JFK: FIFTY YEARS AFTER DALLAS: PART THREE (OF TEN)

By October, 1962, the Soviet Union had sent more than 40,000 soldiers, 1,300 field pieces, 700 anti-aircraft guns, 350 tanks and 150 jets to Cuba to deter another invasion.

Nikita Khrushchev, the premier of the Soviet Union, also began supplying Castro with nuclear-tipped ballistic missiles–whose discovery, on October 15, 1962, ignited the single most dangerous confrontation of the Cold War.

On October 16, Kennedy was shown photographs of nuclear missile sites under construction on the island.  The pictures had been taken by a high-altitude U-2 spy plane.

Suddenly, the two most powerful nuclear countries–the United States and the Soviet Union–found themselves on the brink of nuclear war.

At the time, Kennedy officials claimed they couldn’t understand why Khrushchev had placed nuclear missiles in Cuba. “Maybe Khrushchev’s gone mad” was a typical musing.

None of these officials admitted that JFK had been waging a no-holds-barred campaign to overthrow the Cuban government and assassinate its leader.

On October 16, the next day, President Kennedy was informed of the missile installations. He immediately convened a group of his 12 most important advisors, which became known as Ex-Comm, for Executive Committee.

Then followed seven days of guarded and intense debate by Kennedy and his advisors. Some of the participants-–such as Air Force General Curtis LeMay-–urged an all-out air strike against the missile sites.

Robert Kennedy, the Attorney General (and the President’s brother) opposed initial calls for an air strike.

It would be, he said, “a Pearl Harbor in reverse.”  And, he added: “I don’t want my brother to go down in history as the Tojo of the 1960s.”

Others-–such as Adlai Stevenson, the United States delegate to the United Nations–urged a reliance on quiet diplomacy.

It was Secretary of Defense Robert S. McNamara who suggested a middle course: A naval blockade–-a “quarantine” in Kennedy’s softened term–around Cuba. This would hopefully prevent the arrival of more Soviet offensive weapons on the island.

The President insisted that the missiles had to go–by peaceful means, if possible, but through the use of military force if necessary.

Kennedy finally settled on a maval blockade of Cuba.  This would prevent additional missiles from coming in and give Khrushchev time to negotiate and save face.

On October 22, President Kennedy appeared on nationwide TV to denounce the presence of Russian nuclealr missiles in Cuba.

He demanded their withdrawal, and warned that any missile launched against any nation in the Western hemisphere would be answered with “a full retaliatory response upon the Soviet Union.”

Kennedy ordered American military readiness raised to a level of Defcom-2–the step just short of total war.

The United States had about 27,000 nuclear weapons; the Soviets had about 3,000. In a first salvo of a nuclear exchange, the United States could have launched about 3,000 nuclear weapons and the Soviets about 250.

On October 28, Khrushchev announced that the missile sites would be destroyed and the missiles crated and shipped back to the Soiet Union.

In return, Kennedy gave his promise–publicly–to lift the blockade and not invade Cuba

Privately, he also promised to remove obsolte Jupiter II nuclear missiles from Turkey, which bordered the Soviet Union.  Those missiles were, in effect, the American version of the Russian missiles that had been shipped to Cuba.

The world escaped nuclear disaster by a hair’s-breath.

Khrushchev didn’t know that Kennedy had intended to order a full-scale invasion of Cuba in just another 24 hours if an agreement couldn’t be reached.

And Kennedy and his military advisors didn’t know that Russian soldiers defending Cuba had been armed with tactical nuclear weapons.

If warfare of any type had broken out, the temptation to go nuclear would have been overwhelming.

The Cuban Missile Crisis marked the only time the world came to the brink of nuclear war.

To those on the Right, it was a sell-out: Kennedy had refused to “take out” Castro when he had the chance to do so.  Thus, he had allowed Cuba to remain a Communist bastion only 90 miles from Florida.

To those on the Left, it was a needless confrontation that risked the destruction of humanity.

For Kennedy, forcing the Soviets to remove their misssiles from Cuba re-won the confidence he had lost among so many Americans following the Bay of Pigs fiasco.

It also brought him face-to-face with the brutal truth that a miscalculation during a nuclear crisis could destroy all life on the planet.

He felt he could now move–cautiously–toward better relations between the United States and the Soviet Union.

Ironically, the crisis had the same effects on Khrushchev–who had witnessed the horrors of Germany’s 1941 invasion of the Soviet Union and the subsequent loss of at least 22 million Soviet citizens–most of them civilians.

Slowly and carefully, Kennedy and Khrushchev negotiated the details of what would become the Nuclear Test Ban Treaty, which banned nuclear testing in the atmosphere.

Underground tests would still continue, but the amounts of deadly strontonium-90 radiation polluting the atmosphere would be vastly reduced.

The treaty was signed between the United States and the Soviet Union on July 25, 1963.

Kennedy considered it his greatest achievement as President, saying in a speech: “According to a Chinese proverb, a jouney of a thousand miles begins with a single step.  My fellow Americans, let us take that first step.”

During the 1960 Presidential campaign, then-Senator John F. Kennedy promised to build a Peace Corps to train people in underdeveloped nations to help themselves.

In March, 1961, the program went into effect, with the President’s brother-in-law, Sergent Shriver, as director.

Starvation, illiteracy and disease were the three enemies of the Corps.  Any nation wanting aid could request it.  The first group of volunteers went to the Philippines, the second to Equador and the third to Tanganika.

The problems of the underdeveloped world were too great for any single organization to solve.  But the Corps lifted the spirits of many living in those countries.  And it captured the imagination of millions of Americans–especially those of the tens of thousands of idealistic youths who entered its ranks.

To combat the growing Communist threat to Latin America, Kennedy established the Alliance for Progress.  He defined the Alliance’s goal as providing “revolutionary progress through powerful, democratic means.”

