The slayings of the “Zebra killers” were always proceeded by elaborate safety precautions. These included disguises, escape routes and the use of safehouses.
“In case you kill someone in that area,” Harris later testified that his Muslim friends were told, “you can automatically go to that house. There won’t be any questions asked about it at all.
“They made that clear all the time, every Saturday, at the Fruit of Islam (FOI) meetings. The FOI was the enforcement and disciplinary arm of the Nation of Islam.
“They said that if you’re going to kill someone, come right out and say it. Let us know ahead of time so we can set up a good alibi.”

Non-Muslims were not to be trusted or used in any way.
“Our own attorneys,” the listeners were told at these weekend meetings, “will lie for you,” Harris quoted one of the Muslim speakers as saying.
On the night of January 28, 1974, J.C. Simon, Larry Green and Manuel Moore launched their most spectacular assault on San Francisco whites.
Shots and screams echoed throughout the city as the killers, cruising in a fast-moving black Cadillac, literally turned the streets into a shooting gallery:
- Tana Smith, a secretary, was slain while waiting at a bus stop.
- A derelict, John Bambic, was murdered as he rummaged in a garbage can.
- Vincent Wollin, a pensioner, was walking down the street when one of the gunmen fatally overtook him.
- A housewife named Jane Holly was killed in a Laundromat while she removed clothes from a dryer.
- And Roxanne McMillan, another housewife, was critically wounded and left paralyzed from the waist down as she walked down a flight of stairs to her apartment.
Each of these victims had been shot twice in the back by a black gunman using a .32 automatic pistol.
Just hours before the murder spree, Anthony Harris had asked his friend, Larry Green, why their comrade, J.C. Simon, was so depressed and irritable.
“He’s pretty pissed off because he didn’t make lieutenant,” Green had replied. “He didn’t have enough kills on his record.”
The killings continued up to mid-April, 1974.
On April 20, 1974, San Francisco’s liberal mayor, Joseph L. Alioto, authorized a city-wide police dragnet to flush out the still-supposed lone gunman.
Throughout the city, roving squads of specially-assigned officers stopped and questioned over 600 young black men. Those stopped were thought by police to resemble a vague description of the “killer,” as given by witnesses and surviving victims.
Some blacks were stopped so many times they were issued special identification cards to prevent future police interrogations.
The dragnet failed to flush out the Zebra Killers, but it touched off an uproar within the black community. Mayor Alioto was heatedly denounced by civil rights and religious activists.
The National Association for the Advancement of Colored People filed a suit in federal court for the Northern District of California to halt the stops.
On April 26–six days after the dragnet began–San Francisco’s U.S. District Judge Alfonzo J. Zirpoli acted on the NAACP’s suit. He declared the stops an unconstitutional violation of blacks’ civil rights.
In the future, ordered Zirpoli, police would need specific information leading them to believe that whoever they stopped had committed a crime or was in the process of doing so.
In San Francisco, the sudden collapse of the citywide police dragnet brought new shivers of panic to an already frightened citizenry.
Many whites stopped going outdoors after dark. Even police officers frequently looked over their shoulders as evening approached.
Some whites–especially in the heavily Italian North Beach area–began talking about spreading vigilante terror among blacks.
And the murder-spree affected the city financially: The tourist trade–on which San Francisco depended for so much of its revenue–sharply declined.
The reaction of blacks was entirely different.
During the manhunt for the notorious “Zodiac” serial killer in the late 1960s, San Francisco police had relied heavily on dragnets and interrogations of young white men resembling a composite sketch.
But blacks charged racism when the same tactic was used to hunt for the supposed lone “Zebra” gunman.

Many blacks blamed “unemployment” and “oppression” for the attacks. When interviewed by the San Francisco Examiner, none condemned the murders or expressed sympathy for their victims.
Then, on April 22, 1974, a break finally came in the case.
Anthony Cornelius Harris decided to tell the police what he knew about the men responsible for the murders.
The killings, said Harris, weren’t the work of a crazed loner. They were being carried out by a group of militant Black Muslims who made use of elaborate security precautions.
Harris’ intimate knowledge of the killers stemmed from their having been among his closest friends for over six months.
Harris claimed that the killers had repeatedly tried to enlist him as an accomplice. He insisted that he could not bring himself to commit cold-blooded murder. This led his friends to suspect that Harris might be a police informer or agent.
Harris began fearing for his life. He also wanted the $30,000 reward being offered for the capture of the still-supposed lone gunman.
On May 1, 1974, police–acting on Harris’ information–arrested seven suspects.

The “Zebra killers” were on a rampage–one that showed no signs of ending.
On November 25, 1973, Salem Erakat, a grocer, was found shot in the back of the head in his mom-and-pop market, which lay across the street from the San Francisco Federal Building.
On December 11, a San Francisco resident named Paul Dancik was fatally shot three times as he used a public telephone.

