Clinton Watts is a consultant and researcher on cyberwarfare. He has served as
- A U.S. Army infantry officer;
- An FBI Special Agent on a Joint Terrorism Task Force (JTTF);
- The Executive Officer of the Combating Terrorism Center at West Point (CTC); and
- As a consultant to the FBI’s Counter Terrorism Division (CTD) and National Security Branch (NSB).
In a statement he prepared for the U.S. Senate Select Committee on Intelligence, he outlined cyberwarfare measures that Russia used to influence the 2016 Presidential campaign.
He delivered this on March 30, 2017. Part of this reads as follows:
Through the end of 2015 and start of 2016, the Russian influence system….began pushing themes and messages seeking to influence the outcome of the U.S. Presidential election.
Russia’s overt media outlets and covert trolls sought to sideline opponents on both sides of the political spectrum with adversarial views toward the Kremlin. The final months leading up to the election have been the predominate focus of Russian influence discussions to date.

However, Russian Active Measures were in full swing during both the Republican and Democratic primary season and may have helped sink the hopes of candidates more hostile to Russian interests long before the field narrowed.
The final piece of Russia’s modern Active Measures surfaced in the summer of 2016 as hacked materials from previous months were strategically leaked.
On 22 July 2016, Wikileaks released troves of stolen communications from the Democratic National Committee and later batches of campaign emails. Guccifer 2.0 and DC Leaks revealed hacked information from a host of former U.S. government officials throughout July and August 2016.
For the remainder of the campaign season, this compromising material powered the influence system Russia successfully constructed in the previous two years.
Meanwhile, Donald Trump—as both Presidential candidate and President—has steadfastly refused to acknowledge the efforts of Vladimir Putin’s government to ensure his election.
Consider his exchange about this with Democratic Presidential nominee Hillary Clinton during the third and final Presidential debate on October 19, 2016:

CLINTON: So I actually think the most important question of this evening, Chris, is, finally, will Donald Trump admit and condemn that the Russians are doing this and make it clear that he will not have the help of Putin in in this election, that he rejects Russian espionage against Americans, which he actually encouraged in the past?
Those are the questions we need answered. We’ve never had anything like this happen in any of our elections before.
CHRIS WALLACE: Well?
TRUMP: That was a great pivot off the fact that she wants open borders, OK? How did we get on to Putin?
[After insisting that Clinton wants “open borders” and “people are going to pour into this country,” Trump deigned to address Wallace’s question.]
TRUMP: Now we can talk about Putin. I don’t know Putin. He said nice things about me.
If we got along well, that would be good. If Russia and the United States got along well and went after ISIS, that would be good. He has no respect for her. He has no respect for our president.
And I’ll tell you what: We’re in very serious trouble, because we have a country with tremendous numbers of nuclear warheads—1,800, by the way—where they expanded and we didn’t, 1,800 nuclear warheads. And she’s playing chicken.
FROM WATTS’ STATEMENT: This pattern of Russian falsehoods and social media manipulation of the American electorate continued through Election Day and persists today.
Many of the accounts we watched push the false Incirlik story in July now focus their efforts on shaping the upcoming European elections, promoting fears of immigration or false claims of refugee criminality.
They’ve not forgotten about the United States either. This past week, we observed social media campaigns targeting Speaker of the House Paul Ryan hoping to foment further unrest amongst U.S. democratic institutions, their leaders and their constituents.
As we noted two days before the Presidential election in our article describing Russian influence operations, Russia certainly seeks to promote Western candidates sympathetic to their worldview and foreign policy objectives.
But winning a single election is not their end goal. Russian Active Measures hope to topple democracies through the pursuit of five complementary objectives:
- Undermine citizen confidence in democratic governance;
- Foment and exacerbate divisive political fractures;
- Erode trust between citizens and elected officials and democratic institutions;
- Popularize Russian policy agendas within foreign populations;
- Create general distrust or confusion over information sources by blurring the lines between fact and fiction.
From these objectives, the Kremlin can crumble democracies from the inside out creating political divisions resulting in two key milestones:
- The dissolution of the European Union and
- The break up of the North American Treaty Organization (NATO).

On February 14, 19-year-old Nikolas Cruz slaughtered two faculty members and 15 students at Marjory Stoneman Douglas High School in Parkland, Florida.
His weapon of choice: An AR-15 assault rifle, often favored by gun massacre killers.
Since then, the National Rifle Association (NRA), President Donald Trump and their shills (paid and unpaid) have sought to distract attention from the reason for the massacre: Easy access to military assault weaponry by virtually anyone.
Among those they have blamed:
- “The elites” (who, says Wayne LaPierre, the NRA’s executive vice president, “don’t care about America’s schoolchildren”);
- Unarmed school teachers (who should have been armed);
- Cruz’ neighbors and classmates (who didn’t report his obsession with violence to police);
- The media (who “love mass shootings,” according to Dana Loesch, the NRA’s spokeswoman);
- The FBI (which fumbled tips that Cruz was a live grenade waiting to go off).
- Scot Peterson (the armed school resource officer who stayed outside the school as the shooting unfolded).
According to a series of police reports, Cruz suffered from mental illness and was on behavioral medication. The records described fights at home—and his mother’s fear that Cruz was out of control even as an adolescent.

Even so, it was not mental illness that made it possible for Cruz to slaughter 17 innocent students and faculty.
It was his access to military-style firepower.
Without that, all he could have done was fantasize about inflicting torment on others. Having access to that firepower allowed him to make his fantasies come true.
And who made it possible for Cruz to obtain that firepower? Those Republicans who are literally on the payroll of the NRA.
To start at the top: President Donald Trump. In 2016, the NRA spent more than $30 million to support him and defeat his opponent, Hillary Clinton.