Within two years he could report:

“Some 140,000 housing units have been constructed.  Slum clearance projects have begun, and 3,000 classrooms have been built.  More than 4,000,000 school books have been distributed.

“The Alliance has fired the imagination and kindled the hopes of millions of our good neighbors.  Their drive toward modernization is gaining momentum as it unleashes the energies of these millions.

“The United States is becoming increasingly identified in the minds of the people with the goal they move toward: a better life with freedom,” said Kennedy.

Critics of the program, however, charged that the President was trying to “dress up the old policies” of Franklin D. Roosevelt in new rhetoric.  Since FDR’s time, the United States has believed in giving economic aid to Latin America.

Much–if not most–of these billions of dollars has wound up in the pockets of various right-wing dictators, such as Fulgencio Batista, Anastasio Somoza and Rafael Trujillo.

Meanwhile, Kennedy was urging action on another front–that of outer space.

“This generation does not intend to founder in the backwash of the coming age of space,” declared the President.  He committed the United States to putting a man on the moon by the end of the decade.

As indeed it happened less than six years after his death–on July 20, 1969.

Kennedy’s idealistic rhetoric masked his real reason for going to the moon: To score a propaganda victory over the Soviet Union.

But the President hadn’t forgotten Cuba–and his intention to remove Fidel Castro from power at almost any cost.

Immediately after the failed Bay of Pigs invasion, Kennedy appointed his brother, Robert–who was then the Attorney General–to oversee a CIA program to overthrow Castro.

The CIA and the Mafia entered into an unholy alliance to assassinate Castro–each for its own benefit:

  • The CIA wanted to please Kennedy by overthrowing the Communist leader who had nationalized American corporate holdings.
  • The Mafia wanted to regain its lucrative casino and brothel holdings that had made Cuba the playground of the rich in pre-Castro times.

The mobsters were authorized to offer $150,000 to anyone who would kill Castro and were promised any support the Agency could yield.

“We were hysterical about Castro at about the time of the Bay of Pigs and thereafter,” then-former  Secretary of Defense Robert S. McNamara testified before Congress about these efforts. “And there was pressure from JFK and RFK to do something about Castro.”

Nor was everyone in the CIA enthusiastic about the “get Castro” effort.

“Everyone at CIA was surprised at Kennedy’s obsession with Fidel,” recalled Sam Halpern, who was assigned to the Cuba Project. “They thought it was a waste of time. We all knew [Fidel] couldn’t hurt us. Most of us at CIA initially liked Kennedy, but why go after this little guy?

“One thing is for sure: Kennedy wasn’t doing it out of national security concerns. It was a personal thing. The Kennedy family felt personally burnt by the Bay of Pigs and sought revenge.”

It was all-out war. Among the tactics used:

  • Hiring Cuban gangsters to murder Cuban police officials and Soviet technicians.
  • Sabotaging mines.
  • Paying up to $100,000 per “hit” for the murder or kidnapping of Cuban officials.
  • Using biological and chemical warfare against the Cuban sugar industry.
  • Planting colorful seashells rigged to explode at a site where Castro liked to go skindiving.
  • Trying to arrange for his being presented with a wetsuit impregnated with noxious bacteria and mold spores, or with lethal chemical agents.
  • Attempting to infect Castro’s scuba regulator with tuberculous bacilli.
  • Trying to douse his handkerchiefs, cigars, tea and coffee with other lethal bacteria.

But all of these efforts failed to assassinate Castro–or overthrow the Cuban Revolution he was heading.

“Bobby (Kennedy) wanted boom and bang all over the island,” recalled Halpern. “It was stupid. The pressure from the White House was very great.”

Americans would rightly label such methods as ”terrorist” if another power used them against the United States today. And the Cuban government saw the situation exactly the same way.

So Castro appealed to Nikita Khrushchev, leader of the Soviet Union, for assistance.

Khrushchev was quick to comply: “We must not allow the communist infant to be strangled in its crib,” he told members of his inncer circle.

November 22, 2013, will mark the 50th anniversary of the assassination of President John Fitzgerald Kennedy.

It’s one of those infamous dates that its eyewitnesses will never forget–in a class with

  • December 7, 1941 (Pearl Harbor),
  • April 12, 1945 (the death of President Franklin D. Roosevelt and
  • September 11, 2001 (Al Qaeda’s attacks on the Pentagon and World Trade Center).

Some have called the Kennedy adminsitration a golden era in American history.

A time when touch football, lively White House parties, stimulus to the arts and the antics of the President’s children became national obsessions.

Others have called the Kennedy Presidency a monument to the unchecked power of wealth and ambition.  An administration staffed by young novices playing at statesmen, riddled with nepotism, and whose legacy includes the Bay of Pigs, the Vietnam war and the world’s first nuclear confrontation.

While Americans continue to disagree about the legacy of JFK, there is no disagreement that his Presidency came to a sudden and shocking end just two years, ten months and two days after it had all begun.

The opening days of the Kennedy Presidency raised hopes for a dramatic change in relations between the United States and the Soviet Union.

But detente was not possible then.  The Russians had not yet experienced their coming agricultural problems and the setback in Cuba during the Missile Crisis.  And the United States had not suffered reversals in Vietnam.

Kennedy’s first brush with international Communism came on April 17, 1961, with the invasion of Cuba at the Bay of Pigs.  This operation had been planned and directed by the Central Intelligence Agency during the final months of the Presidency of Dwight D. Eisenhower.

About 1,400 Cuban exiles were to be landed on the island to overthrow the Communist government of Fidel Castro. They were supposed to head into the mountains–as Castro himself had done against the dictatorship of Fulgencio Batista in 1956–and raise the cry of revolution.

