THE “TWO MINUTES HATE”–A GOP GIFT: PART TWO (OF THREE)

In 1953, Red-baiting Wisconsin United States Senator Joseph R. McCarthy finally overstepped himself.

He attacked the leadership of the United States Army as “a hotbed of traitors” and convened an inquiry through the Senate Permanent Subcommittee on Investigations.

But the hearings backfired, exposing McCarthy as the bullying demagogue he was. A Senate committee voted to condemn his behavior, charging that he had “acted contrary to senatorial ethics and tended to bring the Senate into dishonor and disrepute.”

Although McCarthy remained in the Senate another two and a half years, his political influence had ended.

Yet even without McCarthy, Republicans rode the issue of anti-Communism to victory from 1948 to 1992.

After holding the White House for eight years under Dwight D. Eisenhower, they lost it in 1960 to John F. Kennedy and again in 1964 to Lyndon B. Johnson.

By 1968, with the nation mired in Vietnam and convulsed by antiwar demonstrations and race riots, Americans turned once more to those who preyed upon their fears and hates.

They elected Richard Nixon, who promised to end the Vietnam war and crack down on “uppity” blacks and antiwar demonstrators.

The same strategy re-elected him in 1972.

After Jimmy Carter won the Presidency in 1976 and lost it in 1980 to Ronald Reagan, Republicans held the White House until 1992.

During the 1970s and 1980s, they continued to accuse their opponents of being devious agents–or at least unwitting pawns–of “the Communist conspiracy.”

Even as late as 1992, President George H.W. Bush and the Republican establishment charged that Arkansas Governor Bill Clinton might be a KGB plant.

Their evidence: During his tenure at Oxford University in 1969-70, Clinton had briefly visited Moscow.

Thus, the Republican charged that he might have been “programmed” as a real-life “Manchurian candidate” to become, first, Governor of Arkansas–one of America’s poorest states–and then President.

What made this charge all the more absurd: The Soviet Union had officially dissolved in December, 1991.

Republicans continued to accuse their opponents of being “Communists” and “traitors.” But these charges no longer carried the weight they had while the Soviet Union existed.

Right-wingers had to settle for attacking their opponents as “liberals” and “soft on crime.”

When riots flared in 1992 after the acquittal of LAPD officers who had savagely beaten Rodney King, President George H.W. Bush blamed the carnage on the “Great Society” programs of the 1960s.

Then, on September 11, 2001, Republicans–and their right-wing supporters–at last found a suitable replacement for the Red Menace.

Two highjacked jetliners slammed into the World Trade Center in New York and one struck the Pentagon in Washington, D.C.

Exit The Red Bogeyman.  Enter The Maniacal Muslim.

Consider:

  • Rep. Michelle Bachman (R-Minn.): On July 13, 2012, she sent letters to the Inspectors General of the Departments of Defense; State; Justice; and Homeland Security, demanding a “a multi-department investigation into potential Muslim Brotherhood infiltration into the United States Government.”
  • Rick Santorum:  On supporting the racial profiling of Muslims: “Obviously, Muslims would be someone you look at, absolutely.”
  • Mitt Romney: “Based on the numbers of American Muslims in our population, I cannot see that a Cabinet position [for a Muslim] would be justified.

The 2008 election of Barack Obama pushed the Republican “treason chorus” to new heights of infamy.

Almost immediately after Obama took office, he came under attack by an industry of right-wing book authors such as Sean Hannity, Ann Coulter and Rush Limbaugh.

The Right’s fixation on transgender “dangers” is only the latest in a long string of “enemies” painted by the Republican party.

During the 1960s and 1970s, the “enemy” was blacks.  The key to winning votes of racist whites without appearing racist lay in what Republicans called “the Southern Strategy.”

It was this that won Richard Nixon the Presidency in 1968 and 1972 and the White House for George H.W. Bush in 1988.

In a now-infamous 1981 interview, Right-wing political consultant Lee Atwater explained how this worked:

You start out in 1954 by saying, ‘Nigger, nigger, nigger.’ By 1968 you can’t say ‘nigger’—that hurts you, backfires.

“So you say stuff like, uh, forced busing, states’ rights, and all that stuff, and you’re getting so abstract.

“Now, you’re talking about cutting taxes, and all these things you’re talking about are totally economic things and a byproduct of them is, blacks get hurt worse than whites.…

“’We want to cut this,’ is much more abstract than even the busing thing, uh, and a hell of a lot more abstract than ‘Nigger, nigger.’

“So anyway you look at it, race is coming on the back burner.”

At the end of his life, Atwater recognized the monster he had helped unleash.