On December 13, Arthur Agnos, a former administrative aide to San Francisco Assemblyman Leo T. McCarthy, was shot and wounded while standing on a street corner, talking to two friends.
He would survive and later serve as Mayor of San Francisco from 1988 to 1992.
On Christmas Eve, Larry Craig Green and J.C. Simon asked Anthony Harris to help them take some packages to a nearby beach.
“When I unloaded the truck, I recall getting a lot of blood on my hands,” Harris later testified as a witness for the prosecution. He asked Simon and Green what was in the packages.
“They said, it was probably a dog or a cat,” said Harris. Later, he learned that the package had held a human body. But he never learned whose.
Harris helped to dispose of similar packages “about 40-some times.”
Harris was taken along by the “Zebra” killers on several shootings. Later, Harris reasoned: “I guess they thought that, sooner or later, I would join their little clique.”
One night, Harris, J.C. Simon and Manuel Moore parked their black Cadillac near an apartment complex. Simon and Moore got out, leaving Harris in the vehicle.
“The next thing I knew,” said Harris, “I heard a gunshot. Manuel started running from the same area that the gunshot came from.”
Moore and Simon jumped into the car. As the vehicle sped off, Harris saw “what appeared to be a body” lying on the sidewalk.
On another occasion, Harris asked his comrades what had happened after he heard shots ring out.
“Just watch television or listen to the radio, and you’ll see what happened,” one of them said.
Harris learned from the news later on that “somebody had been shot and killed.”
Between killings, Harris and his friends attended regular meetings at the Black Self-Help, the Muslim-owned furniture-moving company in San Francisco.
At some of these meetings, as many as 40 to 50 or more Muslims were present.

Members of the Nation of Islam
“They were talking about killing people,” Harris later testified. Films were shown “of the Watts riots [in 1965] and different riots taking place throughout the past, black people being beaten down by the police and shot.”
The meetings’ participants were asked, “Could we allow this to continue? They said the only way to stop it was to act and be vicious…like the police department.
“That you had to…be able to go out and just deliberately take a baby and smash his head against the wall and kill him and, if you have to, even drink the blood to show how vicious you are.
“And they showed us a large number of pictures” on a bulletin board “of a lot of bald-headed men with little white wings on their necks, and identified each guy as being members of the Death Angels.”
Harris was told that “if I wanted to be a member of the Death Angels, that I’d have to go out and kill people to get some wings.”
Not only was the wearing of a pair of white wings a symbol of belonging to the Death Angels, so was a shaved head.
Only certified members of the Death Angels could enter Muslim temples with shaved heads. Anyone else who entered such a temple with a shaved head “can be killed or put out of the temple for coming in like that.”
“[The Death Angels] is supposed to be a pretty high branch of the Nation of Islam, supposed to be 2,000 people inside it,” Harris later testified.
“And every time you kill a person, you’re supposed to have somebody witness your killing the person for verification when you go back to Chicago,” the national headquarters for the Nation of Islam.

Chicago Headquarters of the Nation of Islam
It was there, said Harris, that the photographs or eyewitnesses had to appear before the prospective Death Angel could receive his winged badge of membership.
“And after you get to killing people,” the Death Angels “give you a pair of wings to put on your neck, and they take a picture,” testified Harris.
“They say you kill four children, you automatically become a captain, or a lieutenant. If you kill five or six women, you become a lieutenant. Or kill nine men, the number of completion, and they give you a rank.”
Extra status was attached to Death Angels who mutilated the bodies of their victims.
“If you cut their heads off, and cut the legs and arms off and cut them open wide with a lot of blood, it’s supposed to symbolize you’re very vicious and that you could be well trusted.
“The killing was so, if they see you do it, they know for a fact you’re not a police officer and you’re not involved” as an informer,” testified Harris.

In 1971, Anthony C. Harris was arrested for second-degree burglary in Los Angeles. For this, he drew a sentence at San Quentin prison.
That was where he met two of the future “Zebra” killers: Manuel Moore and Jessie Lee Cooks.
After Harris was paroled on October 15, 1973, he drifted into San Francisco. There he made a new friend–Larry Craig Green, who helped him into a job at the Black Self-Help, a Muslim-owned, furniture-moving company in the city.
Yet another new friend he made there was J.C. Simon.

Jessie Cooks, Manuel Moore, J.C. Simon and Larry Craig Green
Soon he was reunited with Jessie Cooks, who had been paroled in July. The release of Manuel Moore followed in November–as did his own arrival in San Francisco.
In September or October, 1973, Harris and 12 to 13 other Muslims–including Simon, Cooks and Green–met at J.C. Simon’s San Francisco apartment.
“They asked me,” Harris later testified, “was I able to kill anyone? Did I have my mind together? They wanted me to work in the [Muslim] temple” as a kung-fu instructor.
At a second meeting at Simon’s apartment, a large, velvet-lined case was prominently displayed. In it were two machetes, three pistols–a snubnose .38 revolver, a .357 Magnum and an automatic–and a shotgun.