The U.S. Navy would supply transport after an American air strike had knocked out the Cuban air force.  But the airstrike failed and Kennedy, under the pressure of world opinion, called off a second try.

Even so, the invasion went ahead.  When the invaders surged onto the beaches, they found Castro’s army waiting for them.  Many of the invaders were killed on the spot.  Others were captured–to be ransomed by the United States in December, 1962, in return for medical supplies.

It was a major public relations setback for the newly-installed Kennedy administration, which has raised hopes for a change in American-Soviet relations.

Kennedy, trying to abort widespread criticism, publicly took the blame for the setback:  “There’s an old saying that victory has a hundred fathers and defeat is an orphan.  Further statements, detailed discussions, are not to conceal responsibility because I’m the responsible officer of the Government.”

The Bay of Pigs convinced Kennedy that he had been misled by the CIA and the Joint Chieifs of Staff.  Out of this came his decision that, from now on, he would rely more heavily on the counsel of his brother, Robert, whom he had installed as Attorney General.

Another consequence of the failed Cuban invasion: It convinced Soviet Premier Nikita S. Khrushchev that Kennedy was weak.

Khrushchev told an associate that he could understand if Kennedy had not decided to invade Cuba.  But once he did, Kennedy should have gone all the way and wiped out Castro.

Khrushchev attributed this to Kennedy’s youth, inexperience and timidity–and believed he could bully the President.

On June 4, 1961, Kennedy met with Khrushchev in Vienna to discuss world tensions.  Khrushchev threatened to go to nuclear war over the American presence in West Berlin–the dividing line between Western Europe, protected by the United States, and Eastern Europe, controlled by the Soviet Union.

Kennedy, who prized rationality above all else, was shaken by Knhrushchev’s unexpected rage.  Emerging from the conference, he told an associate: “It’s going to be a cold winter.”

Meanwhile, East Berliners felt the door was about to slam on their access to West Berlin, and a flood of 3,000 refugees daily poured into West Germany.

Khrushchev was clearly embarrassed at this clear showing of the unpopularity of the Communist regime. In August, he orderd that a concrete wall–backed up by barbed wire, searchlights and armed guards–be erected to seal off East Berlin.

That same year, when tensions mounted and a Soviet invasion of West Berlin seemed likely, Kennedy sent additional troops to the city in a massive demonstration of American will.

Two years later, in June, 1963, during a 10-day tour of Europe, Kennedy visited Berlin to deliver his “I am a Berlinner” speech to a frenzied crowd of thousands.

Standing within gunshot of the Berlin wall, he lashed out at the Soviet Union and praised the citizens of West Berlin for being “on the front lines of freedom” for more than 20 years.

“All free men, wherever they may live,” said Kennedy, “are citizens of Berlin.  And therefore, as a free man, I take pride in the words, ‘Ich ben ein Berlinner.'”

THE CASEY DOCTRINE

When William J. Casey was a young attorney during the Great Depression, he learned an important lesson.

Jobs were hard to come by, so Casey thought himself lucky to land one at the Tax Research Institute of America in New York.

His task was to closely read New Deal legislation and write reports explaining it to corporate chieftains.

At first, he thought they wanted detailed legal commentary on the meaning of the new legislation.

But then he quickly learned a blunt truth: Businessmen neither understood nor welcomed Franklin D. Roosevelt’s efforts to reform American capitalism.  And they didn’t want legal commentary.

Instead, they wanted to know: “What must we do to achieve minimum compliance with the law?”

In short: How do we get by FDR’s new programs?

Fifty years later, Casey would bring a similar mindset to his duties as director of the Central Intelligence Agency for President Ronald Reagan.

He was presiding over the CIA when it deliberately violated Congress’ ban on funding the “Contras,” the Right-wing death squads of Nicaragua.

Casey gave lip service to the demands of Congress.  But privately, with the help of Marine Lieutenant  Colonel Oliver North, he set up an “off-the-shelf” operation to provide arms to overthrow the leftist government of Daniel Ortega.

It was what President Ronald Reagan wanted.  So Casey felt he had a duty to get it done.

But the “Casey Doctrine” of minimum compliance didn’t die with Casey (who expired of a brain tumor in 1987).

It’s very much alive among the American business community as President Barack Obama seeks to give medical coverage to all Americans, and not simply the ultra-wealthy.

The single most important provision of the Affordable Care Act (ACA)–better known as Obamacare–requires large businesses to provide insurance to full-time employees who work more than 30 hours a week.

For part-time employees, who work fewer than 30 hours, a company isn’t penalized for failing to provide health insurance coverage.

Obama prides himself on being a tough-minded practitioner of “Chicago politics.”  So it’s easy to assume that he took the “Casey Doctrine” into account when he shepherded the ACA through Congress.

But he didn’t.

The result was predictable.  And its consequences are daily becoming more clear.

Employers feel motivated to move fulltime workers into part-time positions–and thus avoid

  • providing their employees with medical insurance and 
  • a fine for non-compliance with the law.

Some employers have openly shown their contempt for President Obama–and the idea that employers actually have an obligation to those who make their profits a reality.

The White Castle hamburger chain is considering hiring only part-time workers in the future to escape its obligations under Obamacare.

No less than Jamie Richardson, its vice president, has admitted this in an interview.

“If we were to keep our health insurance program exactly like it is with no changes, every forecast we’ve looked at has indicated our costs will go up 24%.”

Richardson claimed the profit per employee in restaurants is only $750 per year.  So, as he sees it, giving health insurance to all employees over 30 hours isn’t feasible.

Nor is Richardson the only corporate executive determined to shirk his responsibility to his employees.

John Schnatter, CEO of Papa John’s Pizza, has been quoted as saying:

  • The prices of his pizzas will go up–by eleven to fourteen cents price increase per pizza, or fifteen to twenty cents per order; and
  • He will pass along these costs to his customers.