Like Reinhard Heydrich–the designer of the “Final Solution” who, on his deathbed, begged forgiveness for his crimes–Atwater, in a 1991 article for Life, apologized to former Democratic Presidential nominee Michael Dukakis for the “naked cruelty” of the 1988 campaign.

But blacks have by no means been the only targets–and victims–of Republican hate campaigns. A partial list of these would include:

  • Liberals
  • Women
  • Socialists
  • Secularists
  • Disabled
  • Environmentalists
  • Hispanics
  • Gays
  • Lesbians

And now transgenders.

George Orwell’s classic 1949 novel, 1984, serves as a better guide to Republican electioneering than any official statement of the GOP.

1984 is set in a futuristic dictatorship called Oceania, whose constantly alternating mortal enemies are Eurasia and Eastasia.

A daily fixture of life in Oceania is the “Two Minutes Hate.”  During this, Party members must watch a film depicting the Party’s enemies and express their hatred for them in exactly two minutes.

Chief among these is Emmanuel Goldstein, who is obviously based on Leon Trotsky, the longtime antagonist of Joseph Stalin, dictator of the Soviet Union for almost 30 years.

The “Two Minutes Hate” serves as a form of brainwashing, whose purpose is to whip ordinary citizens into a frenzy of hatred and loathing for whoever the Party designates as its–and their–mortal enemies.

Since the end of World War II, Republicans have regularly hurled the charge of “treason” against anyone who dared to run against them for office or think other than Republican-approved thoughts.

Republicans had been locked out of the White House from 1933 to 1952, during the administrations of Franklin D. Roosevelt and Harry S. Truman.

Determined to regain the Presidency by any means, they found that attacking the integrity of their fellow Americans a highly effective tactic.

During the 1950s, Wisconsin Senator Joseph R. McCarthy rode a wave of paranoia to national prominence–by attacking the patriotism of anyone who disagreed with him.

Elected to the Senate in 1946, he rose to national prominence on February 9, 1950, after giving a fiery speech in Wheeling, West Virginia:

“The State Department is infested with communists. I have here in my hand a list of 205—a list of names that were made known to the Secretary of State as being members of the Communist Party and who nevertheless are still working and shaping policy in the State Department.”

Americans were already growing increasingly fearful of Communism:

  • Soviet dictator Joseph Stalin had not withdrawn the Red Army from the countries it had occupied in Eastern Europe during World War II.
  • In 1948, the Soviet Union developed–and demonstrated–its own atomic bomb, an achievement U.S. scientists had claimed would not happen for at least a decade.
  • In 1949, China fell to the triumphant armies of Mao Tse Tung.

But anti-communism as a lever to political advancement sharply accelerated following McCarthy’s speech. Republicans–resentful at being denied the White House since 1932–seized upon anti-communism as their passport to power.

No American–no matter how prominent–was safe from the accusation of being a Communist or a Communist sympathizer–”a Comsymp” or “fellow traveler” in the style of the era.

Among those accused:

  • Secretary of State George C. Marshall, who had overseen America’s strategy for defeating Nazi Germany and Imperial Japan
  • President Harry S. Truman
  • Playwrights Lillian Hellman and Arthur Miller
  • Actors Charlie Chaplin, Zero Mostel, Lloyd Bridges, Howard Da Silva, Edward G. Robinson and John Garfield
  • Composers Arron Copland and Elmer Bernstein
  • Physicist J. Robert Oppenheimer, who presided over the creation of America’s atomic bomb
  • Actresses Lee Grant, Delores del Rio, Ruth Gordon and Lucille Ball
  • Journalists Edward R. Murrow and William L. Shirer, who had chronicled the rise of Nazi Germany
  • Folksinger Pete Seeger
  • Writers Irwin Shaw, Howard Fast, John Steinbeck and Dashiell Hammett

Even “untouchable” Republicans became targets for such slander.

The most prominent of these was President Dwight D. Eisenhower–labeled ”a conscious, dedicated agent of the Communist Conspiracy” by Robert Welch, who founded the John Birch Society in 1958.

WALLING OUT ILLEGAL ALIENS

According to Donald Trump, stopping illegal immigration is easy.

Just build a massive, impenetrable wall along the U.S./Mexican border to keep out Mexican immigrants.

“Building a wall is easy, and it can be done inexpensively,” Trump said in an interview. “It’s not even a difficult project if you know what you’re doing.”

Really?

Among the obstacles to erecting such a barrier:

  • The United States/Mexican border stretches for 1,954 miles–and emcompasses rivers, deserts and mountains.
  • Environmental and engineering problems.
  • Squabbles with ranchers who don’t want to give up any of their land.
  • Building such a wall would cost untold billions of dollars.
  • Drug traffickers and smugglers could easily tunnel under it into the United States–as they are now doing.