And that investment has already paid off: In February, 2017, Trump signed a bill making it easier for the mentally ill to buy guns. This repealed an Obama-era regulation that restricted the rights of seriously incapacitated people to own death-dealing firepower.
In fact, during the 2016 election, the NRA and its affiliate, the NRA Institute for Legislative Action, spent a total of $54 million. The vast majority of these monies went to support Republicans or oppose Democrats.
Even so, the NRA has been willing to open its pocketbook to Democrats willing to toe the organization’s line. Rep. Sanford Bishop, of Georgia, has received about $47,000 during his tenure in Congress.
From January 1 to mid-February, 2018, the NRA has spent absolutely nothing to support Democrats, and $337,000 to oppose them.
Then there are Florida’s Republican legislators. All of the following received contributions from the NRA during the 2016 election cycle:
- Rep. Gus M. Bilirakis: $2,000
- Rep. Carlos Curbelo: $2,500
- Rep. Ted Yoho: $1,000
- Rep. Daniel Webster: $1,000
- Rep. John Rutherford: $1,000
- Sen. Marco Rubio: $9,900
- Rep. Dennis Ross: $2,000
- Rep. Tom Rooney: $2,000
- Rep. Bill Posey: $2,000
- Rep. Brian Mast: $4,950
- Rep. Matt Gaetz: $1,000
- Rep. Neal Dunn: $1,000
- Rep. Mario Diaz-Balart: $2,000 Rep.
- Ron DeSantis: $1,000
Then there is Florida Governor Rick Scott.
In 2014, Scott won the praise of the NRA’s Political Victory Fund: “Rick has signed more pro-gun bills into law in one term than any other governor in Florida history.” All of this resulted in his getting an “A+” rating from the organization.

And what has all this highly-paid political influence bought?
- An AR-15 rifle—designed to kill the maximum number of people—is legally easier to obtain than a handgun.
- Federal law requires gun buyers to be 21 before buying a handgun. But in Florida, an AR-15 can be purchased at age 18.
- Residents aren’t required to register their gun.
- But Floridians must be 21 to buy an alcoholic beverage.
- No permit or license is needed to buy a gun.
- No permit is needed to conceal carry a rifle or shotgun; one is required to conceal carry a handgun.
- The Florida Department of Agriculture and Consumer Services is required to issue a concealed carry permit to anyone who desires one, as long as: S/he is an American citizen; 21 or older; without a felony conviction; and can prove that s/he is competent with a firearm.
- Floridians can buy as many guns as they want at one time.
- Florida does not regulate assault weapons, .50-caliber rifles and large capacity ammunition magazines.
- Florida’s “Stand Your Ground” law allows for the use of deadly force without any obligation to try to avoid violence.
And when criminals and/or the criminally insane turn the weaponry they have legally purchased onto scores of defenseless men, women and children, the NRA again benefits.
For example: One week after the mass slaughter at Marjory Stoneman Douglas High School, Florida legislators voted 71-36 against a measure to consider a ban on semi-automatic weapons.
Yet they declared pornography a public health risk. The bill “recognizes public health risk created by pornography & acknowledges need for education, prevention, research, & policy change to protect citizens of this state.”
Almost all the lawmakers who voted against an assault rifle ban have an “A” rating from the NRA.
Watching in stunned disbelief and outrage were 100 Marjory Stoneman High School students. They had traveled 400 miles from Parkland to the state capital in Tallahassee, hoping to speak with legislators and Governor Scott.

On May 9, 2017, President Donald Trump abruptly fired FBI Director James Comey.
Reports soon surfaced that his reason for doing so was that Comey had refused to pledge his personal loyalty to Trump.
Just 72 hours after firing Comey, Trump issued a threat to him via Twitter: “James Comey better hope that there are no ‘tapes’ of our conversations before he starts leaking to the press!”
And Twitter’s reaction to such a blatant threat?
Silence.

From the start of his Presidency, Trump has put his ambitions, excuses and rants on social media. And this has unnerved foreign leaders as well as Trump’s fellow Americans.
As CNN Political Analyst Julian Zelizer outlined in a July 3 article:
“Putting aside the specific content of the recent blasts from the Oval smart phone, the President’s ongoing Twitter storms make all leaders uneasy. The heads of government in most nations prefer a certain amount of predictability and decorum from other heads of state.
“To have one of the most powerful people in the room being someone who is willing to send out explosive and controversial statements through social media, including nasty personal attacks or an edited video of him physically assaulting the media, does not make others….feel very confident about how he will handle deliberations with them.”
On December 12, 2017, Trump used Twitter to attack New York United States Senator Kirsten Gillibrand.

Gillibrand was among six Democratic senators who called for Trump’s resignation after sexual harassment allegations forced three Republican and Democratic members of Congress to resign.
Trump tweeted: “Lightweight Senator Kirsten Gillibrand, a total flunky for Chuck Schumer and someone who would come to my office ‘begging’ for campaign contributions not so long ago (and would do anything for them), is now in the ring fighting against Trump. Very disloyal to Bill & Crooked-USED!”
“I see it as a sexist smear. I mean that’s what it is,” Gillibrand replied in a press conference. “It’s part of the President’s efforts of name calling and it’s not going to silence me, it’s not going to silence me. It’s intended to silence me.”
So how does this behavior apply to “The Twitter Rules”?
Abuse: You may not engage in the targeted harassment of someone, or incite other people to do so. We consider abusive behavior an attempt to harass, intimidate, or silence someone else’s voice. [Italics added.]
On February 17, 2017, Trump tweeted: “The FAKE NEWS media (failing @nytimes, @NBCNews, @ABC, @CBS, @CNN) is not my enemy, it is the enemy of the American People!”
On July 2, 2017, Trump tweeted a video showing him punching a man with the CNN logo superimposed on his head during a WWE wrestling match.
And on August 15, the President retweeted a cartoon photo of a “Trump Train” running over a CNN reporter.
Yet Twitter’s Terms of Service state:
Hateful imagery and display names: You may not use hateful images or symbols in your profile image or profile header. You also may not use your username, display name, or profile bio to engage in abusive behavior, such as targeted harassment or expressing hate towards a person, group, or protected category. We will begin enforcing this rule on December 18, 2017. [Italics added.]
So how do Twitter’s top executives justify allowing these repeated violations of “Twitter Rules”? On September 25, the company tweeted:
“We hold all accounts to the same Rules, and consider a number of factors when assessing whether Tweets violate our Rules.
“Among the considerations is ‘newsworthiness’ and whether a Tweet is of public interest. This has long been internal policy and we’ll soon update our public-facing rules to reflect it. We need to do better on this, and will.”
Twitter has never acknowledged publicly that Trump has violated any of its guidelines. It rarely even acknowledges Trump’s tweets.
So what gives?
Money.
Trump’s apologists have fiercely defended his tweetstorms, claiming they allow him to bypass the media and “communicate directly with the American people.”
One of those apologists is former Twitter CEO Jack Dorsey, who said: “I believe it’s really important to have these conversations out in the open, rather than have them behind closed doors.”