“If Obamacare is in fact not repealed,” Schnatter told Politico, “we will find tactics to shallow out any Obamacare costs and core strategies to pass that cost onto consumers in order to protect our shareholders’ best interests.”

After all, why should a multi-million-dollar company show any concern for those who make its profits a reality?

Consider:

  • Papa John’s is the third-largest pizza takeout and delivery chain in the United States.
  • Its 2012 revenues were $318.6 million, an 8.5 percent increase from 2011 revenues of $293.5 million.
  • Its 2012 net income was $14.8 million, compared to its 2012 net income of $12.1 million.

In May, 2012, Schnatter hosted a fundraising event for Republican Presidential candidate Mitt Romney at his own Louisville, Kentucky mansion.

“What a home this is,” gushed Romney.  “What grounds these are, the pool, the golf course.

“You know, if a Democrat were here he’d look around and say no one should live like this. Republicans come here and say everyone should live like this.”

Of course, Romney conveniently ignored a brutally ugly fact:

For the vast majority of Papa John’s minimum-wage-earning employees-–many of them working only part-time-–the odds of their owning a comparable estate are non-existent.

Had Obama been the serious student of Realpolitick that he claims to be, he would have predicted that most businesses would seek to avoid compliance with his law.

To counter that, he need only have required all employers to provide insurance coverage for all of their employees—regardless of their fulltime or part-time status.

This, in turn, would have provided two substantial benefits:

  • All employees would have been able to obtain medical coverage; and
  • Employers would have been encouraged to provide fulltime positions rather than part-time ones, since they would feel: “Since I’m paying for fulltime insurance coverage, I should be getting fulltime work in return.”

The “Casey Doctrine” needs to be kept constantly in mind when reformers try to protect Americans from predatory employers.

JAMES BOND FOR HIRE: PART TWO (END)

The 1960 Kirk Douglas epic, Spartacus, may soon prove to be more than great entertainment. It may also turn out to be a prophecy of the end of the American Republic.

Throughout the movie, wealthy Romans assume they can buy anything–or anyone.  When seeking a favor, Marcus Licinius Crassus (Laurence Oliver) says bluntly: “Name your price.”

Today, “Name your price” has become the password for entry into America’s Intelligence community.

Althugh not portrayed in Spartacus, one of the reasons for the fall of the Roman empire lay in its reliance on foreign mercenaries.

Roman citizens, who had for centuries manned their city’s legions, decided to outsource these hardships and dangers to hired soldiers from Germany and Gaul (now France).

Although Germans and Gauls had proven capable fighters when defending their own countries, they proved highly unrelible as paid mercenaries.

Niccolo Machiavelli, the father of political science, drew heavily on ancient history for his examples of how liberty could best be preserved within a republic.

Fully aware of the Romans’ disastrous experience with mercenaries, Machiavelli believed that a nation’s army should be driven by patriotism, not greed.  Speaking of mercenaries, he warned:

“Mercenaries…are useless and dangerous. And if a prince holds on to his state by means of mercenary armies, he will never be stable or secure; for they are disunited, ambitious, without discipline, disloyal; they are brave among friends, among enemies they are cowards.

“They have neither the fear of God nor fidelity to men, and destruction is deferred only so long as the attack is. For in peace one is robbed by them, and in war by the enemy.”

Americans–generally disdainful of history–have blatantly ignored both the examples of history and the counsel of Machiavelli.  To their own peril.

Mark Mazzetti, author of the bestselling The Way of the Knife, chronicles how the CIA has been transformed from a primarily fact-finding agency into a terrorist-killing one.

Along with this transformation has come a dangerous dependency on private contractors to supply information that government agents used to dig up for themselves.

America’s defense and intelligence industries, writes Mazzetti, once spread across the country, have relocated to the Washington area.

They want to be close to “the customer”: The National Security Agency, the Pentagon, the CIA and an array of other Intelligence agencies.

The U.S. Navy SEALS raid that killed Osama bin Laden has been the subject of books, documentaries and even an Oscar-nominated movie: “Zero Dark Thirty.”

Almost unknown by comparison is a program the CIA developed with Blackwater, a private security company, to locate and assassinate Islamic terrorists.

“We were building a unilateral, unattributable capability,” Erik Prince, CEO of Blackwater, said in an interview.  “If it went bad, we weren’t expecting the [CIA] chief of station, the ambassador or anyone to bail us out.”

But the program never got past the planning stage.  Senior CIA officials feared the agency would not be able to  permanently hide its own role in the effort.

“The more you outsource an operation,” said a CIA official, “the more deniable it becomes.  But you’re also giving up control of the operation.  And if that guy screws up, it’s still your fault.”

Increased reliance on “outsourcing” has created a “brain-drain” within the Intelligence community. Jobs with private security companies usually pay 50% more than government jobs.

Many employees at the CIA, NSA and other Intelligence agencies leave government service–and then return to it as private contractors earning far higher salaries.

Many within the Intelligence community fear that too much Intelligence work has been outsourced and the government has effectively lost control of its own information channels.

And, as always with the hiring of mercenaries, there is an even more basic fear: How fully can they be trusted?

“There’s an inevitable tension as to where the contractor’s loyalties lie,” said Jeffrey Smith, a former general counsel for the CIA.  “Do they lie with the flag?  Or do they lie with the bottom line?”

Yet another concern: How much can Intelligence agencies count on private contractors to effectively screen the people they hire?

Edward Snowden, it should be remembered, was an employee of Booz Allen Hamilton, a consulting/security firm.  It was through this company that Snowden gained access to a treasury of NSA secrets.

In March 2007, the Bush administration revealed that it paid 70% of its intelligence budget to private security contractors.  That remains the case today–and the Intelligence budget for 2012 was $75.4 billion.