There are, in fact, cheaper and more effective remedies for combating illegal immigration.

(1) The Justice Department should vigorously attack the “sanctuary movement” that officially thwarts the immigration laws of the United States.

Among the 31 “sanctuary cities” of this country: Washington, D.C.; New York City; Los Angeles; Chicago; San Francisco; Santa Ana; San Diego; Salt Lake City; Phoenix; Dallas; Houston; Austin; Detroit; Jersey City; Minneapolis; Miami; Denver; Baltimore; Seattle; Portland, Oregon; New Haven, Connecticut; and Portland, Maine.

These cities have adopted “sanctuary” ordinances that do not allow municipal funds or resources to be used to enforce federal immigration laws, usually by not allowing police or municipal employees to inquire about one’s immigration status.

(2)  The most effective way to combat this movement: Indict the highest-ranking officials of those cities who have actively violated Federal immigration laws.

In San Francisco, for example, former District Attorney Kamala Harris—who is now California’s Attorney General—created a secret program called Back on Track, which provided training for jobs that illegal aliens could not legally hold.

She also prevented Immigration and Customs Enforcement (ICE) from deporting even those illegal aliens convicted of a felony.

(3) Even if some indicted officials escaped conviction, the results would prove worthwhile.  

City officials would be forced to spend huge sums of their own money for attorneys and face months or even years of prosecution.

And this, in turn, would send a devastating warning to officials in other “sanctuary cities” that the same fate lies in store for them.

(4) CEOs whose companies–like Wal-Mart–systematically employ illegal aliens should be held directly accountable for the actions of their subordinates.

They should be indicted by the Justice Department under the Racketeer Influenced Corrupt Organizations (RICO) Act, the way Mafia bosses are prosecuted for ordering their own subordinates to commit crimes.

Upon conviction, the CEO should be sentenced to a mandatory prison term of at least twenty years.

This would prove a more effective remedy for combating illegal immigration than stationing tens of thousands of soldiers on the U.S./Mexican border. CEOs forced to account for their subordinates’ actions would take drastic steps to ensure that their companies strictly complied with Federal immigration laws.

Without employers luring illegal aliens at a fraction of the money paid to American workers, the flood of such illegal job-seekers would quickly dry up.

(5) The Government should stop granting automatic citizenship to “anchor babies” born to illegal aliens in the United States.

A comparable practice would be allowing bank robbers who had eluded the FBI to keep their illegally-obtained loot.

A person who violates the bank robbery laws of the United States is legally prosecutable for bank robbery, whether he’s immediately arrested or remains uncaught for years. The same should be true for those born illegally within this country.

If they’re not here legally at the time of birth, they should not be considered citizens and should–like their parents–be subject to deportation.

(6) The United States Government–from the President on down–should scrap its apologetic tone on the right to control its national borders.

The Mexican Government doesn’t hesitate to apply strict laws to those immigrating to Mexico. And it feels no need to apologize for this.

Neither should we.

(7) Voting materials and ballots should be published in one language: English. 

In Mexico, voting materials are published in one language–Spanish.

Throughout the United States, millions of Mexican illegals refuse to learn English and yet demand that voting materials and ballots be made available to them in Spanish.

(8)   The United States should impose economic and even military sanctions against countries–such as China and Mexico–whose citizens make up the bulk of illegal aliens. 

Mexico, for example, uses its American border to rid itself of those who might demand major reforms in the country’s political and economic institutions.

Such nations must learn that dumping their unwanteds on the United States now comes at an unaffordably high price.  Otherwise those dumpings will continue.

REWRITING HISTORY: BUSH AND STALIN

At one time, Americans believed that wholesale rewriting of history could happen only in the Soviet Union.

“The problem with writing about history in the Soviet Union,” went the joke, “is that you never know what’s going to happen yesterday.”

A classic example of this occurred within the Great Soviet Encyclopedia.

Lavrenti Beria had been head of the NKVD, the dreaded secret police, from 1938 to 1953. In 1953, following the death of Soviet dictator Joseph Stalin, Beria was arrested and executed on orders of his fellow Communist Party leaders.

But the Great Soviet Encyclopedia had just gone to press with a long article singing Beria’s praises.

What to do?

The editors of the Encyclopedia wrote an equally long article about “the Berring Straits,” which was to be pasted over the article about Beria, and sent this off to its subscribers.  An unknown number of them decided it was safer to paste accordingly.