In April, 2017, Twitter announced that it had added 9,000,000 new users, its largest quarter-over-quarter jump in two years.
“We believe Twitter is the best at showing you what’s happening in the world and what’s being talked about,” said Anthony Noto, Twitter’s chief financial officer.
“Having political leaders of the world as well as news agencies participating and driving that is an important element to reinforcing what we’re the best at.”
In short: Trump is good at attracting more Twitter users. and if the company needs to overlook his blatant and repeated violations of its “Twitter Rules,” so be it.
Twitter has been so plagued by trolling that potential investors like the Walt Disney Company refused to taint their own reputations by partnering with it.
But that hasn’t led high-ranking Twitter executives to end their Faustian pact with the biggest Twitter troll of all.
And, as all devotees of the Faust legend know, there comes a time when the Devil wins the bargain.

According to “The Twitter Rules,” posted on the Twitter website:
We believe in freedom of expression and open dialogue, but that means little as an underlying philosophy if voices are silenced because people are afraid to speak up.
In order to ensure that people feel safe expressing diverse opinions and beliefs, we prohibit behavior that crosses the line into abuse, including behavior that harasses, intimidates, or uses fear to silence another user’s voice.
Context matters when evaluating for abusive behavior and determining appropriate enforcement actions. Factors we may take into consideration include, but are not limited to whether:
- the behavior is targeted at an individual or group of people;
- the report has been filed by the target of the abuse or a bystander;
- the behavior is newsworthy and in the legitimate public interest.
Abuse: You may not engage in the targeted harassment of someone, or incite other people to do so. We consider abusive behavior an attempt to harass, intimidate, or silence someone else’s voice.
Unwanted sexual advances: You may not direct abuse at someone by sending unwanted sexual content, objectifying them in a sexually explicit manner, or otherwise engaging in sexual misconduct.
Hateful conduct: You may not promote violence against, threaten, or harass other people on the basis of race, ethnicity, national origin, sexual orientation, gender, gender identity, religious affiliation, age, disability, or serious disease. Read more about our hateful conduct policy.
Hateful imagery and display names: You may not use hateful images or symbols in your profile image or profile header. So much for the official version of what Twitter users—and non-Twitter users—can expect from those charged with policing Twitter.
Which leads to the question: Why hasn’t Twitter policed—and purged—the single greatest abuser of its “Twitter Rules”: Donald Trump?
Consider:
Donald Trump’s tweet-first-and-never-mind-the-consequences approach to life has been thoroughly documented.
From June 15, 2015, when he launched his Presidential campaign, until October 24, 2016, he fired nearly 4,000 angry, insulting tweets at 281 people and institutions. The New York Times needed two full pages of its print edition to showcase them.

Donald Trump
Among these targets were:
- His Democratic rival, Hillary Clinton
- His fellow Republican Presidential candidates
- Actress Meryl Streep
- News organizations
- President Barack Obama
- Comedian John Oliver
- Obamacare
- Singer Neil Young
- The state of New Jersey
- Actor Arnold Schwarzenegger.
His Twitter assaults have often dominated entire news cycles for days on end.
As President-elect, he continued these assaults—such as the one on November 18, 2016.
On that evening, Vice President-elect Mike Pence attended a Broadway performance of the hit musical “Hamilton.”
After the curtain call, the actor Brandon Victor Dixon—who plays Aaron Burr—respectfully addressed Pence:
“We are the diverse America who are alarmed and anxious that your new administration will not protect us, our friends, our children, our parents, or defend us and uphold our inalienable rights. But we truly hope that this show has inspired you to uphold our American values and to work on behalf of all of us.”

Dixon—who is black—was rightly alarmed.
Trump had received the open and enthusiastic support of the Ku Klux Klan, American Nazi Party and other white supremacist groups. Since his election, white thugs had assaulted blacks and other non-whites across the country.
Trump’s reaction to Dixon’s plea came in two Twitter rants:
“Our wonderful future V.P. Mike Pence was harassed last night at the theater by the cast of Hamilton, cameras blazing. This should not happen!”
And: “The Theater must always be a safe and special place. The cast of Hamilton was very rude last night to a very good man, Mike Pence. Apologize!”
And during his first two weeks as President, Trump attacked 22 people, places and things on his @realDonaldTrump account.
Then, on March 4, 2017, in a series of unhinged tweets, Trump accused former President Barack Obama of tapping his Trump Tower phones prior to the election:
“Terrible! Just found out that Obama had my ‘wires tapped’ in Trump Tower just before the victory. Nothing found. This is McCarthyism!”
“Is it legal for a sitting President to be ‘wire tapping’ a race for president prior to an election? Turned down by court earlier. A NEW LOW!”
“I’d bet a good lawyer could make a great case out of the fact that President Obama was tapping my phones in October, just prior to Election!”
“How low has President Obama gone to tapp my phones during the very sacred election process. This is Nixon/Watergate. Bad (or sick) guy!”
Thus, without offering a shred of evidence to back it up, Trump accused his predecessor—on Twitter—of committing an impeachable offense.