A 2010 investigative series by the Washington Post found that “1,931 private companies work on programs related to counterterrorism, homeland security and intelligence in about 10,000 locations across the country.”

Jesus never served as a spy or soldier.  But he clearly understood a truth too many officials within the American Intelligence community have forgotten:

“For where your treasure is, there will your heart be also.”

JAMES BOND FOR HIRE: PART ONE (OF TWO)

A movie critic, reviewing John Wayne’s 1968 gung-ho film, “The Green Berets,” said that Wayne had reduced the complex issues behind the Vietnam war to the simplicity of a barroom brawl.

In the same vein, the American news media displays a genius for ignoring the complexities of a major news story and focusing on just a single, sensationalistic aspect of it.

Take the Paula Deen scandal.  The media have universally focused on Deen’s admitted use of the “N-word”–and utterly ignored far more important aspects of the story.

According to the complaint, employees at the restaurant were routinely subjected to violent behavior, racial and sexual harassment, assault, bettery and sexual discrimination in pay.

Similarly, in covering the odyssey of Edward Snowden, the former NSA worker turned mass secret leaker, the media have followed the same path.

In an updated version of “Where’s Waldo?” the media have focused their attention on charting the almost daily whereabouts of Snowden.

Will Snowden receive amnesty in Hong Kong?  In Russia?  In Cuba?  China?  Venezuela?  Nicaragua?

The blunt truth is that Snowden, as an individual, doesn’t matter.

Either he will obtain aslym in a country that hates the United States–or he won’t.

Even if he obtains such asylum, there’s no guarantee it will last.

Ilich Ramírez Sánchez, the international terrorist better known as “Carlos the Jackal,” can attest to that.

By 1994, he had spent almost 20 years on the run from the French Intellilgence agents.  They were seeking him for a series of terrorist attacks across France–and for the 1975 murders of two counter-intellilgence agents and their informant.

After living in a series of countries that had no extradition treaty with France–such as Syria, Iraq and Jordan–he settled down in the Sudanese city of Khartoum.

He felt utterly safe, since he had been accorded official protection by the Sudanese government.  But he had misjudged his protectors.

French and American Intelligence agencies offered a number of deals to the Sudanese authorities. In 1994, Carlos was scheduled to undergo a minor testicular operation in a Sudanese hospital.

Two days after the operation, Sudanese officials warned him of an assassination plot–and moved him to a villa for protection.  They also provided him with bodyguards.

One night later, the bodyguards entered his room while he slept, tranquilized and tied him up–and slipped him into the custody of his longtime pursuers.

On August 14, 1994, Sudan transferred him to French Intelligence agents, who flew him to Paris for trial.  He is now serving two sentences of life imprisonment.

There is no guarantee that any nation that guarantees the security of Edward Snowden today won’t decide, in the future, to betray him.

So for all the efforts of the news media to treat him like the Flying Dutchman, he is just one man.

And, eventually he will run out of secrets to spill.  That’s assuming that Russian and/or Chinese Intelligence agents haven’t already helped themselves to the secrets on his laptop.

As Mr. Spock once famously said during an episode of “Star Trek”: “Military secrets are the most fleeting of all.”

So where does the significance of the Snowden story lie?

In the fact that Americans have become too lazy or fearful to do most of their own spying.

Yes, that’s right–60 to 70% of America’s Intelligence budget doesn’t go to the CIA or the National Security Agency (NSA) or the Defense Intelligence Agency (DIA).

Instead, it goes to private contractors who supply secrets or “soldiers of fortune.”

One such contractor is Booz Allen Hamilton–which employed Snowden and gave him access to the super-secret NSA.

The outsourcing of government intelligence work to private contractors took off after 9/11.

This was especially true after the United States invaded Iraq in 2003–and found its Intelligence and armed services stretched to their furtherest limits.

The DIA estimates that, from the mid-1990s to 2005, the number of private contracts awarded by Intelligence agencies rose by 38%.

During that same period, government spending on “spies/guns for hire” doubled, from about $18 billion in 1995 to about $42 billion in 2005.

Many tasks and services once performed only by government employees are being “outsourced” to civilian contractors:

  • Analyzing Intelligence collected by drones and satellites;
  • Writing reports;
  • Creating and maintaining software programs to manipulate data for tracking terrorist suspects;
  • Staffing overseas CIA stations;
  • Serving as bodyguards to government officials stationed overseas;
  • Providing disguises used by agents working undercover.

More than 500 years ago, Niccolo Machiavelli warned of the dangers of relying on mercenaries:

“There are two types of armies that a prince may use to defend his state: armies made up of his own people or mercenaries….

“Mercenaries…are useless and dangerous. And if a prince holds on to his state by means of mercenary armies, he will never be stable or secure; for they are disunited, ambitious, without discipline, disloyal; they are brave among friends, among enemies they are cowards.

“They have neither the fear of God nor fidelity to men, and destruction is deferred only so long as the attack is. For in peace one is robbed by them, and in war by the enemy.”

Machiavelli, on meeting Edward Snowden, would no doubt find his judgment confirmed.

A NEW WAY TO COMBAT TERRORISM: PART TWO (END)

Within investigative agencies such as the FBI and CIA, there are divisions specializing in two types of Intelligence:

Tactical Intelligence: This concerns matters that are of immediate importance. Examples: Al Qaeda is planning to set off a bomb at a particular place, or a top Islamic terrorist is due to arrive at a particular plce on such-and-such date.

Strategic Intelligence: This concerns matters that are of long-term importance. Examples: How does Al Qaeda recruit new members?  How does it launder its money?

For too long, Intelligence agencies have followed the “buy and bust” example of local and Federal narcotics enforcement agencies. That is: They have gone for the quick arrest of smalltime criminals while ignoring the operating processes of criminal organizations.