“They asked me, how did I feel about white people? Did I feel they were my enemy? Was my mind together enough to destroy my enemy?
“And I just told them, ‘I don’t know what you mean by destroying my enemy.’” Harris told the other Muslims that he had no enemies.
“They wanted me to go out and kill some people, to show them I could be trusted among them. They told me I would have to make some kind of move sooner or later.”
Once again, Harris found himself under cross-examination: Was he ready to take his first step towards joining the elite of Allah, the Death Angels? Was he willing to assist his brethren in destroying the blue-eyed white devils?
To drive the point home, the Muslims showed Harris photographs of his brother, stepbrother, mother, sister and fiancee.
“They told me I knew too much about the organization, and something could happen” to Harris himself and his family unless he joined the group of future killers.
Still, Harris refused to commit himself to the coming plot to slaughter whites.
So his companions decided to enlist him in their cause in one dramatic–and lethal–move.
On the night of October 20, 1973, Americans were glued to their TV sets. President Richard Nixon had just fired Special Watergate Prosecutor Archibald Cox and disbanded the Watergate Special Prosecutor’s office.
On that same evening, Harris stood at a bus stop, waiting to be taken home from his job at the Black Self-Help, when a panel truck driven by Larry Green pulled up in the bus zone.
Next to Green, in the passenger’s seat, sat Jessie Lee Cooks. Both men offered Harris a ride home, and he accepted.
The truck drove around for awhile, then parked in the shadows near Powell and Chestnut Streets, in a residential neighborhood.
A few minutes later, the three Muslims spotted a young–and white–married couple, Richard and Quite Hague, strolling nearby.
Hague, 30, worked as a mining engineer for the San Francisco office of Utah International. Quita, 28, was a reporter for the Industrial City Press in South San Francisco. The previous month they had celebrated their seventh wedding anniversary.
Cooks stopped the Hagues, asking for directions. Then he shoved a pistol into the back of Richard Hague and forced the couple into the rear of the panel truck.
The Hagues were bound, beaten and driven to a remote spot in the San Francisco industrial district. There they were yanked from the van. Larry Green seized a machete and, with one stroke, nearly decapitated Quita Hague.
“He got blood all over him,” Harris would later testify.
“Larry came over with the knife and said something about, ‘You ought to have seen all the blood gush out of her neck.’”
Green handed the machete to Cooks, who slashed Richard Hague about the face and back of the head. Left for dead, Hague would eventually recover–and testify against his wife’s killers.
Almost immediately after the two Black Muslims finished hacking their victims, flashbulbs began popping. Two other cars, driven by members of the Nation of Islam, had pulled up
Several camera-toting Muslims started taking pictures of the blood-soaked murder scene–as evidence of Larry Green’s and Jessie Lee Cooks’ worthiness as Death Angels.
A series of murders followed.
On October 30–ten days after the abduction of Richard and Quita Hague–Jessie Lee Cooks struck again.
He shot Frances Rose, a physical therapist, four times in the head and neck as she sat in her car at the entrance of the parking lot to the University of California Extension.
Cooks was arrested within a few minutes and only a short distance from the scene, still in possession of the murder weapon, a revolver. He pleaded guilty and was sentenced to life imprisonment on December 14, 1974.
He would be tried again and convicted of other murders, along with the other “Zebra” defendants on March 13, 1976.

For many Americans, their country seems on the verge of an all-out racial war.
Blacks, charging police with brutality and racism, are increasingly strident in demanding an end to both. The events of July 5-7 encapsulate this growing divide between blacks and police.
On July 5, Alton Sterling, a 37-year-old black man, was fatally shot several times after being tackled to the ground by two white Baton Rouge Police Department officers in Baton Rouge, Louisiana. The shooting was captured on video and widely distributed over the Internet.
On July 6, 2016, Philando Castile, also black, was fatally shot by a St. Anthony, Minnesota police officer after being pulled over, allegedly for a broken tail light. Castile told the officer he was licensed to carry a concealed weapon and had one in the car.
According to his girlfriend, Diamond Reynolds, a passenger in the car: “The officer said don’t move. As he was putting his hands back up, the officer shot him in the arm four or five times.” This shooting was likewise captured on video and widely seen on the Internet.
On July 7, Michah Xavier Johnson, a black, ex-Army Reserve Afghan War veteran, snot and killed five Dallas, Texas, police officers. Another seven officers and two civilians were wounded before Johnson was killed by police.
The shootings erupted during a Black Lives Matter march in downtown Dallas to protest the killings of Sterling and Castile.
The attack on the Dallas officers has led to even greater polarization between blacks and whites–especially white law enforcement officers.
But this is not the first time that the United States has been threatened with the prospect of an all-out black-verses-white conflict.
Forty years ago, whites–not blacks–were the targets of blacks intent on waging a race war.
From October 20, 1973 to April 20, 1974, San Francisco was rocked by a series of random, brutal attacks against whites. The assailant was at first thought to be a lone black gunman.
The toll finally reached 16 murders, five woundings, one rape, and the attempted kidnapping of three children.
The rampage, however, was not limited to San Francisco. Throughout California–from Bakersfield to San Diego–at least 93 other whites were murdered, according to later police investigations.
What follows is an inside account of the “Zebra” death cult, as depicted through the grand jury testimony of the star witness against the killers: Anthony C. Harris.
At 28, Harris was a fifth-dan kung-fu expert who always dressed well and spoke softly. He also had firsthand knowledge of the “Zebra murders.”

Anthony Harris
Born in Long Beach, California, in 1946, Anthony Cornelius Harris got as far as the sixth grade. He clashed often with police and, on January 3, 1969, he was convicted for assaulting a policeman.
He was released from prison in May, 1970, when he won a reversal of his sentence at the California Supreme Court.
But he was once again arrested and convicted, in 1971, of second-degree burglary in Los Angeles. For this, he drew a sentence at San Quentin prison.
And he also met two of the future “Zebra” killers: Manuel Moore and Jessie Lee Cooks.
Cooks had been convicted of robbery; Moore had been sent to prison for burglary. Both wanted Harris, a fifth-dan kung-fu expert, to teach them the martial arts.
Cooks wanted to learn kung-fu so he could kill whites “because they had castrated and killed our ancestors and stomped our babies’ heads in.”
While an inmate at San Quentin prison, Harris became a devout member of the Nation of Islam.
At that time, the spiritual leader of the Nation was Elijah Muhammad, who preached a gospel of black separatism and superiority. Muhammad taught that whites were literally the incarnation of evil, a race of “blue-eyed devils.”

Elijah Muhammed
To test the worthiness of His Chosen Black People, proclaimed Muhammad, Allah had allowed their 400-year persecution by these “bleached-out, grafted snakes.”
But that great testing period would soon come to its end. Then would follow the literal, heaven-sent destruction of all whites. At the conclusion of this divine slaughter, Allah would create a paradise earth for His Chosen Black People.
Harris, Moore and Cooks had a conversation in the temporary Muslim temple in the prison–about “killing people and cutting their heads off–just white people,” Harris later testified in court.
After Harris was paroled on October 15, 1973, he drifted into San Francisco. There he made a new friend–Larry Craig Green, who helped him into a job at the Black Self-Help, a Muslim-owned, furniture-moving company in the city.
Yet another new friend he made there was J.C. Simon.