On May 9, 2017, Trump abruptly fired FBI Director James Comey.
Reports soon surfaced that his reason for doing so was that Comey had refused to pledge his personal loyalty to Trump.
Trump had made this “request” during a private dinner at the White House in January.
Another unpunished violation of Twitter’s Terms-of-Service was about to occur.

For five years, Donald Trump, more than anyone else, popularized the slander that President Barack Obama was born in Kenya—and was therefore not an American citizen.
For more than a year during his 2016 Presidential campaign, Trump continued doing so.
Meanwhile, Trump’s popularity steadily fell among blacks—to 1%, compared to the 91% of black voters who backed Hillary Clinton.
Even the managers of Trump’s campaign urged him to put the “birther” issue behind him.
And so, on September 16, 2016—10 days before his scheduled first debate with Democratic Presidential nominee Hillary Clinton—Trump made his version of a reversal.

He did so in about seven seconds and 40 words—after spending a half hour paying tribute to the military and promoting his new upscale hotel in Washington, D.C.:
“Now, not to mention her in the same breath, but Hillary Clinton and her campaign of 2008 started the birther controversy.
“I finished it. I finished it. You know what I mean.
“President Barack Obama was born in the United States, period. Now we all want to get back to making America strong and great again.”
His tone made it clear that he felt uneasy making that statement—and wanted to get it over with as fast as possible.
He refused to take questions from reporters covering the event. Nor did he apologize for his five-year campaign of slander.
Nor did any Republican apologize for the eight-year campaign of slander and obstruction their party had waged against the Nation’s first black President.

Among its highlights:
- In September, 2009, Joe Wilson (R-SC) yelled “You lie!” during Obama’s health care speech to Congress.
- In January, 2010, an effigy of President Barack Obama was found hanging from a building in Plains, Georgia.
- In December, 2011, Brent Bozell, who runs the right-wing Media Research Center, called Obama to “a skinny, ghetto crackhead.”
- In December, 2011, Rep. Jim Sensenbrenner (R-Wisc.), said of Michelle Obama: “She lectures us on eating right while she has a large posterior herself.”
- In January, 2012, Mitt Romney’s son, Matt, said his father might release his tax returns “as soon as President Obama releases his grades and birth certificate and sort of a long list of things.”
- In February, 2012, right-wing columnist Ann Coulter offered: “Voters with forty years of politically correct education are ecstatic to have the first Black president. They just love the idea even if we did get Flavor Flav instead of Thomas Sowell.”
- In May, 2012, a flatbed truck drove through new York holding a trailer with eight mannequin-like bodies hanging on nooses. One of the figures resembled President Obama, with a sign on the truck reading: “Obama Is Onboard, Find Out Why. Visit YouTube.com And Search Keyword PatriotPhipps.”

- Throughout the 2012 Presidential campaign, Newt Gingrich repeatedly called Obama “the greatest food stamp President in American history.”
- Obama has been portrayed as a shoeshine man, an Islamic terrorist and a chimp. The image of his altered face has been shown on a product called Obama Waffles in the manner of Aunt Jemima and Uncle Ben. He has been repeatedly depicted with a Hitler forelock and mustache.
- Among the protest signs they have brandished by Tea Party members: “Obama’s Plan: White Slavery,” “The American Taxpayers are the Jews for Obama’s Ovens,” and “Obama was Not Bowing [to the Saudi King] He was Sucking Saudi Jewels.”
- Other Tea Party posters: “Imam Obama Wants to Ban Pork” and “The Zoo Has An African Lion, and the White House Has a Lyin’ African.”
- Tea Partiers have chanted at Obama: “Bye, bye, Blackbird” and “Kenyan go home!”
- During the Republican-imposed government shutdown—October 1-17, 2013—Rep. Pete Sessions (R-Texas) told Obama: “I cannot even stand to look at you,” The incident occurred when Obama met with lawmakers to try to find a resolution to the shutdown.
- On October 1, 2013, Congressional Republicans shut down the government in an attempt to force President Barack Obama to de-fund his signature achievement: The Affordable Care Act (ACA). President Obama refused, and 800,000 federal workers were furloughed.
- On October 14, while Republicans were threatening to drive the nation into bankruptcy by refusing to raise the debt ceiling, former Alaska Governor Sarah Palin posted on Facebook her “secret plan” to impeach President Obama:
- “It’s time for the president to be honest with the American people for a change. Defaulting on our national debt is an impeachable offense, and any attempt by President Obama to unilaterally raise the debt limit without Congress is also an impeachable offense.”
- In short: If the Republicans force the country into default, Obama should be impeached. And if the President finds a way to avoid default, he should be impeached.

When Republicans say, “We need to support our President,” they don’t mean every President.
They mean: Every Republican President. And only every Republican President.
For Republicans, Presidents of their party carry the status of Fuhrers: To be obeyed instantly and without question.
And for Republicans, Presidents elected by Democrats are usurpers: They must be obstructed as often as possible—and impeached whenever possible.

Reince Priebus, the incoming White House Chief of Staff for soon-to-be President Donald J. Trump, was furious.
There were three reasons for his outrage.
First, millions of Americans were questioning whether Trump was legitimately elected. Their suspicions were based on solid evidence, supplied by the American Intelligence community, that Russian President Vladimir Putin intervened in the 2016 Presidential election to help him defeat Hillary Clinton.
Second, among those Americans were members of the United States Congress—such as Georgia Democratic Representative John Lewis.
On the January 15, 2017 edition of “Meet the Press,” Lewis was asked by host Chuck Todd: “Do you plan on trying to forge a relationship with Donald Trump?”
“No,” said Lewis. “I believe [in] forgiveness. I believe in trying to work with people. It’s going to be hard. It’s going to be very difficult. I don’t see this president-elect as a legitimate president.”