To actively combat Islamic terrorism, the American Intelligence community must thoroughly understand the enemy it is facing. Thus, that community should create a corps of experts specializing in:

(1) Islamic religion (2) Islamic history (3) Islamic culture.

Granted, only timely tactical intelligence will reveal Al Qaeda’s latest plans for destruction.

But no matter how adept Islamic terrorists prove at concealing their momentary aims, they cannot conceal the insights and long-term objectives of the religion, history and culture which have scarred and molded them.

While accumulating such intelligence, one question above all others should be kept constantly in mind: “How can we turn this religion / history / culture into a weapon against the terrorists we face?”

To demonstrate how the American Intelligence community could effectively apply such intelligence:

Cultural Intelligence: A U.S. News & World Report story has noted that Palestinian suicide-bombers have been deterred by the Israelis’ use of police dogs.

For religious and cultural reasons, Muslims consider dogs defiled—and defiling—creatures. Islamic terrorists fear that blowing up themselves near a dog risks mingling their blood with that of the dead or wounded animal—thus forfeiting their opportunity to enter Paradise and claim those 72 willing virgins.

Historical Intelligence: The age-old ethnic conflicts between majority Sunni and minority Shiite Muslims are now on lethal display in Iraq. The FBI and CIA can successfully exploit these when recruiting informants or fomenting rivalries among terrorist groups.

These are similar to the animosities once existing between American Indian tribes, such as the Pawnee and Cheyenne. Veteran Army officers used these hatreds to recruit warriors of opposing Indian tribes to scout against warriors of their longtime enemies.

Religious Intelligence: Contrary to politically-correct pundits, it is not only social or economic inequalities which inspire Islamic terrorists, but the Koran itself. Within its pages are numerous exhortations to wage war on “kaffirs” or “unbelievers.”

Dying for Allah is not seen as a waste of life. In fact, the Koran encourages it. Muhammad commands in Surah [chapter] 4:74: “To him who fighteth in the cause of Allah—whether he is slain or gets victory—soon shall we give him a reward of great (value).”

The American Intelligence community must become as intimately familiar with the mindset of its Islamic enemies as the best frontier Army officers became with the mindset of the Indians they fought.

General George A. Custer once freed several white female captives by threatening to hang the chiefs of the tribes responsible. The Indians scorned death by knife or gunshot.

But they feared that the spirit of a hanged man remained forever trapped within his body, thus preventing him from reaching the Happy Hunting Ground. And Custer, knowing this, put this intelligence to effective, life-saving use.

American Intelligence agencies must learn what our Islamic enemies most seek, most prize, and—above all—most hate and fear. Then these agencies must ruthlessly apply that knowledge in defense of America’s survival.

Ali Soufan was one of the few FBI agents intimately familiar with Arabic culture and language at the time of 9/11.  In his 2011 book, The Black Banners: The Inside Story of 9/11 and the War Against al-Qaeda, he sums up the importance of “knowing your enemy.”

People ask what is the most important weapon we have against al-Qaeda, and I reply, “Knowledge.”

….As Sun Tzu wrote in The Art of War, when we know our enemy’s strengths and weaknesses, and at the same time we know our capabilities–that’s when we are best-placed to achieve victory.

…Our greatest successes against al-Qaeda have come when we understood how they recruited, brainwashed and operated, and used our knowledge to outwit and defeat them. 

Our failures have come when we instead let ourselves be guided by ignorance, fear and brutality.

A NEW WAY TO COMBAT TERRORISM: PART ONE (OF TWO)

It’s long past time to re-think the role that inflexible bureaucracies have played–and continue to play–in the so-called “war on terror.”

In fact, a good place to start would be scrapping that phrase.

“Terrorism” is not and never has been an end in itself. It is, instead, a means to an end, nearly always used by organizations unable to field conventional armies.

“Terror,” as such, can never be eliminated. But those who practice it can be targeted for destruction.

Thus, a more accurate–if politically incorrect–title for the conflict now raging between the United States and its Islamic enemies would be: “The War on Islamic Aggression.”

It’s true that not all Islamics are terrorists. But it’s equally true that most of the terrorists now threatening America are Islamics.

Bureaucracies are, by their very nature, conservative institutions. They may start out as innovators, but, over time, techniques that were new and fresh become old and brittle.

What worked in the past against one problem fails to work when pitted against an entirely new challenge.

Since 1981, the United States has been on the defensive against Islamic terrorism. As noted investigative journalist Bob Woodward warned in a 2001 Frontline documentary:

“These terrorist incidents–they [American Intelligence agencies] used the tools that were available, but it was never in a coherent way.

“I know from talking to those people at the time, it was always, ‘Oh, we’ve got this crisis. We’re dealing with the Achille Lauro now,’ or ‘We’re dealing with Quaddafi,’ or ‘We’re dealing with Libyan hit squads,’ or ‘We’re dealing with Beirut.’

“And it never- they never got in a position where they said, ‘You know, this is a real serious threat,’ not just episodically, but it’s going to be a threat to this country throughout the administration, future administrations.

“We need to organize to fight it. It can’t be a back-bench operation for the FBI and the CIA. It’s got to be somebody’s issue, so it’s on their desk every day. What do we know? What’s being planned? What are the threats out there?”

It’s time for the United States to cast aside its hidebound, case-by-case approach to fighting Islamic aggression. It’s time for American Intelligence to recognize that the secrets to defeating Islamic terrorism lie within the history, culture and religion of the enemies we face.

In Warriors of God: Richard the Lionheart, Saladin and the Third Crusade [Doubleday, 2001] James Reston, Jr. demonstrates that the past is truly prologue for the soldiers of Islam.

Suicide Warriors: Rashid al-Din Sinan, known as “The Old Man of the Mountain,” was the head of the Assassins. He was imam to a cadre of young men, known as fidai, who swore personal allegiance to him.