In the 1981 film, “Excalibur,” Merlin warns the newly-minted knights of the Round Table: “For it is the doom of men that they forget.”

Forgetting our past is dangerous, but so is “understanding” it incorrectly.

In Texas, state-mandated “history” textbooks omit selected events and persons from the historical record–such as Thomas Jefferson and Martin Luther King.

This can be as lethal to the truth as outright lying.

Joseph Stalin, for example, ordered that school textbooks omit all references to the major role played by Leon Trotsky, his arch-rival for power, during the Russian Revolution.

Similarly, in Texas students are required to study Confederate President Jefferson Davis’ inaugural address alongside President Lincoln’s Gettysburg Address.

Such “teaching” should be seen for what it is: A thinly-veiled attempt to legitimize the most massive case of treason in United States history.

(The Civil War started on April 12, 1861, when Confederate artillery opened fire on Fort Sumter, a United States fort in Charleston Harbor. Fort Sumter surrendered 34 hours later.

(At least 800,000 Southerners took up arms against the legally elected government of the United States.)

The late broadcast journalist, Edward R. Murrow, would have referred to this practice as “giving Jesus and Judas equal time.”

Recently, Jeb Bush has entered the “Rewriting History for Americans” contest.

On August 13, speaking at a national security forum in Davenport, Iowa, he defended the unprovoked 2003 invasion of Iraq by his brother, President George W. Bush:

“I’ll tell you though, that taking out Saddam Hussein turned out to be a pretty good deal.”

And he went on to defend the 2007 troop “surge”, calling it “a great success that made Iraq safer.

“I’ve been critical and I think people have every right to be critical of decisions that were made.  In 2009, Iraq was fragile but secure. It was–its mission was accomplished in a way that there was security there.”

(Ironically, the phrase, “its mission was accomplished” proved an embarrassing reminder for the Bush family.

(A banner titled “Mission Accomplished” was displayed on the aircraft carrier USS Abraham Lincoln as George W. Bush announced–wrongly–that the war was over on May 1, 2003.)

Jeb Bush claimed that President Barack Obama had prematurely withdrawn troops from Iraq during his first term, thus allowing ISIS to “fill the void.”

One dissenter to Jeb Bush’s effort to rewrite his brother’s history is David Corn, Washington bureau chief for Mother Jones magazine.

Addressing Bush’s claims on the August 15 edition of The PBS Newshour, he said:

“I mean, I have to laugh a little bit, because I think he was setting a record for chutzpah.

“…It wasn’t until after his brother’s invasion of Iraq that you had something called al-Qaida in Iraq. And that was the group that morphed into ISIS.

“So ISIS is a direct result of the war in Iraq right there. And so he’s wrong on the history.

“But then he said what happened was that Obama and Hillary Clinton orchestrated this quick withdrawal after everything was secure.  Nothing was really secure in 2009-2010.

“…But it was George W. Bush in December 2008 who created the agreement with [Iraqi] Prime Minister [Nouri] [al-]Maliki that said that U.S. troops had to be out by 2011.

“And then Obama didn’t renegotiate that. And there is a lot of question as to whether he could even have, given the political situation in Baghdad itself.

“So Bush is totally–Jeb Bush is totally rewriting this.”

This is no small matter.  George W. Bush’s needless and unprovoked war on Iraq:

  • Cost the lives of 4,486 American soldiers.
  • Wounded another 32,226 troops.
  • Resulted in the deaths of an estimated 655,000 Iraqis.
  • Cost the American treasury at least $2 trillion.
  • Turned up no Weapons of Mass Destruction–Bush’s pretext for going to war.
  • Led to the rise of Al-Qaeda–and later ISIS–in Iraq.
  • Strengthened theocratic Iran by removing its major secularist opponent.

All of which simply proves, once again, that the past is never truly dead. It simply waits to be re-interpreted by each new generation–with some interpretations winding up closer to the truth than others.

Or, in this case, each new Presidential candidate of the Bush family.

BLACK THUGS MATTER

Blacks make up 13% of the American population, according to the 2010 census of the United States.

But they committed 52% of homicides between 1980 and 2008, according to the Bureau of Justice Statistics.  Only 45% of whites were offenders in such cases.

Blacks were disproportionately likely to commit homicide and to be the victims. In 2008 blacks were seven times more likely than whites to commit homicide. And they were six times more likely than whites to be homicide victims.

According to the FBI, blacks were responsible for 38% of murders, compared to 31.1% for whites, in 2013.

From  2011 to 2013, 38.5% of people arrested for murder, manslaughter, rape, robbery, and aggravated assault were black.