On June 17, 2015, Dylann Roof, a white high school dropout, gunned down three black men and six black women at Emanuel African Methodist Episcopal Church in Charleston, South Carolina.

Dylann Roof
On June 18–one day after the church slaughter–Charles L. Cotton took insulting the dead to a whole new level.
Cotton is a National Rifle Association (NRA) board member who also runs TexasCHLForum.com, an online discussion forum about guns and gun owners’ rights in Texas and beyond.
In a discussion thread on the Forum, a board member noted that Clementa C. Pinckney, one of the nine people slain, was a pastor and a state legislator in South Carolina.
Cotton responded: “And he voted against concealed-carry. Eight of his church members who might be alive if he had expressly allowed members to carry handguns in church are dead. Innocent people died because of his position on a political issue.”

That discussion thread was quickly deleted.
During a subsequent phone interview, Cotton emphasized that he had been speaking as a private citizen–and not as an NRA board member:
“It was a discussion we were having about so called gun-free zones. It’s my opinion that there should not be any gun-free zones in schools or churches or anywhere else. If we look at mass shootings that occur, most happen in gun-free zones.”
If private citizens were allowed to carry guns everywhere, Cotton said, there will be fewer mass shootings because “if armed citizens are in there, they have a chance to defend themselves and other citizens.”
Cotton’s position–“there should not be any gun-free zones”–is exactly that of the NRA itself.
Under such circumstances, America will become a nation where anyplace, anytime, can be turned into the O.K. Corral.
Another point that Cotton didn’t mention: Dylann Roof did believe in concealed-carry–and it cost not his life but the lives of nine innocent men and women.
Finally, there is this: Even highly-trained shooters–such as those assigned to the United States Secret Service–don’t always respond as expected.
On May 15, 1972, Alabama Governor George Wallace was campaigning for President in Laurel, Maryland. He gave a speech behind a bulletproof podium at the Laurel Shopping Center. Then he moved from it to mingle with the crowd.
Since the 1968 assassination of Senator Robert F. Kennedy, all those campaigning for President have been assigned Secret Service bodyguards. And Wallace was surrounded by them as he shook hands with his eager supporters.
Suddenly, Arthur Bremer, a fame-seeking failure in life and romance, pushed his way forward, aimed a .38 revolver at Wallace’s abdomen and opened fire. Before the Secret Service could subdue him, he hit Wallace four times, leaving him paralyzed for the rest of his life.

Arthur Bremer shoots George Wallace
Nor was he Bremer’s only victim. Three other people present were wounded unintentionally:
- Alabama State Trooper Captain E C Dothard, Wallace’s personal bodyguard, who was shot in the stomach;
- Dora Thompson, a campaign volunteer, who was shot in the leg; and
- Nick Zarvos, a Secret Service agent, who was shot in the neck, severely impairing his speech.
None of Wallace’s bodyguards got off a shot at Bremer–before or after he pulled the trigger.
On October 6, 1981, Egyptian President Anwar Sadat was reviewing a military parade in Cairo when a truck apparently broke down directly across from where he was seated.

Anwar Sadat, moments before his assassination
Suddenly, soldiers bolted from the rear of the vehicle, throwing hand grenades and firing assault rifles. They rushed straight at Sadat–who died instantly under a hail of bullets.
Meanwhile, Sadat’s bodyguards–who had been trained by the CIA–panicked and fled.
Sadat had been assassinated by army officers who believed he had betrayed Islam by making peace with Israel in 1977.
Most recently, the NRA mantra, “If every citizen went armed…” was put to the test in Dallas, Texas. It flunked.
On July 7, five Dallas police officers were shot and killed by a disgruntled ex-Army Reserve Afghan War veteran named Michah Xavier Johnson. Another seven officers and two civilians were wounded before the carnage ended.
The shootings erupted during a Black Lives Matter protest march in downtown Dallas.
Texas has long been an “open carry” state for those who want to brandish rifles without fear of arrest. And about 20 people wearing “ammo gear and protective equipment [had] rifles slung over their shoulder,” said Dallas Mayor Mike Rawlings.
“When the shooting started, at different angles, [the armed protesters] started running,” Rawlings said, adding that open carry only brings confusion to a shooting scene. “What I would do [if I were a police officer] is look for the people with guns,” he said.
“There were a number of armed demonstrators taking part,” said Max Geron, a Dallas police major. “There was confusion on the radio about the description of the suspects and whether or not one or more was in custody.”
The ultimate test of the NRA’s mantra that “there should not be any gun-free zones…anywhere” will come only when one or more heavily-armed gunmen target an NRA convention.
It will then be interesting to see if the surviving NRA members are as quick to blame themselves for being victims as they are to blame the victims of other mass slaughters.

