in the design” of the program to let illegal aliens into the program. “I believe we fixed it,” she told the Times.

Harris never released statistics on how many illegal aliens were included since the program started in 2005.

She said that after Izaguirre’s arrest she never asked—or learned—how many illegal aliens were in Back on Track. A strange lapse in curiosity for a prosecutor charged with enforcing the law.

When Harris learned that illegal aliens were enrolled, she allowed those who were following the rules to finish the program and have their criminal records expunged.

It is not the duty of local law enforcement, she said, to enforce Federal immigration laws.

So much for her oath to faithfully defend the Constitution of the United States and that of the state of California “against all enemies, foreign and domestic.”

From 2005 to 2009, 113 admitted drug dealers graduated from Back on Track. Another 99 were kicked off the program for failing to meet the requirements. They were sentenced under their guilty plea, the D.A.’s office claimed.

Harris told the Times that graduates of Back on Track were less likely than other offenders to commit crimes again. But her spokeswoman refused to offer detailed statistics to back this up.

When Harris became San Francisco District Attorney, she vowed she would “never charge the death penalty.” 

Amanda Kiefer left California. Interviewed by the Times, she said she could not understand why San Francisco police and prosecutors would allow convicted illegal aliens back onto the streets.

“If they’re committing crimes,” she said, “I think there’s something wrong that they’re not being deported.”

At the outset of his Presidential campaign, Joe Biden pledged to choose a woman for his Vice Presidential running mate. Among those he could have chosen:

  • Michigan Governor Gretchen Whitmer, who stood up to Trump-inspired anti-mask protesters threatening violence; and
  • Illinois United States Senator Tammy Duckworth, who, as an Army officer, lost both legs in Iraq in 2004 after her helicopter was shot down by Iraqi insurgents.

Either would have lent significant gravitas to Biden’s candidacy. But Whitmer and Duckworth suffered the misfortune of being white—at a time when Uber liberals were demanding that Biden pick a “woman of color.”

By which they meant: Any color other than white.

Illegal immigration is former President Donald Trump’s signature issue. And he has repeatedly accused Biden of opening the border to unlimited numbers of illegal aliens.

Harris, with her record of protecting criminal illegal aliens at the expense of law-abiding American citizens, will be forced to choose: Demand a crackdown on illegal aliens—or lose the White House.

TRUMP AS CHURCHILL: AN OUTLANDISH COMPARISON

On May 25, 2020, George Floyd, a black unemployed restaurant security guard, was murdered by Derek Chauvin, a white Minneapolis police officer. 

While Floyd was handcuffed and lying face down on a city street during an arrest, Chauvin kept his knee on the right side of Floyd’s neck for eight minutes and 46 seconds. 

Cities across the United States erupted in mass protests over Floyd’s death—and police killings of black victims generally.

Most of these demonstrations proved peaceful. But cities such as Los Angeles, San Francisco and New York City saw stores looted, vandalized and/or burned.

In response, President Donald Trump called for harsh policing, telling governors in a nationwide conference call that they must “dominate” protesters or be seen as “weak.”

To drive home his point, on June 1, Trump ordered police, Secret Service agents and National Guard troops to violently remove peaceful protesters from Lafayette Square, which borders St. John’s Church near the White House. 

The purpose of the removal: To allow Trump to have a photo opportunity outside the church.  

“I imposed a curfew at 7pm,” tweeted Washington, D.C. Mayor Muriel Bowser. “A full 25 minutes before the curfew & w/o provocation, federal police used munitions on peaceful protestors in front of the White House, an act that will make the job of @DCPoliceDept officers more difficult. Shameful!”

Video of the assault spread quickly on social media and news outlets, sparking outrage. The next day, the US Park Police (USPP) responded to the criticisms: “No tear gas was used by USPP officers or other assisting law enforcement partners to close the area at Lafayette Park.”

But the agency admitted that, while it hadn’t used tear gas, it had used smoke canisters and pepper balls. In addition, police used horses, shields and batons to beat back the demonstrators.

While the protesters were being cleared from the area, Trump appeared in the White House Rose Garden and said: “I will fight to protect you—I am your president of law and order and an ally of all peaceful protesters.”