In 1971, Robert Daley, a reporter for the New York Times, became a deputy police commissioner for the New York Police Department (NYPD).

In that capacity, he saw the NYPD from the highest levels to the lowest–from the ornate, awe-inspiring office of  Police Commissioner Patrick Murphy to the gritty, sometimes blood-soaked streets of New York.

He spent one year on the job before resigning–later admitting that when he agreed to take the job, he got more than he bargained for.

It proved to be a tumultuous year in the NYPD’s history: Among those challenges Daley and his fellow NYPD members faced were the murders of several police officers, committed by members of the militant Black Liberation Army.

Two of those murdered officers were Waverly Jones and Joseph Piagentini.  Jones was black, Piagentini white; both were partners.  Both were shot in the back without a chance to defend themselves.

Writing about these murders in a bestselling 1973 book–Target Blue: An Inside’s View of the N.Y.P.D.–Daley noted:

  • Jones and Piagentini were the sixth and seventh policemen–of ten–murdered in 1971.
  • About 18 men were involved in these murders.  All were black.
  • The city’s politicians knew this–and so did Commissioner Murphy.  None dared say so publicly.

“But the fact remained,” wrote Daley, “that approximately 65% of the city’s arrested murderers, muggers, armed robbers, proved to be black men; about 15% were of Hispanic origin; and about 20% were white [my italics].”

The overall racial breakdown of the city was approximately:

  • Whites, 63%;
  • Blacks, 20%;
  • Hispanics 17%.

Stated another way: Blacks, who made up 20% of the city’s population, were responsible for 65% of the city’s major crimes.

Or, as Daley himself put it: “So the dangerous precincts, any cop would tell you, were the black precincts.”

That was 42 years ago.

Now, consider the following statistics released by the NYPD for “Crime and Enforcement Activity in New York City” in 2012.  Its introduction states:

“This report presents statistics on race/ethnicity compiled from the New York City Police Department’s records management system.”

Then come the guts of the report:

POLITICAL CORRECTNESS IS A KILLER: PART TWO (END)

If Americans truly want to end illegal immigration, there is a realistic way to accomplish this.

Arrested illegal aliens in Long Island, New York

(1) The Justice Department should vigorously attack the “sanctuary movement” that officially thwarts the immigration laws of the United States.

Among the 31 “sanctuary cities” of this country: Washington, D.C.; New York City; Los Angeles; Chicago; San Francisco; Santa Ana; San Diego; Salt Lake City; Phoenix; Dallas; Houston; Austin; Detroit; Jersey City; Minneapolis; Miami; Denver; Baltimore; Seattle; Portland, Oregon; New Haven, Connecticut; and Portland, Maine.

These cities have adopted “sanctuary” ordinances that do not allow municipal funds or resources to be used to enforce Federal immigration laws, usually by not allowing police or municipal employees to ask about people’s immigration status.

(2)  The Justice Department should indict the highest-ranking officials of those cities who have actively violated Federal immigration laws.

In San Francisco, for example, former District Attorney Kamala Harris—who is now California’s Attorney General—created a secret program called Back on Track, which provided training for jobs that convicted illegal aliens could not legally hold.

She also prevented Immigration and Customs Enforcement (ICE) from deporting even those illegal aliens convicted of a felony.

(3) Even if some indicted officials escaped conviction, the results would prove worthwhile. 

City officials would be forced to spend huge sums of their own money for attorneys and face months or even years of prosecution.

And this, in turn, would send a devastating warning to officials in other “sanctuary cities” that the same fate lies in store for them.

(4) CEOs whose companies–-like Wal-Mart–-systematically employ illegal aliens should be held directly accountable for the actions of their subordinates.

They should be indicted by the Justice Department under the Racketeer Influenced Corrupt Organizations (RICO) Act, the way Mafia bosses are prosecuted for ordering their own subordinates to commit crimes.

Upon conviction, the CEO should be sentenced to a mandatory prison term of at least 20 years.

This would prove more effective in combating illegal immigration than stationing tens of thousands of soldiers on the U.S./Mexican border. CEOs forced to account for their subordinates’ actions would take drastic steps to ensure that their companies strictly complied with Federal immigration laws.

(5) The Government should stop granting automatic citizenship to “anchor babies” born to illegal aliens in the United States.

A person who violates the bank robbery laws of the United States is legally prosecutable for bank robbery, whether he’s immediately arrested or remains uncaught for years. The same should be true for those born illegally within this country.

If their parents are not here legally at the time of birth, they should not be considered citizens and should–like their parents–be subject to deportation.

(6) The United States Government–-from the President on down–-should stop apologizing for the right to control its national borders.