“You do not consider him a legitimate president. Why is that?” asked Todd.
“I think the Russians participated in helping this man get elected and they helped destroy the candidacy of Hillary Clinton.”
And the third reason Priebus was outraged: He believed—or at least claimed to believe—that President Barack Obama should vouch for Trump’s legitimacy.
“I think President Obama should step up,” Priebus said on the January 15 edition of ABC’s “This Week.” “We’ve had a great relationship with the White House….I think the administration can do a lot of good by telling folks that are on the Republican side of the aisle, look, we may have lost the election on the Democratic side, but it’s time to come together.”

“You didn’t have Republicans questioning whether or not Obama legitimately beat John McCain in 2008,” Priebus added.
“This Week” host George Stephanopoulos replied that Trump had questioned Obama’s legitimacy as an American citizen until almost the end of the 2016 Presidential race.
“But look, George, that’s not the point!” Priebus said, visibly agitated. “The point is not where Barack Obama was born! The point is that we’ve got congressmen on the Democratic side of the aisle that are questioning the legitimacy of President-elect Trump.”
In short: Let’s ignore Trump’s five-year slander campaign against the legitimacy of President Obama. What’s important is that people are questioning the legitimacy of a Republican elected with the help of Russian Communists.
In 2011, Trump, then-host of NBC’s “The Apprentice,” was thinking of running for President against Obama.
Seeking to gain popularity among America’s Right-wing, Trump almost singlehandedly created the popular fiction that the President was born in Kenya—and was not an American citizen.
His motive: To convince Americans that Obama was an illegitimate President.

February 10, 2011: “Our current president came out of nowhere. Came out of nowhere. In fact, I’ll go a step further: The people that went to school with him, they never saw him, they don’t know who he is. It’s crazy.”
March 23, 2011: “I want him to show his birth certificate. I want him to show his birth certificate. … There’s something on that birth certificate that he doesn’t like.”
March 28, 2011: “I am really concerned” [that Obama wasn’t born in the United States]. He said that the birth announcement for Obama in a Hawaii newspaper could have been planted “for whatever reason.”
March 30, 2011: “If you are going to be president of the United States you have to be born in this country. And there is a doubt as to whether or not he was. … He doesn’t have a birth certificate. He may have one, but there’s something on that, maybe religion, maybe it says he is a Muslim. I don’t know. Maybe he doesn’t want that. Or he may not have one. But I will tell you this. If he wasn’t born in this country, it’s one of the great scams of all time.”
April 7, 2011: “I have people that have been studying it, and they cannot believe what they’re finding. You are not allowed to be a president if you’re not born in this country. Right now I have real doubts.”
April 25, 2011: “I’ve been told very recently…that the birth certificate is missing. I’ve been told that it’s not there or it doesn’t exist. And if that’s the case, it’s a big problem.”
On April 27, President Obama released his original, long-form Hawiian birth certificate.

“We do not have time for this kind of silliness,” said Obama at a press conference, speaking as a father might to a roomful of spiteful children. “We have better stuff to do. I have got better stuff to do. We have got big problems to solve.
“We are not going to be able to do it if we are distracted, we are not going to be able to do it if we spend time vilifying each other…if we just make stuff up and pretend that facts are not facts, we are not going to be able to solve our problems if we get distracted by side shows and carnival barkers.”
Trump responded with a series of tweets on Twitter–all of them attacking the legitimacy of the birth certificate that President Obama had released.

For five years, Donald Trump falsely claimed that President Barack Obama was born in Kenya—and was therefore ineligible to be President.
Now Trump finds himself haunted by something far worse than a slander: The truth.
Since taking office on January 20, Trump has been ensnared in a series of revelations about collaboration between members of his 2016 Presidential campaign and Russian Intelligence agents.
The FBI, CIA and National Security Agency have unequivocally stated that Russian Intelligence played a major role in trying to sway the election for Trump.

October 24, 2016: “I have nothing to do with Russia, folks, I’ll give you a written statement.”
December 11, 2016 “They have no idea if it’s Russia or China or somebody. It could be somebody sitting in a bed some place. I mean, they have no idea.”
August 3, 2017: “Most people know there were no Russians in our campaign; there never were. We didn’t win because of Russia; we won because of you,”
July 27, 2016: “I mean I have nothing to do with Russia. I don’t have any jobs in Russia. I’m all over the world but we’re not involved in Russia.”

May 8, 2017: “The Russia-Trump collusion story is a total hoax, when will this taxpayer funded charade end?”
TRUMP’S BEHAVIOR:
May 9, 2017: Trump fired FBI Director James Comey. Comey had been leading an investigation into alleged collusion between Trump advisers and Russian officials when he was fired.