Blacks make up 13% of the American population, according to the 2010 census of the United States.
But they committed 52% of homicides between 1980 and 2008, according to the Bureau of Justice Statistics. Only 45% of whites were offenders in such cases.
Blacks were disproportionately likely to commit homicide and to be the victims. In 2008 blacks were seven times more likely than whites to commit homicide. And they were six times more likely than whites to be homicide victims.
According to the FBI, blacks were responsible for 38% of murders, compared to 31.1% for whites, in 2013.
From 2011 to 2013, 38.5% of people arrested for murder, manslaughter, rape, robbery, and aggravated assault were black.
Click here: FactCheck: do black Americans commit more crime?
In 1971, Robert Daley, a reporter for the New York Times, became a deputy police commissioner for the New York Police Department (NYPD).
In that capacity, he saw the NYPD from the highest levels to the lowest–from the ornate, awe-inspiring office of Police Commissioner Patrick Murphy to the gritty, sometimes blood-soaked streets of New York.
He spent one year on the job before resigning–later admitting that when he agreed to take the job, he got more than he bargained for.
It proved to be a tumultuous year in the NYPD’s history: Among those challenges Daley and his fellow NYPD members faced were the murders of several police officers, committed by members of the militant Black Liberation Army.
Two of those murdered officers were Waverly Jones and Joseph Piagentini. Jones was black, Piagentini white; both were partners. Both were shot in the back without a chance to defend themselves.
Writing about these murders in a bestselling 1973 book–Target Blue: An Inside’s View of the N.Y.P.D.–Daley noted:

- Jones and Piagentini were the sixth and seventh policemen–of ten–murdered in 1971.
- About 18 men were involved in these murders. All were black.
- The city’s politicians knew this–and so did Commissioner Murphy. None dared say so publicly.
“But the fact remained,” wrote Daley, “that approximately 65% of the city’s arrested murderers, muggers, armed robbers, proved to be black men; about 15% were of Hispanic origin; and about 20% were white [my Italics].”
The overall racial breakdown of the city was approximately:
- Whites, 63%;
- Blacks, 20%;
- Hispanics 17%.
Stated another way: Blacks, who made up 20% of the city’s population, were responsible for 65% of the city’s major crimes.
Or, as Daley himself put it: “So the dangerous precincts, any cop would tell you, were the black precincts.”
That was 43 years ago.
Now, consider the following statistics released by the NYPD for “Crime and Enforcement Activity in New York City” in 2012. Its introduction states:
“This report presents statistics on race/ethnicity compiled from the New York City Police Department’s records management system.”
Then follows this chart:
Misdemeanor Criminal Mischief
Victim, Suspect, Arrestee Race/Ethnicity
American Indians: Victims: 0.7% Suspects: 0.3% Arrestees: 0.3%
Asian/Pacific Islanders: Victims: 8.4% Suspects: 3.2% Arrestees: 3.9%
Blacks: Victims: 36.5% Suspects: 49.6% Arrestees: 36.5%
Whites: Victims: 28.9% Suspects: 17.0% Arrestees: 22.9%
Hispanics: Victims: 25.4% Suspects: 29.8% Arrestees: 36.4%
Total Victims: 40,985
Total Suspects: 11,356
Total Arrests: 7,825
Then come the guts of the report:
Murder and Non-Negligent Manslaughter Victims:
- Black (60.1)
- Hispanic (28.7%)
- White victims (872%)
- Asian/Pacific Islander (4.2%)
Murder and Non-Negligent Manslaughter Arrestees:
- Black (51.4%)
- Hispanic (36.7%)
- White (9.2%)

Police, like most people, learn from their experiences. And if the majority of their experiences with blacks continue to be with the perpetrators of crime, they will continue to associate blacks as a whole with criminals.
This is admittedly unfair to those blacks who are not involved in any way with crime. But it will continue until crime rates among blacks start falling dramatically.

On July 6, FBI Director James Comey recommended that the Justice Department not prosecute Hillary Clinton for using a private email server during her tenure as Secretary of State.
Almost immediately afterward, Donald Trump, the presumptive Republican nominee for President, responded on Twitter: “FBI director said Crooked Hillary compromised our national security. No charges. Wow! #RiggedSystem.”
Paul Ryan, the Republican Speaker of the House of Representatives, claimed to be similarly outraged: “Declining to prosecute Secretary Clinton for recklessly mishandling and transmitting national security information will set a terrible precedent.”
“What Director Comey’s statements made clear was that Hillary Clinton’s decision to use a personal unsecured server to send work-related emails while service as Secretary of State—including classified information—was extremely irresponsible,” said House Republican Majority leader Kevin McCarthy.
But 28 years ago, Republicans maintained a tight-lipped silence on another matter involving sensitive national security secrets. That was when news broke that Nancy Reagan, as First Lady, had shared these with a court astrologer.
When President Ronald Reagan wanted advice on whether to nuke the Soviet Union or meet with its leader, Mikhail Gorbachev, his most important adviser wasn’t the CIA or Pentagon.
It was Joan Quigley, a San Francisco-based astrologer.

Ronald and Nancy Reagan
Nancy had met Quigley on “The Merve Griffin Show” in 1973. Quigley gave Nancy–and through her, Reagan himself—astrological advice during the latter’s campaign for the Republican Presidential nomination in 1976.
That effort failed to unseat President Gerald Ford–who was defeated by Jimmy Carter. But four years later, in 1980, Reagan defeated Carter to become the 40th President of the United States.
On March 30, 1981, a mentally-disturbed loner named John W. Hinckley shot and critically wounded Reagan. Fixated on actress Jodie Foster, he believed that by shooting the President he could gain her affection.
Shortly after the shooting, Merv Griffin told Nancy that Quigley had told him: If Nancy had called her on that fateful day, she–Quigley–could have warned that the President’s astrological charts had foretold a bad day.
From that moment on, Nancy regularly consulted Quigley on virtually everything that she and the President intended to do.
When Reagan learned of Nancy’s consultations with Quigley, he warned her: Be careful, because it might look odd if it came out.
Nancy may have been speaking on a scrambler-equipped phone. But Quigley–at her San Francisco office–was on an unsecured line. Thus, foreign powers–most notably the Soviet Union and Communist China–could have been privy to President Reagan’s most secret intentions.