The Mexican Government doesn’t hesitate to apply strict laws to those immigrating to Mexico. And it feels no need to apologize for this.

Neither should Americans.

(7)  Americans can start doing this by scrapping the Politically Correct term “undocumented immigrant” and replacing it with “illegal alien.”

This is actually the correct term: “Illegal” refers to their having violated the immigration laws of this country and thus being here illegally.  And “alien” describes “a foreigner, especially one who is not a naturalized citizen of the country where they are living.”

(8) Voting materials and ballots should be published in one language: English

In Mexico, voting materials are published in one language–Spanish.

Throughout the United States, millions of Hispanic illegals refuse to learn English and yet demand that voting materials and ballots be made available to them in Spanish.

(9)  Only legal citizens of the United States should be allowed to vote in its elections.

In Mexico, those who are not Mexican citizens are not allowed to participate in the country’s elections. 

The Mexican Government doesn’t consider itself racist for strictly enforcing its immigration laws.

The United States Government should not consider itself racist for insisting on the right to do the same.

(10)  End the “revolving Mexican door” whereby deported illegals–like Francisco Sanchez–simply re-cross the border again and again.

Instead, the United States should deport them to more distant lands–such as Iraq or Afghanistan. It’s unlikely they will sneak back across the American border from the Middle East.

And these deportations should be widely publicized, to warn other potential illegals of the fate in store for them.

(11) The United States should impose economic and even military sanctions against countries–such as China and Mexico–whose citizens make up the bulk of illegal aliens. 

Mexico, for example, uses its American border to rid itself of those who might demand major reforms in the country’s political and economic institutions.

Such nations must learn that dumping their unwanteds on the United States now comes at an unaffordably high price.  Otherwise those dumpings will continue.

POLITICAL CORRECTNESS IS A KILLER: PART ONE (OF TWO)

Political Correctness kills.

If you doubt it, ask the family of Kathryn Steinle.

Kathryn Steinle

Steinle was gunned down on July 2 while out for an evening stroll with her father along the San Francisco waterfront.  They were walking near Pier 14–one of the city’s busiest tourist areas–when a pistol shot rang out.

Steinle, hit in the aorta, collapsed, crying, “Dad, help me, help me.”

Her father immediately gave her CPR before paramedics arrived and rushed Steinle to a hospital, where she died.

Steinle, 32, had worked for a medical technology company.

And her killer?

Francisco Sanchez, 45, has a history of seven felony convictions.  He’s been deported to his native Mexico five times, most recently in 2009.

On March 26, agents of U.S. Immigration and Customs Enforcement (ICE) turned Sanchez over to San Francisco police on an outstanding warrant.

On March 27, a San Francisco Superior Court judge dismissed charges of possession and distribution of marijuana against Sanchez.

Sanchez was released on April 15.

ICE had issued a detainer for Sanchez in March, requesting to be notified if he would be released.  But the detainer was not honored.

The reason?  San Francisco has been a “sanctuary city” since 1989.  Its officials–acting as though they govern a city-state instead of a small, tourism-dependent city–openly defy Federal immigration laws.

As a result, city and local money cannot be spent on cooperating with Federal immigration authorities.

According to Freya Horne, counsel for the San Francisco Sheriff’s Department, Federal detention orders are not a “legal basis” for holding someone.

So Sanchez was released on April 15–without anyone notifying ICE.

Seventy-eight days later, illegal alien Francisco Sanchez crossed paths with American citizen Kathryn Steinle–and murdered her.

San Francisco does not turn over illegal aliens to ICE unless there’s an active warrant for their arrest.

“It’s not legal to hold someone on a request to detain,” said Horne.  “This is not just us.  This is a widely adopted position.”

Widely adopted, that is, by cities acting in open defiance of Federal immigration laws and their enforcers.

San Francisco is just one of 31 “sanctuary cities”: Washington, D.C.; New York City; Los Angeles, Chicago; Santa Ana; San Diego; Salt Lake City; Phoenix; Dallas; Houston; Austin; Detroit; Jersey City; Minneapolis; Miami; Denver; Baltimore; Seattle; Portland, Oregon; New Haven, Connecticut; and Portland, Maine.

In pre-Civil War America, Southern states claimed they had a right to ignore, or “nullify,” any Federal law they disliked.

After raging from 1861 to 1865, and costing 620,000 casualties, the Civil War established the primacy of Federal law over that of states and cities.

Kathryn Steinle died because San Francisco authorities chose to defy that primacy.

But this is not the first time San Francisco officials have defied Federal immigration authorities–with brutal consequences for American-born citizens.

One of those officials–Kamala Harris–is now California’s Attorney General.