This from the man who had been impeached by the House of Representatives in December, 2019, for abuse of power and obstruction of Congress. Only a majority-Republican Senate—fearful of losing their seats if they convicted Trump on the overwhelming evidence presented against him—had saved him from ouster.

On June 3, 2020, White House Press Secretary Kayleigh McEnany compared Trump’s photo-op in front of St. John’s Episcopal Church to former British Prime Minister Winston Churchill’s visits to bombed British cities during World War II:

“Through all of time, we have seen presidents and leaders across the world who have had leadership moments and very powerful symbols that were important for a nation to see at any given time to show a message of resilience and determination.

“Like Churchill, we saw him inspecting the bombing damage. It sent a powerful message of leadership to the British people.”

Comparing Trump to Churchill proved a huge leap of propaganda on McEnany’s part.

For starters, Churchill was an avowed and relentless opponent of Fascism—and especially its most infamous exponent, German Chancellor Adolf Hitler.

During the 1930s, as Europe’s democracies ignored or quailed before Nazi threats, Churchill demanded that England arm for the coming war against Nazi Germany.

Trump, a Fascistic dictator by nature, tries to rule by fiat and identifies with dictators—most notably Communist ones, such as Russia’s Vladimir Putin and North Korea’s Kim Jong-Un.

Second, throughout World War II, Churchill had only one bodyguard—Inspector Walter Thompson, of Scotland Yard’s Special Branch.

During bombing raids, Churchill often climbed atop London buildings to watch the bombardment—or raced to cities he had just learned were under attack. 

Trump, on the other hand, is a coward who is constantly protected by scores of Secret Service agents who are supplemented by hundreds of local police. 

Moreover, Trump turned the normally well-protected White House into an armed fortress. Block after block of tall, black reinforced fencing was erected. Tan military vehicles roll along Pennsylvania Avenue and camo-clad troops patrolled the corner where tourists used to buy red, white and blue USA sweatshirts.

Lafayette Square, across from the White House—normally full of selfie-taking tourists—was blocked off by a steel fence perimeter and filled with heavily-armed National Guard troops and Secret Service agents.

Third, as a young man, Churchill had served his country as a second lieutenant in the Fourth Queen’s Own Hussars regiment of the British Army. He volunteered to campaign against Islamic rebels in the Swat Valley of north-west India. In Egypt, he joined the 21st Lancers and subsequently saw action in the Battle of Omdurman.

Trump, on the other hand, used his father’s influence to win five draft deferments to sit out the Vietnam war—four allowing him to complete college and one for “bone spurs.”

In a 1997 interview, he equated avoiding STDs as the same as military courage: “It’s like Vietnam, sort of. It is my personal Vietnam. I feel like a great and very brave solider.”

There is a lesson here for Kayleigh McEnany—and all future Trump apologists: Do your homework before you make easily-debunked claims on his behalf.

WHEN BLACKS SLAUGHTERED WHITES: PART FIVE (END)

On April 22, 1974, a break finally came in the “Zebra killers” case.   

Anthony Cornelius Harris, a member of the Nation of Islam—-otherwise known as the Black Muslims—-came forward as a police witness. 

Before doing so, he visited the parents of his close friend, Larry Craig Green—who was one of the “Zebra” killers. He hoped that, through Green’s mother, he could persuade his comrade to go with him to the police as a witness against the other three Death Angels.

While at the home of Green’s parents, he called Green.

“I knew right there it was impossible to get him to admit to doing anything,” Harris later testified. “He told me to get the hell out of his house and never to come back.”

Later, Harris phoned the Black Self-Help moving and storage company where he had been working for the last six months.

One of the Muslims he spoke with was Green, who warned him: “Man, they’ve got a contract out to kill you, your wife and the baby.”

It was then that Harris realized that he, his wife, Debra, and their newborn son had been marked for death by his former friends. There was nowhere else to go but the police if he wanted to stay alive.

So, on April 22, 1974, he came forward as a police witness.