At first, Trump claimed that he fired Comey for mishandling the FBI’s investigation into Hillary Clinton’s use of a private email server.
May 10, 2017: But, in a meeting at the White House, Trump told Russian Foreign Minister Sergey Lavrov and Russian Ambassador Sergey Kislyak: “I faced great pressure because of Russia. That’s taken off.”
May 11, 2017: In an interview with NBC reporter Lester Holt, Trump admitted:
“And, in fact, when I decided to just do it, I said to myself, I said: ‘You know, this Russia thing with Trump and Russia is a made up story, it’s an excuse by the Democrats for having lost an election that they should’ve won.’”
May 17, 2017: Following the uproar over Comey’s firing, the Justice Department appointed former FBI director Robert Mueller as Special Counsel to investigate any links the between Russian government and Trump campaign members.
July 8, 2017: The New York Times reported that Donald Trump Junior met at Trump Tower on June 9, 2016, with a Kremlin-connected Russian lawyer who promised to offer damaging information about Clinton.
Trump Junior released a statement: “We primarily discussed a program about the adoption of Russian children that was active and popular with American families years ago and was since ended by the Russian government, but it was not a campaign issue at the time and there was no follow up.”
July 12 and July 16, 2017: Trump’s lawyer, Jay Sekulow, denied that the President was involved in drafting his son’s statement about the Trump Tower meeting.
July 20, 2017: The Washington Post reported that Trump was consulting with advisers “about his power to pardon aides, family members and even himself” in connection to the probe led by Mueller.
July 31, 2017: The Washington Post reported that, to conceal the purpose of the Trump Tower meeting, President Trump dictated a misleading statement for his son. In this, the reason for the meeting was given as a discussion about the adoption of Russian children—and not to obtain damaging information on Clinton from Russian Intelligence agents.
August 1, 2017: White House press secretary Sarah Huckabee Sanders said President Trump was involved in drafting the false statement that Trump Junior released about the Trump Tower meeting. Sanders called the matter “of no consequence.”
August 3, 2017: The Wall Street Journal reported that Mueller had convened a grand jury in Washington, D.C. to investigate Russia’s interference in the 2016 election.
October 5, 2017: George Papadopoulos pleaded guilty to lying to the FBI about his contacts with the Russian government in 2016 concerning U.S.–Russia relations. He also agreed to cooperate with Mueller’s probe. Papadopoulos had been a member of Trump’s foreign policy advisory panel during the campaign. Prior to pleading guilty, he may have been wearing a hidden recorder while speaking with with various Trump officials.
December 1, 2017: Michael Flynn, Trump’s former national security adviser, pleaded guilty to lying to the FBI about conversations with Russia’s ambassador. He added that he was cooperating with Mueller’s investigation. A fervent Trump supporter throughout the campaign, his immediate superior had been Jared Kushner, Trump’s son-in-law.
For years, Trump claimed it was only a matter of time before “the truth” revealed that Barack Obama was ineligible to be President. That never happened.
Now it seems only a matter of time before truth reveals Trump’s own unfitness to govern.

Donald Trump was the star of the 2016 Republican National Convention. But not even he could fire up the delegates like Hillary Clinton, the former First Lady turned Democratic presidential nominee.
As chants of “Lock her up!” spread across the convention floor, Michael T. Flynn voiced his agreement. “Lock her up—that’s right.”
Movie-star handsome, the former United States Army lieutenant general and director of the Defense Intelligence Agency was clearly enjoying his moment as a keynote speaker.
Clapping his hands, he continued: “I’m gonna tell you what. It’s unbelievable—unbelievable.
“I have called on Hillary Clinton to drop out of the race, because she—she—put our nation’s security at extremely high risk for their careless use of a private email server.

“Lock her up—lock her up. You guys [the audience] are good. Damn right—-that’s exactly right. There’s nothing wrong with that.
“You know why we’re saying that? We’re saying that because if I—a guy who knows this business—if I did a tenth of what she did, I would be in jail today.”
That was July 18, 2016.
Six months and two days later, he was riding even higher: On January 20—the day Donald J. Trump became President—Flynn took office as the nation’s 25th National Security Adviser.
Two days later, The Wall Street Journal reported that Flynn was under investigation by U.S. counterintelligence agents for his communications with Russian officials.
On February 8, Flynn flatly denied having spoken to Russian ambassador Sergey Kislyak in December, 2016, about removing the sanctions placed on Russia by the outgoing Obama administration.
The sanctions had been placed in retaliation for Russia’s efforts to manipulate the 2016 Presidential election.
On February 13, The Washington Post reported that Acting Attorney General Sally Yates had warned Trump in late January that Flynn had lied about his contacts with Kislyak—and that he could be blackmailed by Russian Intelligence.

Flynn was forced to resign that same day—after only 24 days as National Security Adviser.
Officially, the reason given was that he had misled Vice President Mike Pence. But Flynn’s deception had already been known—via the warning to Trump by Yates.
Only after Yates’ warning became known to the media was Flynn forced to resign.
Even worse for Flynn: The same Washington Post story reported that, in December, 2015, he had appeared on Russia Today, the news network that American Intelligence agencies consider “the Kremlin’s principal international propaganda outlet.”
He had also received more than $45,000 as a “speaking fee” from the network for a talk on world affairs. At the gala where Flynn received the fee, he sat next to Vladimir Putin for dinner.
Flynn had not filed the required paperwork for the trip. Nor had he reported the “fee” to the Pentagon.
Meanwhile, as a Presidential candidate and President, Donald Trump has steadfastly denied the revelations about collaboration between members of his 2016 Presidential campaign and Russian Intelligence agents.

He has repeatedly attacked the “fake news” media reporting these revelations. Chief among his targets: CNN, The New York Times and The Washington Post.
He has also derided the Intelligence agencies responsible for America’s security.
On December 16, 2016, then-FBI Director James B. Comey and Director of National Intelligence James R. Clapper Jr. agreed with a CIA assessment that Russia intervened in the 2016 election in part to help Donald Trump win the White House.

Trump, however, has steadfastly denied any such role by Russia: “I think it’s ridiculous,” he told “Fox News Sunday.” “I think it’s just another excuse. I don’t believe it….No, I don’t believe it at all.”
On December 1, 2017, Flynn went from “Lock her up!” to “Don’t lock me up.”
He pleaded guilty to lying to the FBI about conversations with then-Russian Ambassador Kislyak. And he revealed that he was cooperating with the office of Special Prosecutor Robert Mueller.
One of Flynn’s bosses was Jared Kushner, Trump’s son-in-law and senior adviser. It’s certain that Flynn is in a position to “roll over” on Kushner—who, if threatened with prison, might be induced to “roll over” on Trump.
For Donald Trump, the holiday season promises to be a very Mueller Christmas.