Once, to prove the devotion of his followers to a Crusader leader, Sinan gave a quick hand signal to two fidai high in a tower. At once, both leaped to their death in the ravine below. Sinan then asked the Crusader if he would like to see another such example of loyalty; the Frank said this wasn’t necessary, that he was convinced.

Promises of Paradise: “Assassins” is derived from “hashish.” During the fidai indoctrination ceremony, a devotee was given a potion laced with cannabis, put to sleep, and then transported to a beautiful garden.

When he awoke, he believed he was being given a glimpse of the Paradise to come. He would extend his hand and receive a dagger–and instructions for murder: “Go and slay so-and-so, and when you return, my angels will bear you into Paradise.”

Sunnis vs. Shiites: Sinan–from Basra–belonged to the Shi’ite (minority) branch of Islam. Even in the twelfth century, the rivalry between Shi’ism and Sunnism was intense. Sinan blamed Saladin for defeating and erasing the Shi’ite Fatamid Caliphate of Cairo and imposing Sunnism in its place. Sinan ordered two attempts on the life of Saladin himself.

The first failed when the assassins were intercepted and killed only a few feet from Saladin. The second almost succeeded: Posing as one of the Sultan’s bodyguards, the assailant slashed at Saladin’s head.

Bleeding and terrified, Saladin fought off his attacker until his guards intervened. Saladin survived only because he wore a mailed headdress beneath his turban.

“The Enemy of My Enemy is My Friend”: The Latin Christians were not Sinan’s greatest enemy. This honor was reserved for the Muslim viziers in Aleppo and Mosul. As a result, Sinan reached an accommodation with the Templers.

The Assassins and the military monks understood each other well, for they had much in common: Both groups were luxury-spurning religious fanatics.

On occasion, the two went to war: After a boundary dispute in 1154, the Assassins murdered Raymond II of Tripoli; in return, the Templers butchered a number of Muslims.

After that, an accommodation was reached. For a time, the Assassins paid the Templers a hefty tribute to be left alone.

CHENEY LIES DESCRIBE 9/11, NOT BENGHAZI: PART TWO (END)

According to former Vice President Dick Cheney, President Barack Obama is trying to “cover up” the nature of a terrorist attack on the American embassy in Benghazi, Libya, on September 11, 2012.

He made this accusation while appearing on the right-wing Sean Hannity radio program on May 13.

Yet, perhaps unwittingly, Cheney’s accusations say at least as much about the failures of the Bush Administration to prevent 9/11–and its deliberate efforts to lie the United States into a needless war with Iraq.

CHENEY ON BENGHAZI:  There was never any doubt about what was happening here.  And the whole notion, they have gone through this process trying to get to the truth, they did exactly the opposite.

You say this, too, you start out with the truth as reported by the intelligence community, and then you turn it into a total distortion once the political types in the White House and some senior folks at the State Department get their hands on it.

THE RECORD ON 9/11/IRAQ:   Among the lies told by high-ranking Bush Administration officials to persuade Americans that Iraq posed an immediate threat to national security:

  • Iraq had sought uranium from Niger, in west Africa;
  • Thousands of aluminum tubes imported by Iraq could be used in centrifuges to create enriched uranium;
  • Iraq had up to 20 long-range Scud missiles, prohibited under UN sanctions;
  • Iraq had massive stockpiles of chemical and biological
  • Iraq had massive stockpiles of chemical and biological agents, including nerve gas, anthrax and botulinum toxin;
  • Saddam Hussein had issued chemical weapons to front-line troops who would use them when US forces crossed into Iraq.

Specifically:

August 26, 2002: Cheney told the Veterans of Foreign Wars, “There is no doubt that Saddam Hussein now has weapons of mass destruction. There is no doubt he is amassing them to use against our friends, against our allies and against us.”

September 8, 2002: National Security Advisor Condoleeza Rice said on CNN: ”There is certainly evidence that al Qaeda people have been in Iraq. There is certainly evidence that Saddam Hussein cavorts with terrorists.”

September 18, 2002: Rumsfeld told the House Armed Services Committee, “We do know that the Iraqi regime has chemical and biological weapons. His regime has amassed large, clandestine stockpiles of chemical weapons—including VX, sarin, cyclosarin and mustard gas.”

October 7, 2002: Bush declared in a nationally televised speech in Cincinnati that Iraq “possesses and produces chemical and biological weapons. It is seeking nuclear weapons.”

January 7, 2003: Rumsfeld told a Pentagon news briefing, “There’s no doubt in my mind but that they currently have chemical and biological weapons.” This certainty was based on contemporary intelligence, he said, not the fact that Iraq had used chemical weapons in the 1980s.

February 8, 2003: Bush said in his weekly radio address: “We have sources that tell us that Saddam Hussein recently authorized Iraqi field commanders to use chemical weapons—the very weapons the dictator tells us he does not have.”

March 16, 2003: Cheney declared on NBC’s “Meet the Press”: “We believe [Saddam Hussein] has, in fact, reconstituted nuclear weapons.”

March 30, 2003: On ABC’s “This Week” program, 10 days into the war, Rumsfeld said: “We know where they [weapons of mass destruction] are.”

CHENEY ON BENGHAZI:  Remember when they were doing the bin Laden raid, you got pictures all over the place of the President sitting in the Situation Room and monitoring the take-down of Osama Bin Laden.  This was exactly the opposite of that.

THE RECORD ON 9/11/IRAQ:  Remember when–on May 1, 2003–President Bush landed a Lockheed S-3 Viking aboard the U.S.S. Abraham Lincoln?  How, to sailors’ cheers, he announced the end of major combat operations in the Iraq War?  How, above him, a huge banner read: “Mission Accomplished”?