Many police believed Harris had been one of the killers himself. He bore a strong resemblance to the suspect in a police artist’s sketch: A young black man with a short Afro and pointed chin.

But Harris insisted that he hadn’t murdered anyone, and that he had resisted efforts by his friends to enlist him in their murder spree. He claimed to fear for his life at the hands of his fellow Muslims.

The police immediately placed Harris and his family under round-the-clock guard by its SWAT team.

At 5 a.m. on the morning of May 1, 1974, more than 100 police officers assembled at the San Francisco Hall of Justice. They were heavily armed—with shotguns, submachineguns and automatic rifles.

Their assignment: Arrest seven men believed responsible for the brutal series of murders known as the “Zebra” case.

At a given signal, police charged into the various homes and apartments where the suspects lay sleeping. None of the wanted men offered any resistance.

Three of the seven were soon release for lack of evidence.  The remaining three—Larry Craig Green, Manuel Moore and J.C. Simon—were held at high bond.

A fourth suspect, Jessie Lee Cooks, was already serving a life sentence in prison for his admitted murder of Frances Rose, a physical therapist, on October 30, 1973.

Cooks would be charged and convicted with other “Zebra” murders by a San Francisco grand jury on May 16, 1974.

Chief Assistant District Attorney W.H. Guibbini asked for high bail for three of the suspects after their indictment.  Presiding Superior Court Judge Clayton V. Horn raised it to $300,000 each.

The accused killers remained in jail before and during their trial.

The trial began on March 3, 1975, and lasted longer than any previous one in the history of California—376 days. Testimony from 181 witnesses—115 for the prosecution—filled 13,331 pages of trial transcript.

The Nation of Islam paid for the legal representation of every one of the defendants except Cooks, who had admitted to murdering Frances Rose. 

During his testimony as a prosecution witness, Harris was guarded constantly by San Francisco police SWAT team. 

When the SFPD’s resources began to be strained, Harris was placed on the Witness Security Program, operated by the U.S. Marshals Service for the Justice Department. Originally created to safeguard Mafia witnesses, it offers protection, relocation and new identities to those who testify against organized crime groups.

Harris was flown to Houston, Texas, and kept under the watchful eye of the local police. From there he moved to El Paso, and then on to Las Vegas.

He proved a difficult witness to protect. Refusing to take a job suitable for his menial work skills, he demanded ever-increasing amounts of subsistence money from, first, the SFPD, and, later, the U.S. Marshals Service. At times he threatened to recant his testimony unless he got more subsistence payments.

After the trial, Harris received a portion of the $30,000 reward. Eventually he turned up in Oakland, and then ultimately disappeared.

On March 13, 1976, Larry Craig Green, Manuel Moore, Jessie Lee Cooks and J.C. Simon were convicted of multiple murders. All were sentenced to life in state prison, where three of them remain today. 

On March 12, 2015, J.C. Simon (aged 69) was found unresponsive in his cell at San Quentin Prison. He was declared dead of unknown causes.

The toll of victims taken by the “Zebra” killers had been staggering:

  • Sixteen murdered
  • Five wounded
  • One raped
  • The attempted kidnapping of three children

At the time of sentencing, San Francisco Superior Court Judge Joseph Karesh turned to a wall map showing where each of the murders had taken place.

“As I look at this map and see all these dots,” said Karesh, “I hope we do not forget all these people who have been reduced to dots.”

The slayings of the “Zebra killers” were always proceeded by elaborate safety precautions. These included disguises, escape routes and the use of safehouses.    

“In case you kill someone in that area,” Harris later testified that his Muslim friends were told, “you can automatically go to that house. There won’t be any questions asked about it at all. They made that clear all the time, every Saturday, at the Fruit of Islam (FOI) meetings.”

The FOI was the enforcement and disciplinary arm of the Nation of Islam.

“They said that if you’re going to kill someone, come right out and say it. Let us know ahead of time so we can set up a good alibi.”

Non-Muslims were not to be trusted or used in any way.

“Our own attorneys,” the listeners were told at these weekend meetings, “will lie for you,” Harris quoted one of the Muslim speakers as saying.