From 2004 to 2011, Harris served as San Francisco District Attorney. In total defiance of Federal immigration law, she set up a secret unit to keep even convicted illegal aliens out of prison–and in the United States.

Her program, Back on Track, trained them for jobs they could not legally hold.

One such alumnus was Alexander Izaguirre, an illegal alien who had pled guilty to selling cocaine.  Four months later, in July, 2008, he assaulted Amanda Kiefer, a legal San Francisco resident.

Snatching her purse, he jumped into an SUV, then tried to run Kiefer down. Terrified, she leaped onto the hood and saw Izaguirre and the driver laughing.

The driver slammed on the brakes, sending Kiefer flying onto the pavement and fracturing her skull.

The program, Back on Track, became a centerpiece of Harris’ successful 2010 campaign for State Attorney General.

Until she was questioned by the Los Angeles Times about the Izaguirre case, Harris had never publicly admitted that the program included illegal aliens.

According to Harris:

  • She first learned that illegal aliens were training for jobs only after Izaguirre was arrested for the Kiefer assault.
  • It was “a flaw in the design” of the program to include illegal aliens.
  • “I believe we fixed it,” she told the Times.
  • After Izaguirre’s arrest, she never asked–or learned–how many illegal aliens were in Back on Track.
  • When Harris learned that illegal aliens were enrolled, she allowed those who were following the rules to finish the program ahd have their criminal records expunged.
  • Harris said it is not the duty of local law enforcement to enforce Federal immigration laws.

From 2005 to 2009, 113 admitted drug dealers graduated from Back on Track. Another 99 were kicked off the program for failing to meet its requirements.  They were sentenced under their guilty pleas, the District Attorney’s office claimed.

Meanwhile, Amanda Kiefer left California.

Interviewed by the Times, she said she could not understand why San Francisco police and prosecutors would allow convicted illegal aliens back onto the street.

“If they’re committing crimes,” she said, “I think there’s something wrong that they’re not being deported.”

WHY COPS–WHITE AND BLACK–FEAR BLACKS

Blacks make up 13% of the American population, according to the 2010 census of the United States.

But they committed 52% of homicides between 1980 and 2008, according to the Bureau of Justice Statistics.  Only 45% of whites were offenders in such cases.

Blacks were disproportionately likely to commit homicide and to be the victims. In 2008 blacks were seven times more likely than whites to commit homicide.  And they were six times more likely than whites to be homicide victims.

According to the FBI, blacks were responsible for 38% of murders, compared to 31.1% for whites, in 2013.

From  2011 to 2013, 38.5% of people arrested for murder, manslaughter, rape, robbery, and aggravated assault were black.

It proved to be a tumultuous year in the NY’D’s history:  Among those challenges Daley and his fellow NYPD members faced were the murders of several police officers, committed by members of the militant Black Liberation Army.

Two of those murdered officers were Waverly Jones and Joseph Piagentini.  Jones was black, Piagentini white; both were partners.  Both were shot in the back without a chance to defend themselves.

Writing about these murders in a bestselling 1973 book–Target Blue: An Inside’s View of the N.Y.P.D.–Daley noted:

  • Jones and Piagentini were the sixth and seventh policemen–of ten–murdered in 1971.
  • About 18 men were involved in these murders.  All were black.
  • The city’s politicians knew this–and so did Commissioner Murphy.  None dared say so publicly.

“But the fact remained,” wrote Daley, “that approximately 65% of the city’s arrested murderers, muggers, armed robbers, proved to be black men; about 15% were of Hispanic origin; and about 20% were white [my italics].

The overall racial breakdown of the city was approximately:

  • Whites, 63%;
  • Blacks, 20%;
  • Hispanics 17%.

Stated another way: Blacks, who made up 20% of the city’s population, were responsible for 65% of the city’s major crimes.

Are some races more prone to crime–and especially violence–than others?

While Hispanics make up 28.6% of the city’s population, they account for:

  • 29.0% of its robbery arrests;
  • 33.6% of its felonious assault arrests;
  • 28.5% of its grand larceny arrests;
  • 22.0% of its shooting arrests;
  • 40.0% of its drug felony arrests;
  • 34.5% of its drug misdemeanor arrests;
  • 28.9% of its felony stolen property arrests;
  • 30.2% of its misdemeanor stolen property arrests;
  • 26.1% of its violent crime suspects;
  • 26.1% of its juvenile crime complaint arrests.

In short:

During the first six months of 2012, 96% of shooting victims were blacks or Hispanics–and in 97% of all cases, the shooters were other blacks or Hispanics.