As a whole, Democrats have shown themselves indifferent to or ignorant of the power of effective language.
Many of them—such as former President Barack Obama—believe: “I’m not going to get into the gutter like my opponents.”
Thus, they take the “high ground” while their sworn Republican enemies undermine them via “smear and fear” tactics.
In the early 1950s, slander-hurling Wisconsin U.S. Senator Joseph R. McCarthy demonstrated the effectiveness of such tactics. Wrote Pulitzer-Prize winning author David Halberstam, in his monumental study of the origins of the Vietnam War, The Best and the Brightest:
“But if they did not actually stick, and they did not, [McCarthy’s] charges had an equally damaging effect: They poisoned. Where there was smoke, there must be fire. He wouldn’t be saying these things [voters reasoned] unless there was something to it.”

Tyrants are conspicuously vulnerable to ridicule. Yet, just as Democrats proved unwilling to use this powerful weapon against McCarthy, they have failed to do so against Donald Trump.
For example: Trump has often expressed admiration for Russian dictator Vladimir Putin.
But not a single Democrat has dared nickname him “TrumPutin,” “Red Donald,” “Putin’s Poodle” or “Wannabe Czar.” Similarly, his vice president, Mike Pence, could be labeled “Vice Putin.”
Trump has repeatedly assaulted the press, judiciary and Intelligence agencies. Yet no Democrat has damned him as having a Fascistic agenda.
Nor, as a whole, has the press dared to respond in kind to his increasingly vicious attacks on the First Amendment.
Trump has labeled established news media as “fake news.” He has called reporters “the enemy of America.” He has tweeted images of a “Trump train” running over a CNN reporter and of himself beating up someone covered by a CNN logo.

His target of choice is CNN, which has been particularly effective in uncovering the truth behind his almost daily lies. On at least one occasion, he told a CNN reporter: “You’re fake news.”
Yet no reporter—for CNN or any other news outlet—has called him a “fake President.”
CNN has started running an ad featuring a shiny red apple, while a voice-over intones:
“This is an apple. Some people might try to tell you that it’s a banana. They might scream banana, banana, banana over and over and over again. They might put BANANA in all caps. You might even start to believe that this is a banana. But it’s not. This is an apple.”
Unfortunately, many viewers might mistake the “apple” for Apple. Many Americans fail to grasp the subtleties of symbolic imagery. Thus, a more effective ad could feature a picture of Trump in an SS uniform, complete with swastika, and the following message:

“This is a Fascist. Some people might try to tell you that he’s a democrat. They might scream democrat, democrat, democrat over and over and over again. They might put DEMOCRAT in all caps. You might even start to believe that he is a democrat. But he’s not. This is a Fascist.”
Nor, in this YouTube-obsessed age, have Democrats assailed Trump with a ridiculing music video. In the hands of a creative writer, for example, the classic rock-and-roll song, “Rockin’ Robin,” could become a Democratic party anthem:

A major reason for Donald Trump’s appeal during the 2016 Presidential campaign was: “He’s not like other politicians.”
And he wasn’t.
The vast majority of politicians adhere to an unwritten rule: Even when you criticize another politician, you do so in a reasonably dignified manner.
Trump threw that rule—along with many others—out the window. In its place, he gave his opponents—Republican and Democrat—a series of disparaging nicknames.
And, as President, he has continued to do so.
His main sources of public defamation have been Twitter and the speeches he makes. Among the insulting nicknames have included:
- “Jeff Flakey” – Jeff Flake, Arizona United States Senator.
- “Crazy Megyn” – Megyn Kelly, Fox News’ then-anchor, perhaps the only member of this Right-wing propaganda outlet that Trump disliked.
- “Liddle Bob Corker” – Bob Corker, United States Senator from Tennessee
- “Psycho Joe” and “Dumb as a Rock Mika” – Joe Scarborough and Mika Brzezinski, hosts of MSNBC’s “Morning Joe.”
- “Lyin’ Ted” – Texas United States Senator Eduardo “Ted” Cruz.
- “Crazy Bernie” – Vermont United States Senator Bernie Sanders.
- “Low Energy Jeb” – Jeb Bush, the former governor of Florida.
- “Crooked Hillary” – Hillary Clinton, former First Lady, New York United States Senator and Secretary of State.
- “Little Marco” – Florida United States Senator Marco Rubio.
- “Rocket Man” – North Korean dictator Kim Jong Un (because of his series of missile launches)
- “Al Frankenstein” – Al Franken, United States Senator from Minnesota.
- “Pocahontas” – Elizabeth Warren, United States Senator from Massachusetts.
Syndicated columnist Mark Shields and New York Times columnist David Brooks appear every Friday on the PBS Newshour to review the week’s major political events.
On May 27, 2016, Shields—a liberal, and Brooks, a conservative—reached some disturbingly similar conclusions about the character of Republican Presidential front-runner Donald Trump.

MARK SHIELDS: “Donald Trump gratuitously slandered Ted Cruz’s wife. He libeled Ted Cruz’s father for being potentially part of Lee Harvey Oswald’s assassination of the president of the United States, suggesting that he was somehow a fellow traveler in that.
“This is a libel. You don’t get over it….
“…I think this man may be addicted to the roar of the grease paint and the sound of the crowd, or however it goes, smell of the crowd.”