On the night of January 28, 1974, J.C. Simon, Larry Green and Manuel Moore launched their most spectacular assault on San Francisco whites.

Shots and screams echoed throughout the city as the killers, cruising in a fast-moving black Cadillac, literally turned the streets into a shooting gallery:

  • Tana Smith, a secretary, was slain while waiting at a bus stop.
  • A derelict, John Bambic, was murdered as he rummaged in a garbage can.
  • Vincent Wollin, a pensioner, was walking down the street when one of the gunmen fatally overtook him.
  • A housewife named Jane Holly was killed in a Laundromat while she removed clothes from a dryer.
  • And Roxanne McMillan, another housewife, was critically wounded and left paralyzed from the waist down as she walked down a flight of stairs to her apartment.

Each victim had been shot twice in the back by a black gunman using a .32 automatic pistol.

Just hours before the murder spree, Anthony Harris had asked his friend, Larry Green, why their comrade, J.C. Simon, was so depressed and irritable.

“He’s pretty pissed off because he didn’t make lieutenant,” Green had replied. “He didn’t have enough kills on his record.”

The San Francisco Police Department formed a task force to hunt the killers. Officers used a “Z” radio band assigned to the case. When this became publicly known, it was widely assumed that “Zebra” meant black-on-white.

The killings continued to mid-April, 1974.

On April 20, 1974, San Francisco’s liberal mayor, Joseph L. Alioto, authorized a city-wide police dragnet to flush out the still-supposed lone gunman. 

Throughout the city, roving squads of specially-assigned officers stopped and questioned over 600 young black men. Those stopped were thought by police to resemble a vague description of the “killer,” as given by witnesses and surviving victims.

Some blacks were stopped so many times they were issued special identification cards to prevent future police interrogations.

The dragnet failed to flush out the Zebra Killers. But it ignited an uproar within the black community. Mayor Alioto was heatedly denounced by civil rights and religious activists.

The National Association for the Advancement of Colored People filed a suit in federal court for the Northern District of California to halt the stops.

On April 26—six days after the dragnet began—San Francisco’s U.S. District Judge Alfonzo J. Zirpoli acted on the NAACP’s suit.  He declared the stops an unconstitutional violation of blacks’ civil rights.

In the future, ordered Zirpoli, police would need specific information leading them to believe that whoever they stopped had committed a crime or was in the process of doing so.

In San Francisco, the sudden collapse of the citywide police dragnet heightened panic among an already frightened citizenry.

Many whites stopped going outdoors after dark. Even police officers frequently looked over their shoulders as evening approached.

Some whites—especially in the heavily Italian North Beach area—began talking about spreading vigilante terror among blacks.

The reaction of blacks was entirely different.

During the manhunt for the notorious “Zodiac” serial killer in the late 1960s, San Francisco police had relied heavily on dragnets and interrogations of young white men resembling a composite sketch.

But blacks charged racism when the same tactic was used to hunt for the supposed lone “Zebra” gunman. 

Many blacks blamed “unemployment” and “oppression” for the attacks. When interviewed by the San Francisco Examiner, none condemned the murders or expressed sympathy for their victims.

Then, on April 22, 1974, a break finally came in the case.

The killings, said Harris, weren’t the work of a crazed loner. They were being carried out by a group of militant Black Muslims who made use of elaborate security precautions.

Harris’ intimate knowledge of the killers stemmed from their having been among his closest friends for over six months.

Harris claimed that the killers had repeatedly—and unsuccessfully—tried to enlist him as an accomplice. This led them to suspect that Harris might be a police informer or agent.

Harris began fearing for his life. He also wanted the $30,000 reward being offered for the capture of the still-supposed lone gunman.

On May 1, 1974, police—acting on Harris’ information—arrested seven suspects.

The “Zebra killers” were on a rampage–one that showed no signs of ending.    

On November 25, 1973, Salem Erakat, a grocer, was found shot in the back of the head in his mom-and-pop market, which lay across the street from the San Francisco Federal Building.

On December 11, a San Francisco resident named Paul Dancik was fatally shot three times as he used a public telephone. 