Blacks and Hispanics comprise 89% of murder victims–and 86% of murder suspects.  Of felony assault victims, 81% are non-whites, as are 88% of the suspects.

AN ALTERNATIVE TO OBAMA AMNESTY

Republicans are furious that President Barack Obama has decided to grant what they consider unconditional amnesty to millions of illegal aliens living within the United States.

But they don’t agree about what to offer as a counter-proposal.

Here is one suggestion.

If Americans decide they truly want to control access to their own borders, there is a realistic way to accomplish this.

“Undocumented immigrant”–illegal alien–entering the United States

(1) The Justice Department should vigorously attack the “sanctuary movement” that officially thwarts the immigration laws of the United States.

Among the 31 “sanctuary cities” of this country: Washington, D.C.; New York City; Los Angeles; Chicago; San Francisco; Santa Ana; San Diego; Salt Lake City; Phoenix; Dallas; Houston; Austin; Detroit; Jersey City; Minneapolis; Miami; Denver; Baltimore; Seattle; Portland, Oregon; New Haven, Connecticut; and Portland, Maine.

These cities have adopted “sanctuary” ordinances that do not allow municipal funds or resources to be used to enforce federal immigration laws, usually by not allowing police or municipal employees to inquire about one’s immigration status.

(2)  The most effective way to combat this movement: Indict the highest-ranking officials of those cities who have actively violated Federal immigration laws.

In San Francisco, for example, former District Attorney Kamala Harris–now California’s Attorney General–created a secret program called Back on Track.  Its purpose: To provide training for jobs that illegal aliens cannot legally hold.

She also prevented Immigration and Customs Enforcement (ICE) from deporting even those illegal aliens convicted of a felony.

(3) Indicting such officials would be comparable to the way President Andrew Jackson dealt with the threat South Carolinians once made to “nullify” any Federal laws they didn’t like.

Jackson quashed that threat by making one of his own: To lead an army into that State and purge all who dared defy the laws of the Federal Government.

(4) Even if some indicted officials escaped conviction, the results would prove worthwhile. 

City officials would be forced to spend huge sums of their own money for attorneys and face months or even years of prosecution.

And this, in turn, would send a devastating warning to officials in other “sanctuary cities” that the same fate lies in store for them.

(5) CEOs whose companies–like Wal-Mart–systematically employ illegal aliens should be held directly accountable for the actions of their subordinates.

They should be indicted by the Justice Department under the Racketeer Influenced Corrupt Organizations (RICO) Act, the way Mafia bosses are prosecuted for ordering their own subordinates to commit crimes.

Upon conviction, the CEO should be sentenced to a mandatory prison term of at least twenty years.

This would prove a more effective remedy for combating illegal immigration than stationing tens of thousands of soldiers on the U.S./Mexican border. CEOs forced to account for their subordinates’ actions would take drastic steps to ensure that their companies strictly complied with Federal immigration laws.

Without employers luring illegal aliens at a fraction of the money paid to American workers, the flood of such illegal job-seekers would quickly dry up.

(6) The Government should stop granting automatic citizenship to “anchor babies” born to illegal aliens in the United States.

A comparable practice would be allowing bank robbers who had eluded the FBI to keep their illegally-obtained loot.

A person who violates the bank robbery laws of the United States is legally prosecutable for bank robbery, whether he’s immediately arrested or remains uncaught for years. The same should be true for those born illegally within this country.

If they’re not here legally at the time of birth, they should not be considered citizens and should–like their parents–be subject to deportation.

(7) The United States Government–from the President on down–should scrap its apologetic tone on the right to control its national borders.

The Mexican Government doesn’t hesitate to apply strict laws to those immigrating to Mexico. And it feels no need to apologize for this.

Neither should we.

(8) Voting materials and ballots should be published in one language: English. 

In Mexico, voting materials are published in one language–Spanish.

Throughout the United States, millions of Mexican illegals refuse to learn English and yet demand that voting materials and ballots be made available to them in Spanish.

(9) Those who are not legal citizens of the United States should not be allowed to vote in its elections.

In Mexico, those who are not Mexican citizens are not allowed to participate in the country’s elections. 

The Mexican Government doesn’t consider itself racist for strictly enforcing its immigration laws.

The United States Government should not consider itself racist for insisting on the right to do the same.

(10)  The United States should impose economic and even military sanctions against countries–such as China and Mexico–whose citizens make up the bulk of illegal aliens. 

Mexico, for example, uses its American border to rid itself of those who might demand major reforms in the country’s political and economic institutions.

Such nations must learn that dumping their unwanteds on the United States now comes at an unaffordably high price.  Otherwise those dumpings will continue.