DAVID BROOKS: “Trump, for all his moral flaws, is a marketing genius. And you look at what he does. He just picks a word and he attaches it to a person. Little Marco [Rubio], Lyin’ Ted [Cruz], Crooked Hillary [Clinton].
“And that’s a word. And that’s how marketing works. It’s a simple, blunt message, but it gets under.
“It sticks, and it diminishes. And so it has been super effective for him, because he knows how to do that. And she [Hillary Clinton] just comes with, ‘Oh, he’s divisive.’
“These are words that are not exciting people. And her campaign style has gotten, if anything…a little more stagnant and more flat.”
Only one opponent—who was not a Presidential candidate—managed to stand up to Trump: Massachusetts U.S. Senator Elizabeth Warren. Whenever Trump attacks her, Warren strikes back—sometimes even more harshly.
As Mark Shields noted:
“Elizabeth Warren gets under Donald Trump’s skin. And I think she’s been the most effective adversary. I think she’s done more to unite the Democratic party than either Hillary Clinton or Bernie Sanders.”
From June 15, 2015, when he launched his Presidential campaign, until October 24, 2016, Trump used Twitter to fire almost 4,000 angry, insulting tweets at 281 people and institutions that had somehow offended him.
Warren has dared to do what no other Democrat—or Republican—has: Attack Trump head-on, with the kind of blunt, insulting language he has lavished on his opponents.
Among the jabs she has thrown at him on Twitter:
- “But here’s the thing. You can beat a bully—not by tucking tail and running, but by holding your ground.”
- “You care so much about struggling American workers, @realDonaldTrump, that you want to abolish the federal minimum wage?”
- “@realDonaldTrump: Your policies are dangerous. Your words are reckless. Your record is embarrassing. And your free ride is over.”
Nor is Twitter her only weapon.
On March 31, Warren appeared on The Late Show, with Stephen Colbert. Her take on the egotistical billionaire:
“Donald Trump is looking out for exactly one guy, and that guy’s name is Donald Trump. He smells that there’s change in the air and what he wants to do is make sure that that change works really, really well for Donald Trump.
“The truth is, he inherited a fortune from his father, he kept it going by cheating and defrauding people, and then he takes his creditors through Chapter 11.”
When Colbert said that Trump had never broken the law, Warren replied that he had never broken the law “and been caught.”
For David Brooks, Warren’s tactics prove a depressing, lose/lose situation:
“And so the tactics…is either you do what Elizabeth Warren has done, like full-bore negativity, that kind of [get] under the skin, or try to ridicule him and use humor. Humor is not Hillary Clinton’s strongest point.”

In a statement he prepared for the U.S. Senate Select Committee on Intelligence, he outlined cyberwarfare measures that Russia used to influence the 2016 Presidential campaign.
He delivered this on March 30, 2017. Part of this reads as follows:
Through the end of 2015 and start of 2016, the Russian influence system….began pushing themes and messages seeking to influence the outcome of the U.S. Presidential election.
Russia’s overt media outlets and covert trolls sought to sideline opponents on both sides of the political spectrum with adversarial views toward the Kremlin. The final months leading up to the election have been the predominate focus of Russian influence discussions to date.

However, Russian Active Measures were in full swing during both the Republican and Democratic primary season and may have helped sink the hopes of candidates more hostile to Russian interests long before the field narrowed.
The final piece of Russia’s modern Active Measures surfaced in the summer of 2016 as hacked materials from previous months were strategically leaked.
On 22 July 2016, Wikileaks released troves of stolen communications from the Democratic National Committee and later batches of campaign emails. Guccifer 2.0 and DC Leaks revealed hacked information from a host of former U.S. government officials throughout July and August 2016.
For the remainder of the campaign season, this compromising material powered the influence system Russia successfully constructed in the previous two years.
Meanwhile, Donald Trump—as both Presidential candidate and President—has steadfastly refused to acknowledge the efforts of Vladimir Putin’s government to ensure his election.
Consider his exchange about this with Democratic Presidential nominee Hillary Clinton during the third and final Presidential debate on October 19, 2016:
CLINTON: So I actually think the most important question of this evening, Chris, is, finally, will Donald Trump admit and condemn that the Russians are doing this and make it clear that he will not have the help of Putin in in this election, that he rejects Russian espionage against Americans, which he actually encouraged in the past?
Those are the questions we need answered. We’ve never had anything like this happen in any of our elections before.
CHRIS WALLACE: Well?
TRUMP: That was a great pivot off the fact that she wants open borders, OK? How did we get on to Putin?
[After insisting that Clinton wants “open borders” and “people are going to pour into this country,” Trump deigned to address Wallace’s question.]
TRUMP: Now we can talk about Putin. I don’t know Putin. He said nice things about me.
If we got along well, that would be good. If Russia and the United States got along well and went after ISIS, that would be good. He has no respect for her. He has no respect for our president.
And I’ll tell you what: We’re in very serious trouble, because we have a country with tremendous numbers of nuclear warheads—1,800, by the way—where they expanded and we didn’t, 1,800 nuclear warheads. And she’s playing chicken.
FROM WATTS’ STATEMENT: This pattern of Russian falsehoods and social media manipulation of the American electorate continued through Election Day and persists today.
Many of the accounts we watched push the false Incirlik story in July now focus their efforts on shaping the upcoming European elections, promoting fears of immigration or false claims of refugee criminality.
They’ve not forgotten about the United States either. This past week, we observed social media campaigns targeting Speaker of the House Paul Ryan hoping to foment further unrest amongst U.S. democratic institutions, their leaders and their constituents.
As we noted two days before the Presidential election in our article describing Russian influence operations, Russia certainly seeks to promote Western candidates sympathetic to their worldview and foreign policy objectives.
But winning a single election is not their end goal. Russian Active Measures hope to topple democracies through the pursuit of five complementary objectives:
From these objectives, the Kremlin can crumble democracies from the inside out creating political divisions resulting in two key milestones:

TRUMP: … from everything I see, [Putin] has no respect for this person.
CLINTON: Well, that’s because he’d rather have a puppet as president of the United States.