And remember how guerrilla warfare increased in Iraq–and the majority of military and civilian casualties occurred after the speech?  Remember how administration officials grew increasingly testy and evasive in their interviews and press conferences? 

Remember how they suddenly quit talking about all those “weapons of mass destruction” that hadn’t been found in Iraq?

CHENEY ON BENGHAZI:  There were a lot of questions that need to be asked about the military chain of command….We have especially-trained units that practice this thing all the time.  They are very good at it and they are champing at the bit to go….Why weren’t they deployed ready to go to take action….?

THE RECORD ON 9/11:  When the first plane struck the World Trade Center, President Bush was reading My Pet Goat to a group of elementary schoolchildren in Sarasota County, Florida.  Even after being told that a second plane had hit the Center, Bush continued reading to the children for another seven minutes.

No armed Air Force planes were stationed between New York and Washington.  The CIA and the National Security Agency–the nation’s code-cracking center–stood totally vulnerable to aerial attack.  So did the Congress.

At the White House, Secret Service agents threw open the doors and told “ordinary” staffers to evacuate and fend for themselves.  Those officials considered worth protecting–such as Cheney and National Security Advisor Condoleeza Rice–were hustled into a secure, bomb-proof chamber.

CHENEY LIES DESCRIBE 9/11, NOT BENGHAZI: PART ONE (OF TWO)

On May 13, 2013, former Vice President Dick Cheney appeared on the right-wing Sean Hannity radio show.

His mission: To assail President Barack Obama for a terrorist attack on the American embassy in Behghazi, Libya, on September 11, 2012.  Four Americans were killed, including Ambassador J. Christopher Stevens.  Ten others were injured.

Ironically, many of Cheney’s comments more accurately described the George W. Bush administration during the eight months before 9/11.  In that terrorist attack, 2,977 Americans died.

CHENEY ON BEHGHAZI:  I think it’s one of the worst incidences, frankly, that I can recall in my career….

That the State Department and White House ignored repeated warnings from the CIA about the threat. They ignored messages from their own people on the ground that they need more security.  They reduced what was already there. And the administration  either had no forces ready to respond to an attack, which should have been anticipated….

THE RECORD ON 9/11:   Among the most lethal offenses of the Bush Administration: The appointing of officials who refused to take seriously the threat posed by Al-Qaeda.

And this arrogance and indifference continued–-right up to September 11, 2001, when the World Trade Center and Pentagon became targets for destruction.

One of the few administration officials to take Al-Qaeda seriously was Richard Clarke, the chief counter-terrorism adviser on the National Security Council.

Clarke had been thus appointed in 1998 by President Bill Clinton. He continued to hold this role under President Bush, but with a major difference: The position was no longer given cabinet-level access.

This put him at a severe disadvantage when dealing with other, higher-ranking Bush officials–such as:

  • Vice President Dick Cheney
  • Secretary of Defense Donald Rumsfeld
  • Rumsfeld’s deputy, Paul Wolfowitz and
  • National Security Advisor Condoleeza Rice.

These turned out to be the very officials who refused to believe that Al-Qaeda posed a lethal threat to the United States.

During the entire first eight months of the Bush Presidency, Clarke was not permitted to brief President Bush a single time, despite mounting evidence of plans for a new al-Qaeda outrage.

And  during his first eight months in office before September 11, Bush was on vacation, according to the Washington Post, 42% of the time.

CHENEY ON BEHGHAZI:  …Well they tried to cover it up by constructing a false story, claiming there was confusion about what happened in the Benghazi compound. There was no confusion…..

The cover up included several officials up to and including President Obama and the cover up is still ongoing.

THE RECORD ON 9/11:  Eager to invade Iraq, President Bush searched for any excuse to convince America of the necessity of going to war. 

On the evening after the September 11 attacks, Bush took Clarke aside during a meeting in the White House Situation Room.

“I want you, as soon as you can, to go back over everything, everything. See if Saddam [Hussein, the dictator of Iraq] did this. See if he’s linked in any way.”

Clarke was stunned: “But, Mr. President, Al Qaeda did this.”

“I know, I know,” said Bush. “But see if Saddam was involved. I want to know.”

On September 12, 2001, Bush attended a meeting of the National Security Council.

“Why shouldn’t we go against Iraq, not just Al Qaeda?” demanded Donald Rumsfeld, the Secretary of Defense.

Vice President Dick Cheney enthusiastically agreed.

Secretary of State Colin Powell then pointed out there was absolutely no evidence that Iraq had had anything to do with 9/11 or Al Qaeda. And he added: “The American people want us to do something about Al-Qaeda”–-not Iraq.

On November 21, 2001, only 10 weeks after 9/11, Bush told Rumsfeld: It’s time to turn to Iraq.

Bush and his war-hungry Cabinet officials knew that Americans demanded vengeance on Al Qaeda’s mastermind, Osama bin Laden, and not Iraqi dictator Saddam Hussein,. So they repeatedly fabricated “links” between the two:

  • Saddam had worked hand-in-glove with Bin Laden to plan 9/11.
  • Saddam was harboring and supporting Al Qaeda throughout Iraq.
  • Saddam, with help from Al Qaeda, was scheming to build a nuclear bomb.

Yet as early as September 22, 2001, Bush had received a classified President’s Daily Brief intelligence report, which stated that there was no evidence linking Saddam Hussein to 9/11.

The report added that there was scant credible evidence that Iraq had any significant collaborative ties with Al Qaeda.

Bush administration officials repeatedly claimed that Iraq possessed huge quantities of chemical and biological weapons, in violation of UN resolutions. And they further claimed that US intelligence agencies had determined:

  • the precise locations where these weapons were stored;
  • the identities of those involved in their production; and
  • the military orders issued by Saddam Hussein for their use in the event of war.