Joan Quigley
Nancy passed on Quigley’s suggestions as commands to Donald Regan, chief of the White House staff.
As a result, Regan kept a color-coded calendar on his desk to remember when the astrological signs were good for the President to speak, travel, or negotiate with foreign leaders: Green ink highlighted “good” days; red ink “bad” days; yellow ink “iffy” days.
Donald Regan, no fan of Nancy’s, chafed under such restrictions: “Obviously, this list of dangerous or forbidden dates left very little latitude for scheduling,” he later wrote.
Forced out of the White House in 1987 by Nancy, Regan struck back in a 1988 tell-all memoir: For the Record: From Wall Street to Washington.
Regan’s book revealed, for the first time, how Ronald Reagan had actually made his Presidential decisions.
All–including decisions to risk nuclear war with the Soviet Union–were based on a court astrologer’s horoscopes. Rationality and the best military intelligence available played a lesser, secondary role.
The last major world leader to turn to the supernatural for advice had been Russian Czar Nicholas II. His adviser had been Grigori Rasputin, a Siberian peasant whom Empress Alexandra believed was the only man who could save her hemophiliac son–and heir to the throne.

Grigori Rasputin
In 1990, Quigley confirmed the allegations in an autobiography, What Does Joan Say?: My Seven Years As White House Astrologer to Nancy and Ronald Reagan.
The title came from the question that Ronald Reagan asked Nancy before making important decisions–including those that could risk the destruction of the United States.
Bragged Quigley: “Not since the days of the Roman emperors–and never in the history of the United States Presidency—has an astrologer played such a significant role in the nation’s affairs of State.”
Among the successes Quigley took credit for:
- Strategies for winning the Presidential elections of 1980 and 1984;
- Helping Nancy Reagan overhaul her image as a spoiled rich girl;
- Defusing the controversy over Reagan’s visiting a graveyard for SS soldiers in Bitburg, Germany;
- Pursuing “Star Wars” as a major part of his strategy against the Soviet Union;
- The Intermediate-Range Nuclear Forces Treaty;
- Protecting Reagan from would-be assassins through timely warnings to Nancy; and
- Moving Reagan from seeing the Soviet Union as the “Evil Empire” to accepting Mikhail Gorbachev as a peace-seeking leader.
Thirty-five years after he became President, Ronald Reagan remains the most popular figure among Republicans. His deliberately-crafted myth is held up as the example of Presidential greatness by Right-wing candidates.
Curiously, however, none of them mention his approach to government-by-astrologer.

NO SWIMMING
BEWARE
PLEASE BE AWARE OF ALLIGATORS IN THE LAKE.
So warns a sign at the Hyatt Regency Grand Cypress Hotel, in Bay Lake, Fla. To drive home the message, it features an eye-catching symbol: A green alligator, its jaws open wide.
Just minutes away lies the Grand Floridian Hotel at Walt Disney World Resort, where, on June 14, a sign read:
STEEP DROP-OFF
DEEP WATER
NO SWIMMING
It’s likely that the parents of two-year-old Lane Graves wish they had chosen the Hyatt Regency Grand Cypress Hotel for their vacation spot.
Had they done so, their son might well be alive today.
On June 14, an alligator, estimated at seven feet, snatched Lane as he waded in less than six inches of water at nightfall.

Lane Graves
His father, Matt, rushed into the water to save Lane. But he was attacked by a second alligator as he fought for his son. He suffered several bites before the two alligators disappeared into the lagoon.
The next day, an Orange County Sheriff’s dive team found Lane’s intact body.
The Graves family, natives of landlocked Omaha, Nebraska, were overwhelmed with grief.
“We are devastated and ask for privacy during this extremely difficult time,” said a statement released by a family friend on June 16.
The Graves family were not the only ones shocked by the lack of an alligator warning at Disney.
Several tourists interviewed at the nearby Hyatt shared similar outrage.
“We didn’t know there weren’t any signs like they have here, ‘Beware of Alligators,'” Hyatt guest Chloe Giles, 21, told PEOPLE. “We thought they had a big sign like they have here: ‘Beware of Alligators.’ “
Three weeks before the fatal snatching of Lane Graves, Dani Saunders, Christopher Spackman and their two young daughters, Charlie and Laila, visited Disney in Orlando, Fla. They stayed at the Caribbean Beach Resort, but one night they went to a beach on Bay Lake to watch fireworks.