On December 13, Arthur Agnos, a former administrative aide to San Francisco Assemblyman Leo T. McCarthy, was shot and wounded while standing on a street corner, talking to two friends.

He would survive and later serve as Mayor of San Francisco from 1988 to 1992.

On Christmas Eve, Larry Craig Green and J.C. Simon asked Anthony Harris to help them take some packages to a nearby beach.

“When I unloaded the truck, I recall getting a lot of blood on my hands,” Harris later testified as a witness for the prosecution.  He asked Simon and Green what was in the packages.

“They said, it was probably a dog or a cat,” said Harris.  Later, he learned that the package had held a human body. But he never learned whose.

Harris helped to dispose of similar packages “about 40-some times.”

Harris was taken along by the “Zebra” killers on several shootings. Later, Harris reasoned: “I guess they thought that, sooner or later, I would join their little clique.”

One night, Harris, J.C. Simon and Manuel Moore parked their black Cadillac near an apartment complex. Simon and Moore got out, leaving Harris in the vehicle.

“The next thing I knew,” said Harris, “I heard a gunshot. Manuel started running from the same area that the gunshot came from.”

Moore and Simon jumped into the car. As the vehicle sped off, Harris saw “what appeared to be a body” lying on the sidewalk.

On another occasion, Harris asked his comrades what had happened after he heard shots ring out.

“Just watch television or listen to the radio, and you’ll see what happened,” one of them said.

Harris learned from the news later on that “somebody had been shot and killed.”

Between killings, Harris and his friends attended regular meetings at the Black Self-Help, the Muslim-owned furniture-moving company in San Francisco.

At some of these meetings, as many as 40 to 50 or more Muslims were present.

“They were talking about killing people,” Harris later testified. Films were shown “of the Watts riots [in 1965] and different riots taking place throughout the past, black people being beaten down by the police and shot.”

The meetings’ participants were asked, “Could we allow this to continue? They said the only way to stop it was to act and be vicious…like the police department.

“That you had to…be able to go out and just deliberately take a baby and smash his head against the wall and kill him and, if you have to, even drink the blood to show how vicious you are.

“And they showed us a large number of pictures” on a bulletin board “of a lot of bald-headed men with little white wings on their necks, and identified each guy as being members of the Death Angels.”

Harris was told that “if I wanted to be a member of the Death Angels, that I’d have to go out and kill people to get some wings.”

Not only was the wearing of a pair of white wings a symbol of belonging to the Death Angels, so was a shaved head.

Only certified members of the Death Angels could enter Muslim temples with shaved heads. Anyone else who entered such a temple with a shaved head “can be killed or put out of the temple for coming in like that.”

“[The Death Angels] is supposed to be a pretty high branch of the Nation of Islam, supposed to be 2,000 people inside it,” Harris later testified.

“And every time you kill a person, you’re supposed to have somebody witness your killing the person for verification when you go back to Chicago,” the national headquarters for the Nation of Islam.

It was there, said Harris, that the photographs or eyewitnesses had to appear before the prospective Death Angel could receive his winged badge of membership.

“And after you get to killing people,” the Death Angels “give you a pair of wings to put on your neck, and they take a picture,” testified Harris.

“They say you kill four children, you automatically become a captain, or a lieutenant.  If you kill five or six women, you become a lieutenant.  Or kill nine men, the number of completion, and they give you a rank.”

Extra status was attached to Death Angels who mutilated the bodies of their victims.

“If you cut their heads off, and cut the legs and arms off and cut them open wide with a lot of blood, it’s supposed to symbolize you’re very vicious and that you could be well trusted.

“The killing was so, if they see you do it, they know for a fact you’re not a police officer and you’re not involved” as an informer,” testified Harris.

In 1971, Anthony C. Harris was arrested for second-degree burglary in Los Angeles. For this, he drew a sentence at San Quentin prison.    

That was where he met two of the future “Zebra” killers: Manuel Moore and Jessie Lee Cooks.

After Harris was paroled on October 15, 1973, he drifted into San Francisco. There he made a new friend—Larry Craig Green, who helped him into a job at the Black Self-Help, a Muslim-owned, furniture-moving company in the city.