Grand Floridian Hotel at Walt Disney World Resort
“It’s the same area that the lagoon goes into,” Saunders said. “And we went at the same time– at 9:30 as the other people were there.”
In a state where the alligator population numbers at more than one million, Florida residents know the dangers and keep small children away from ponds and lakes. But many out-of-state visitors aren’t aware of threat posed by the reptiles.
An official at the Florida Fish and Wildlife Conservation Commission stated that May and June are typically mating season for alligators.
The Commission’s executive director, Nick Wiley, announced that his agency had taken and killed five alligators who were suspected of the attack.
Even more damning for Disney, the Orlando Sentinel reported that Disney staff at a nearby resort knew about guests feeding alligators, and had ignored requests to put up a protective fence around the lagoon.
Mike Hamilton, a custodian at the Polynesian Resort Village–a short distance from the Grand Floridian resort–warned his employer that gators were swimming too close to guests and that a protective fence should be erected to keep them at bay.
“The entire property is interconnected via canals so it is difficult to keep [alligators} out of the lakes. Gators are on all of the golf courses. The team attempts to relocate the gators to the uninhabited natural areas as best they can, but the gators don’t understand the boundaries,” former Disney executive Duncan Dickson told the Sentinel.
According to The Wrap, guests at the Polynesian Resort Village–which charges $2,000 and $3,000 per night for a room–commonly feed the alligators.
“Disney has known about the problem of guests feeding the alligators well prior to the opening of the bungalows,” a source told The Wrap.
The day after divers found the body of Lane, Disney announced that it was reviewing its policies about warning signs.
“We are conducting a swift and thorough review of all our processes and protocols,” Walt Disney World Vice President Jacquee Wahler said in a statement on June 16. “This includes the number, placement and working of our signage and warnings.”
Among the changes:
- “Tick Tock,” the Croc from “Peter Pan,” has been removed from the park’s Festival of Fantasy parade.
- So has “Louis,” the trumpet-playing alligator from “The Princess and the Frog,” who was supposed to be part of the Friendship Faire castle show.
- The Jungle Cruise tour guides will no longer joke about crocodiles eating children as they narrate a boat tour through the world’s rivers.
- The Kilimanjaro Safari ride has dropped references to a crocodile pit.
This is typically how an incompetent bureaucracy operates:
- Ignore repeated warnings about a problem that poses a threat to its customers. The reason: To avoid spending money–most of which will otherwise go to the top officials of the company.
- When the predicted disaster occurs, the company issues a public apology–and makes “security theater” gestures to reassure the public.
There is no word as yet whether the Graves family intends to file a wrongful death lawsuit against Walt Disney World. But only such a lawsuit–and a huge financial loss–will convince this corporation to make a genuine effort to protect its guests.

In 1970, New York Mafia boss Joseph Columbo declared war on the FBI.
The Bureau had arrested his son, Joseph Columbo, Jr., for melting silver coins down into silver ingots. So Columbo, Sr., created the Italian-American Civil Rights League to “combat prejudice against Italian-Americans.”
Columbo appeared at fundraisers and speaking engagements for the League, and gave interviews on talk-shows–such as the one hosted by Dick Cavett.

Joseph Columbo
His message: There was no Mafia–only an FBI slander against decent, hard-working Italian-Americans.
And he sent hundreds of members of the League to picket the East Side offices of the FBI.
His actions generated a massive response from many law-abiding Italian-Americans who felt themselves the victims of prejudice.
During the 1950s and early 1960s Congress had held hearings on the Mafia, making Italian and Sicilian criminals like Vito Genovese and Albert Anastasia household words.
Even more enraging had been the depiction of Italians as the villains on the popular ABC TV series, “The Untouchables.” Each week, Eliot Ness and his squad of Treasury agents wiped out a new batch of Prohibition gangsters–who had Italian names like Al Capone and Frank Nitti.
On June 29, 1970, 150,000 people attended an Italian-American Unity Day rally in Columbus Circle in New York City. Several prominent entertainers and five members of the House of Representatives attended.
Under Colombo’s guidance, the League grew quickly and achieved national attention, establishing chapters in 17 states with over 50,000 members.
Shortly after the Columbus Circle rally, then-U.S. Attorney General John N. Mitchell banned the words “Mafia” and “Cosa Nostra” (“Our Thing”) from FBI and Justice Department press releases.
“There is nothing to be gained by using these terms,” said Mitchell, “except to give gratuitous offense to many good Americans of Italian-American descent.”

Seal of the Justice Department
In Albany, New York, then-Governor Nelson Rockefeller instructed the state police to likewise ban such terms.
And the Ford Motor Company, which sponsored the popular ABC-TV series, “The FBI,” also fell into line. While the Bureau’s real-life agents fought the Mafia, its fictionalized agents couldn’t say “Mafia” on TV.
In the spring of 1971, Paramount Pictures began started filming The Godfather, which was to become the most influential movie ever made about the Mafia.
Facing the threat of strikes and violence from the League, the film’s producer, Albert Ruddy, met with Columbo. Ruddy promised that “Mafia” and “Cosa Nostra” would not appear in a film in which almost every major character was a member of the Mafia.

TV’s “Mission: Impossible”–having moved from deposing overseas despots to stateside criminals–similarly referred to organized criminals as “The Syndicate.”
But Columbo was now facing increasing pressure from two sets of enemies.
The first was the FBI–whose agents seethed as they strode through League picket lines near their headquarters at Third Avenue and 69th Street. They were waging war on gangsters, and they resented being called liars and racists.
The second was the Mafia itself. Its older leaders knew there was an all-out Federal drive to destroy the organization. And they feared that Columbo’s in-your-face tactics were goading the FBI and other law enforcement agencies into greater efforts against them.
Of those older leaders, Carlo Gambino, boss of the largest and most powerful Mafia family in New York and the country, was the most important.

Carlo Gambino
Gambino had set Columbo up in his own family in 1964. This after Columbo had raced to Gambino with the news that his own boss, Joseph Bonanno, planned to “whack” Don Carlo and the other four New York Mafia bosses and become the “boss of all bosses” himself.
Bonnano was thus deposed and sent into exile in Arizona, and Columbo found himself a new boss.
Gambino had always lived in the shadows. As Columbo built up the League, Gambino feared that the publicity and attacks on the FBI would rebound against himself and his brethren.
As the date–June 28, 1971–for the second Italian-American Unity Day rally approached, Gambino quietly put out the word: Stay away.
On that morning Columbo posed for photographers at the rally. Suddenly one of them–a black man–exchanged his camera for an automatic pistol and shot Columbo three times in the head and neck.

Joseph Columbo, after being shot
Seconds later, the shooter was covered by an avalanche of men–one of whom pumped three bullets into him.
The shooter was Jerome Johnson, an ex-con who was linked to mobster Joseph “Crazy Joe” Gallo. The NYPD and FBI believed that Gambino had given Gallo permission to whack Columbo. And that Gallo had used a black man as the ultimate insult to a man he had long hated.
Columbo remained in a vegetative state until May 22, 1978, when he died of cardiac arrest.
There was no third Italian-American Unity Day rally. And the Italian-American Civil Rights League died with Columbo.
Eventually, the Justice Department and FBI went back to using “Mafia” and “La Cosa Nostra.”
And when Francis Ford Coppola made The Godfather, Part II, in 1974, he inserted both words into a scene where Mafia boss Michael Corleone is interrogated by a Senate committee.
For the Mafia, at least, the era of Political Correctness was over.

On June 12, Omar Mateen, a 29-year-old former security guard, slaughtered 49 men and women and injured 53 more inside Pulse, a gay nightclub in Orlando, Florida.
Mateen was then shot to death by Orlando police after a three-hour standoff.

Omar Mateen
It was the deadliest mass shooting by a single gunman in American history–and the deadliest terrorist attack in the United States since the Al Qaeda attacks of September 11, 2001.
The massacre was widely decried as an act of Islamic terrorism. But many others insisted it was simply a hate crime.
Among those opting for the latter: Officials at the Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI).
During his three-hour slaughterfest, Mateen made a call to 9-1-1, pledging his allegiance to the Islamic State of Iraq and Syria (ISIS) and its leader, Abu Bakr al-Baghdadi.
On June 20, the FBI released an edited version of the transcript of that call. All references to ISIS were removed.
The Justice Department claimed that it was withholding some details to avoid putting the victims through any more pain–and to not further the propaganda efforts of ISIS.
A firestorm of protest erupted from Republican Congressional leaders, most notably Speaker of the House Paul Ryan. Since Mateen’s pledge to ISIS had become widely known, they demanded, what was the point of censoring it in the transcript of his phone call?
An additional reason for the fury aimed at the Justice Department: On June 12, ISIS had, through its news agency, Amag, claimed responsibility for the massacre:
“The armed attack that targeted a gay night club in the city of Orlando in the American state of Florida which left over 100 people dead or injured was carried out by an Islamic State fighter.”
Finally, buckling to pressure, on the afternoon of June 20, the FBI released the full, uncensored transcript of Mateen’s call to 9-1-1.
This was definitely not the finest hour of an organization whose motto is: “Fidelity, Bravery, Integrity.”

Seal of the FBI
It was not, however, the first time the Bureau caved in to the demands of Political Correctness.
This occurred almost 50 years earlier–in 1970.
And the man who was responsible for this was not a member of ISIS. Instead, he belonged to another, equally deadly organization: The Mafia.
Joseph Anthony (“Joe”) Columbo was the boss of the Columbo crime family, one of the “Five Families” of the Cosa Nostra in New York.

Joseph Columbo
At 45, Columbo was one of the youngest Mafia bosses in the United States. He was also the first American-born boss of a New York crime family.
But, unlike his fellow bosses, he didn’t hesitate to court publicity–or confront law enforcement.
Summoned for questioning about the murder of one of his “soldiers,” Columbo appeared–without a lawyer–at the office of NYPD detective Albert Seedman.
“I am an American citizen, first class,” he blasted Seedman. “I don’t have a badge that makes me an official good guy like you. But I work just as honest for a living.”
Naturally, Columbo denied having anything to do with the death of his subordinate.
In the spring of 1970, Columbo decided to raise his sights. He moved from attacking the NYPD to taking on the FBI.
Throughout most of the tenure of its director, J. Edgar Hoover, the FBI had avoided tackling the Mafia. From the 1920s until the 1950s, mobsters had operated virtually untouched by the most powerful Federal law enforcement agency.
To this day, Hoover’s reasons for avoiding mob enforcement remain unknown. Theories for this include:
- He feared his agents would be corrupted by Mafia bribes.
- He preferred flashy, easily-solved cases like bank-robbery and stolen car rings.
- The Mob blackmailed him with compromising photos of a homosexual relationship with Clyde Tolson, his second-in-command at the FBI.
Then, in 1961, Robert F. Kennedy became Attorney General. As former chief counsel for the Senate Labor Rackets Committee (1957-59) Kennedy had investigated the Mafia’s infiltration of the nation’s labor unions. He had focused especially on its ownership of the International Brotherhood of Teamsters.
Unlike Hoover–who denied the Mafia existed–Kennedy was convinced that it did.

J. Edgar Hoover and Robert F. Kennedy
And as the brother to President John F. Kennedy, RFK had the power to needed to force Hoover to attack the crime syndicates.
Throughout the country, the Mafia felt a new heat as FBI agents planted illegal electronic microphones (“bugs”) in their innermost sanctums. Agents openly tailed mobsters–and sent them to prison in large numbers.
Most old-time Mafia bosses decided to take a low profile to avoid the new Federal pressure. They remembered how Al Capone had flaunted his wealth and power–and had fallen victim to the IRS for it.
In April, 1970, Columbo’s son, Joseph Jr., was arrested by the FBI for melting down coins for resale as silver ingots. The Mafia boss decided to retaliate.
He publicly declared there was no such thing as the Mafia. This was a fiction created by FBI agents taking out their prejudice on law-abiding Italian-Americans.
Then he sent members of his newly-formed organization–the Italian-American Civil Rights League–to picket the East Side offices of the FBI.

WHEN WHITES WERE TARGETS: PART FOUR (OF FIVE)
In Bureaucracy, History, Law Enforcement, Politics, Social commentary on July 15, 2016 at 12:05 amThe slayings of the “Zebra killers” were always proceeded by elaborate safety precautions.
Recruiting poster for the Fruit of Islam, the elite guard of the Nation of Islam