Yet another new friend he made there was J.C. Simon.

Soon he was reunited with Jessie Cooks, who had been paroled in July. The release of Manuel Moore followed in November—as did his own arrival in San Francisco.

In September or October, 1973, Harris and 12 to 13 other Muslims—including Simon, Cooks and Green—met at J.C. Simon’s San Francisco apartment.

“They asked me,” Harris later testified, “was I able to kill anyone? Did I have my mind together? They wanted me to work in the [Muslim] temple” as a kung-fu instructor.

At a second meeting at Simon’s apartment, a large, velvet-lined case was prominently displayed. In it were two machetes, three pistols—a snubnose .38 revolver, a .357 Magnum and an automatic—and a shotgun.

“They asked me, how did I feel about white people?  Did I feel they were my enemy?  Was my mind together enough to destroy my enemy?

“And I just told them, ‘I don’t know what you mean by destroying my enemy.’” Harris told the other Muslims that he had no enemies.

“They wanted me to go out and kill some people, to show them I could be trusted among them.  They told me I would have to make some kind of move sooner or later.”

Once again, Harris found himself under cross-examination: Was he ready to take his first step towards joining the elite of Allah, the Death Angels? Was he willing to assist his brethren in destroying the blue-eyed white devils?

To drive the point home, the Muslims showed Harris photographs of his brother, stepbrother, mother, sister and fiancee.

“They told me I knew too much about the organization, and something could happen” to Harris himself and his family unless he joined the group of future killers.

Still, Harris refused to commit himself to the coming plot to slaughter whites.

So his companions decided to enlist him in their cause in one dramatic—and lethal—move.

On the night of October 20, 1973, Americans were glued to their TV sets: President Richard Nixon had just fired Special Watergate Prosecutor Archibald Cox and disbanded the Watergate Special Prosecutor’s office.

On that same evening, Harris stood at a bus stop, waiting to be taken home from his job at the Black Self-Help, when a panel truck driven by Larry Green pulled up in the bus zone.

Next to Green, in the passenger’s seat, sat Jessie Lee Cooks. Both men offered Harris a ride home, and he accepted.

The truck drove around for awhile, then parked in the shadows near Powell and Chestnut Streets, in a residential neighborhood.

A few minutes later, the three Muslims spotted a young—and white—married couple, Richard and Quita Hague, strolling nearby.

Hague, 30, worked as a mining engineer for the San Francisco office of Utah International. Quita, 28, was a reporter for the Industrial City Pressin South San Francisco. The previous month they had celebrated their seventh wedding anniversary.

Cooks stopped the Hagues, asking for directions. Then he shoved a pistol into the back of Richard Hague and forced the couple into the rear of the panel truck.

The Hagues were bound, beaten and driven to a remote spot in the San Francisco industrial district. There they were yanked from the van. Larry Green seized a machete and, with one stroke, nearly decapitated Quita Hague.

“He got blood all over him,” Harris would later testify.

“Larry came over with the knife and said something about, ‘You ought to have seen all the blood gush out of her neck.’”

Green handed the machete to Cooks, who slashed Richard Hague about the face and back of the head. Left for dead, Hague would eventually recover—and testify against his wife’s killers.

Almost immediately after the two Black Muslims finished hacking their victims, flashbulbs began popping. Two other cars, driven by members of the Nation of Islam, had pulled up.

Several camera-toting Muslims started taking pictures of the blood-soaked murder scene–as evidence of Larry Green’s and Jessie Lee Cooks’ worthiness as Death Angels.

A series of murders followed.

On October 30—ten days after the abduction of Richard and Quita Hague—Jessie Lee Cooks struck again.

He shot Frances Rose, a physical therapist, four times in the head and neck as she sat in her car at the entrance of the parking lot to the University of California Extension.

Cooks was arrested within a few minutes and only a short distance from the scene, still in possession of the murder weapon, a revolver. He pleaded guilty and was sentenced to life imprisonment on December 14, 1974. 

He would be tried again and convicted of other murders, along with the other “Zebra” defendants on March 13, 1976.
